GCARD: Transforming Agricultural Research for Development The Global Forum on Agricultural Research
Changing AR4D Systems Globally, Through a Focus on Impact
Smallholder farming 500 million smallholder farms worldwide supporting around 2 billion people. They: Farm 80% of the farmland in Asia and Africa. Produce 80% of the food consumed in the developing world Feed 1/3 of the global population. Women are increasingly the farmers of the developing world, producing between 45% and 80% of household food. R. Cooke
The nature of innovation Information is passive, becomes knowledge through use Knowledge is not static, derives from actions & interactions Innovation derives from the interaction and knowledge of multiple actors within a context
GFAR and the GCARD GFAR global mechanism bringing together all actors and regions to transform and strengthen agricultural innovation and knowledge use systems for greater development impact CGIAR reform need for new strategic focus and new partnerships to meet global challenges GCARD bottom-up process, addressing changes required at national, regional and global scales
GCARD AR4D seeks radical change to increase food security while: Abolishing rural poverty Meeting societal needs Sustainably managing environmental resources Current agricultural innovation systems are fragmented, incoherent and unable to deliver to the required scale of development impacts
The GCARD analyses Extension often underresourced/collapsed Research investments stagnant except for some FGEs Education failing to create relevant & valued career opportunities Public sector disconnected from both private and civil actors Growth rates for public agricultural R&D expenditure, Beintema & Stads, GCARD 2010
The GCARD inclusive cycles of reform and learning CGIAR Results and Strategic Framework Regional Reviews E-Consultations Face to Face Workshops Regional Recommendations GCARD Global Report on Transformation of AR4D Systems CGIAR Consortium Programs GCARD Conference Draft Action Plan and Road Map GCARD Synthesis Report and Proceedings GCARD Roadmap
Why the GCARD Roadmap? Principles, agreed across all actors, to increase the value and impact of agricultural innovation in development Key needs in transformation and strengthening of agricultural innovation systems of developing countries A roadmap for action by all involved at national, regional & international levels
Effective AR4D Systems commit to action for impact and: 1. Inclusively define key research priorities and actions, driven by evolving national, regional and global development needs 2. Invest in ensuring inclusive equitable partnership and accountability among all stakeholders in agricultural innovation and developmental change
Effective AR4D systems: Actively achieve increased investments in human, institutional and financial resources for AR4D systems to meet demands in development; 4. Develop human and institutional capacities required for generation, access and effective use of agricultural knowledge in development;
Effective systems: 5. Effectively coordinate linkages embedding innovation in development programmes and policies; 6. Demonstrate their value through involvement of stakeholders in effective monitoring, evaluation and reporting of outcomes.
GCARD: Knowledge and Innovation are essential, but not sufficient, for development... Innovation pathways Desired development outcome Enabling environment & inputs Policies promoting agricultural development & innovation
joedale.typepad Breaking down the walls Impact-centred, not technologycentred thinking Innovative knowledge access & transformation systems Stakeholders learning & innovating together, managing benefits & risks Institutional reorientation & changed attitudes/values Convergence of policies and resources
National commitment to change is essential to achieving impacts AR4D investments must be at least doubled globally Government financial commitments are essential, supported by mobilizing ODA Increased investment through public-privatepartnership Agricultural development requires political commitment and prioritization Requires public awareness and support...
We need to demonstrate impacts from AR4D
Over to You National commitments to development through agriculture are needed and increasing Support from Development Partners is crucial for rural innovation and development Together we can bring real change...
