7 Industry Codes of Practice Developed on behalf of industry by GTA Adherence to the Code is mandatory for GTA members Australia is the only major grain exporter with a Code. Developed at request of the Australian Gov. in 2009 Includes Technical Guideline Documents
8 Globally Harmonized System Lead agency(s): UN Committee of Experts on the Transport of Dangerous Goods and on the Globally Harmonized System of Classification and Labelling of Chemicals Australia Safe Work Australia Initiative Impacts if grain is captured in the Globally Harmonized System (GHS) of Classification and Labelling of Chemicals -Dust Explosion Hazards Issues If adopted Australian growing, handling, processing and distribution system forced to accommodate changes to both domestic and international regulatory requirements and management practices. GTA submitted that the changes were unnecessary given proven and well established industry safety practices. Quality systems in the Australian grain industry. Australia Grain Industry Code of Practice for the management of grain within the Australian Grain Supply Chain (reference Technical Guideline Documents) Grain Transport Code of Practice
9 Globally Harmonized System Safety, Health & Environment (SHE) initiative Development of Technical Guideline Documents for grain storage operators Hazardous Substances / Dangerous Goods Tarping of Bulk Grain and Bunkers Confined Spaces Working at Heights Fumigation Safety Return to Work / Injury Management Rail Safety Working Alone Road Safety Fire Machinery Guarding Contractor Safety Fitness for Work (including grain dust) Mobile Plant Fatigue Management Isolation and Lock Out Personal Protection Equipment (PPE)
10 Global e-phyto certificates Lead agency(s): Commission on Phytosanitary Measures (CPM), the governing body of the International Plant Protection Convention (IPPC) - agency of WTO. Australia - DAWR Biosecurity Initiative Designed to replace paper certificates in export grain commercial activities. Central hub, which will receive certificates from National Plant Protection Organisations (NPPOs) in exporting countries and makes them available to the NPPOs of importing countries. The hub will not store the certificates - provides a simple and secure method for exchange, eliminating the need for countries to negotiate exchange protocols bilaterally with each and every trading partner. Issues Australia is a major contributor at IPPC via DA Biosecurity attendance/input into the process. Global Symposium 9 to 13 November 2015 in Korea
11 Implementation of global e-phyto certificates Ongoing development of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity relates to the trans boundary movement of Living Modified Organisms. Lead agency(s): International Plant Protection Convention (IPPC) - agency of WTO DAWR Biosecurity Issues Australia is a major contributor at IPPC via DA Biosecurity attendance/input into the process. Global Symposium 9 to 13 November 2015 in Korea Handling, transport, packaging and identification of LMOs (Article 18). Commercial input will be sort by IPPC.
12 ISPM on the intn l movement of grain Lead agency(s): Commission on Phytosanitary Measures (CPM), the governing body of the International Plant Protection Convention (IPPC) - agency of WTO. Australia - DAWR Biosecurity Initiative Development of an International Standard on Phytosanitary Measures on the International Movement of Grain (International Plant Protection Convention) Issues Sanitary and phytosanitary (SPS) measures are measures to protect humans, animals, and plants from diseases, pests, or contaminants. First draft included quality, GM and traceability considerations. All removed. First meeting of the Drafting Committee in Melbourne in September 2016 Will include industry representatives
13 Chinese grain import laws Lead agency(s): General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) - China Australia - DAWR Biosecurity Initiative Development of new Chinese grain import laws - Administrative Measures for Inspection, Quarantine and Supervision of Inbound and Outbound Grains. Issues (selection) No direct mention or linkage to China s obligations under the WTO Agreements, notably: Technical Barriers to Trade (TBT Agreement); and the Sanitary and Phytosanitary Measures Affecting Trade (SPS Agreement). Bilateral protocols i.e. Australia/China Wheat & Barley Protocol. Registration of all grain producers Numerous mentions of quality requirements References Government issued quality certificates.
14 Wheat/Barley Protocol with China Lead agency(s): General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ) - China Australia - DAWR Biosecurity & GIMAF Issues (selection) The Industry Management Plan to supply wheat & barley to the Chinese Market endorsed by industry & AQSIQ. References : Code of Practice for the Management of Grain along the Supply Chain; and GTA grain trading standards Future research strategies Exporter must provide signed declaration on company letterhead to DAWR attesting to compliance/adherence to Protocol.
15 DAWR Biosecurity - various Authorised Officers moving to full costs recovery basis. Bulk vessel inspection at anchorage Pilot program to assess external Authorised Officers (AOs) inspecting empty bulk vessel holds at the protected anchorage port at Kwinana, WA from January to June Export Compliant Goods Storage ECGS allows exporters, to have prescribed goods inspected for export compliance and securely stored in an approved receptacle for up to 28 days before export, instead of requiring a current end-point inspection.
16 DAWR Biosecurity fees & charges Lead agency(s): DAWR Cost Recovery Task Force Initiative Dept. of Agriculture & Water Resources Biosecurity commenced a review of the Grain Export Program (GEP) fees & charges in October 2014 which was finalised 01 Nov Issues Over 12 months, Biosecurity released a number of versions and requested that industry provide commentary. GTA participated in numerous meetings over the 12 months and provided a number of submissions, all available on the GTA website. Outcomes summary the estimated cost of conducting the Grain Export Program has been reduced by $8.1m. the Grain Export Program was NOT aggregated with the Horticulture Export Program the Minister announced an independent financial review would be conducted of the GEP savings to industry from the reduction in the original proposed tonnage charge was $2.1m.
17 Cartagena Protocol on Biosafety Lead agency(s): United Nations Environment Programme Australia - DAWR & DFAT Initiative Ongoing development of the Cartagena Protocol on Biosafety to the Convention on Biological Diversity relates to the trans boundary movement of Living Modified Organisms. Issues Handling, transport, packaging and identification of LMOs (Article 18). Nagoya Kuala Lumpur Supplementary Protocol on Liability and Redress. Risk assessment and risk management (Articles 15 and 16). Socio-economic considerations (Article 26).
18 Global Low Level Presence (GLI) initiative Lead agency(s): Canada established the Global LLP Initiative (GLI). 15 countries including Australia Australia - Office of the Gene Technology Regulator & DAWR Initiative Countries committed to working collaboratively to develop international approaches to manage LLP. Issues IGTC is working with this initiative to encourage importing countries to move off a zero tolerance to LLP and introduce a LLP policy. It is not outside the realms of possibility that an Australian bulk wheat shipment could be affected by an LLP issue. It all depends on the prior cargo.
19 EU s proposed opt out amendment Lead agency(s): European Commission Australia - DAWR Initiative EU s proposed amendment to allow EU Member States to adopt national decisions restricting or prohibiting the use in food or feed of GMOs, after they have been authorised at EU level. Issues The EU approves GM for commercial production and for imports for food/feed and processing. The decisions are binding on member states. This proposal was intended to allow member states to opt out of the EU approval. The EU has a zero tolerance to unapproved varieties. Exports to EU countries who opted out would become problematic as zero tolerance is unattainable. Trade would be impacted. Proposal defeated 28 October 2015.
20 Organic standards & zero tolerance Lead agency(s): Organic Industry Standards and Certification Council (OISCC) - DAWR Initiative To amend the Organic Industry Standards to reflect co-existence of crop production techniques. Zero tolerance is unattainable. GTA supported proposed amendments to the Organic Industry Standards As long as an operator has not intentionally used genetically modified organisms or their derivatives and has taken reasonable steps to avoid contact with the products of genetically modified organisms or their derivatives as detailed in their risk management process, the unintentional presence of genetically modified organisms shall not affect the certification of the organic operation. Crops on the organic property, or post-harvest, found to contain any detectable GMO presence shall lose certification as organic.
21 National Working Party on Grain Protection Providing management and leadership to industry in the areas of grain storage, chemical use, market requirements and chemical regulations. Cross sector forum from researchers to chemical providers to grain growers to storage providers to end users.
22 National Working Party on Grain Protection Agreed Outcomes NWPGP 2015 This document lists outcomes agreed by the NWPGP at the 2015 Annual Conference held on June The agreed outcomes, major discussion points and findings are listed numerically in no order of priority. There were more than 160 attendees, representing all sectors of the grain supply chain. To provide comments on this or any NWPGP related matters please GTA at Chemical Usage and Outturn Tolerances Document 2015/16 The document outlines permitted chemicals for use post-harvest and applicable Maximum Residue Limits (MRL) for grain outturned to the Australian domestic or export markets. The MRLs apply for grain outturned during the 2015/16 season. Industry is encouraged to familiarise themselves with this document to ensure Australian grain continues to comply with market requirements for chemical residues Phosphine Strategy The goal of the Phosphine Strategy is to ensure the long-term sustainability to phosphine through the strategic adoption and implementation of commercially viable, practical, scientifically-based management strategies. This process incorporates reducing selection, destroying resistant insects and monitoring and testing.

28 New Plant-Breeding Techniques Lead agency(s): To be determined IGTC Working Group formed Issues Strategic approach on achieving harmonization of approval process being advocated by IGTC and International Seed Federation. New science based breeding techniques: Transgenic Cisgenic Mutant lines Transgenic in pedigree but not plant Transformed without Agrobacterium Precision breeding: Deletions or small insertions Precision breeding: large insertions Approaches: International treaty similar to the Global Low Level Presence policy development. An alternative view is that an ANNEX on Risk Assessment is developed by CODEX, similar to the CODEX Annex on Risk Assessment of GM events seeking approval. This approach was favoured by IGTC.
