5 Food Safety Working Group Listening Session Opportunity to engage stakeholders in a conversation to help shape the principles guiding reform 5 breakout groups: -- focus on prevention -- strengthen surveillance and risk analysis -- expand risk-based inspection and enforcement -- rapidly respond to outbreaks and facilitate recovery -- target resources effectively 5
6 3 Core Food Safety Principles 1. Preventing harm to consumers is our first priority. 2. Effective food safety inspections and enforcement depend upon good data and analysis. 3. Outbreaks of foodborne illness should be identified quickly and stopped. 6

8 President s FY 2010 Budget 8
9 FY2010 President s Budget The President s FY2010 budget states that it: Invests over $1 billion for Food and Drug Administration food safety efforts to increase and improve inspections, domestic surveillance, laboratory capacity and domestic response to prevent and control foodborne illness. FY2009 Foods program funding is about $650M so this would represent another significant increase. 9

11 FDA Initiatives Appointment of a Deputy Commissioner for Foods Paradigm shift: Away from mitigating harm by removing unsafe products from the market to preventing harm by keeping unsafe food from entering commerce 11
12 Reportable Food Registry Launched on September 8, 2009 Reportable food means: An article of food (other than infant formula) for which there is a reasonable probability that the use of, or exposure to, will cause serious adverse health consequences or death to humans or animals Responsible Parties Include: Anyone that submits the registration under section 415(a) (owner, operator or agent in charge of domestic or foreign facility if engaged in manufacturing, processing, packing or holding of food for consumption in the U.S.) for a food facility that is required to register under section 415(a), at which such article of food is manufactured, processed, packed, or held 12

14 FDA Initiatives cont d FDA s foods program is also working to: Improve partnerships within the U.S. and abroad Create an integrated national food safety system Strengthen alliances with federal partners such as CDC and USDA Seek better cooperation from our international counterparts Help the food industry produce and market safe food 14
15 Summary It is a historic time for re-shaping FDA s Foods Program As FDA moves forward, we will seek the partnership and support of our Stakeholders to bring about meaningful change Success will depend on a team effort and partnerships 15
