6 Aquatic Herbicide Use Treatment Strategy/Objectives -Part of a lake-wide management effort to control EWM Requires implementation of nonchemical options as part of achieving long-term objective -Treatment area consists of dense beds of milfoil -Use chemical formulation that can be functionally selective and of low toxicity -Treat early when EWM is active and natives are dormant -Sequestration of treatment area to control herbicide dispersal and limit non-target impacts -Objective is to use herbicide to reduce EWM to manageable level Natives will repopulate later in the season

8 Why Sequestration Curtains? 1. Eliminate/reduce impact/impairment to freshwater wetlands 2. Increase efficacy ( the efficacy may be improved by restricting the flow of water SEIS 2007) 3. Lower concentration (i.e. Lk Luzerne 0.5 ppm) 4. Reduce herbicide dispersal (drift) 5. Limit non-target impact 6. Eliminate/limit protected plant species impact 7. Limit herbicide outflow to other waterbodies (i.e. Hudson River) 8. Smaller waterbodies-partial lake treatments can be contained 9. Lower potential for less desirable plant growth (i.e. Southern naiad) 10. Slow turn around time on triclopyr residual analysis (>48 hrs) 11. Data gaps with Renovate OTF treatments (dispersal rates, dilution, non-target impacts, etc. ) 12. Public opposition

10 Agency Approval Process Public Notification Requirements Public Notice to adjacent landowners Public Notice published in Environmental Notice Bulletin Agency Board Review- within 60 days of completing application project will be presented to Agency Board of Commissioners: Approve Permit with conditions Require Public Hearing Denial of Permit (Hearing required)
