1 Doc. STI 1848/6 January 1995 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF WRITING AND PRINTING PAPERS ACCORDING TO IS : (Third Revision) (Amendment No.1 OF September 1993) 1. Laboratory A laboratory shall be maintained, which shall be suitably equipped where the different tests given in the specification shall be carried out. 2. Test Records - All records of analysis and tests shall be kept in suitable forms approved by the Bureau of Indian Standards. 2.1 Copies of any records or charts that may be required by the Bureau shall be made available at any time on request. 2.2 Quality Control - It is recommended that, as far as possible, statistical quality control (SQC) methods may be used for controlling quality during production as envisaged in this scheme [See IS 397 (Part 1) : IS 397 (Part 2) : 1985 and IS 397(Part 3) 1980]. 3. Standard Mark The Standards Mark as given in column (1) of the first schedule of the license shall be stenciled or printed on each ream or reel of white printing paper or printed on the label applied to it in such a way that the mark is destroyed on opening the ream or reel; provided always that the paper in the ream or reel so marked conforms to every requirement of the specification. The ECO Mark shall also be included in the schedule, if the product is also covered under ECO Marking Marking In addition, the following information shall be marked on each reel or ream on the label applied to it: a) Description and substance, in g/m 2 of the paper; b) Size of the paper; c) Mass in Kg per ream of 500 sheets including wrapping paper; d) Identification in code to trace the relevant approved rolls; e) Month and year of manufacture; f) Indication of the source of manufacture; g) Name of the manufacturer and his recognized trade mark; and h) Made in India, if required; i) The type of the material used in case of ECO Marked product; j) In case of Eco-Mark product the package shall also carry the criteria for which the product is labeled with Eco-Mark.

2 For consignment to be transshipped, the pictorial marking USE NO HOOKS and DO NOT PUNCTURE as contained in IS: Pictorial Marking for Handling of Goods in General shall be stenciled on the rolls The packing of paper shall be done so as to ensure that paper is not damaged due to handling & transportation as per code of practice for packing of paper and board (See IS: ) For Eco Mark, the product shall be packed in such packages, which shall be receivable/reusable or biodegradable. 4. For manufacturing the Eco-Mark product the raw material used shall be of types as given under clause of IS Levels of Control - The analysis and tests, as indicated in Table 1, and at the levels of control specified therein, shall be carried out on the whole production of the factory, which is covered by this scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standards and covered by this license shall be marked with the Certification Mark/Standard Mark of the Bureau. 5.1 Control Unit For the purpose of this scheme, 50 tonnes of production or part thereof made on a particular machine continuously in period not exceeding 48 hours, shall constitute a control unit. 5.2 On the basis of tests and analysis decision shall be taken regarding conformity or otherwise of the control unit as a whole with the requirements of the specification as follows: Requisite number of sample shall be taken from a control unit at equal interval of time and tested after conditioning for all requirements of the specification In case of failure of any of the samples, the production belonging to the corresponding period shall be considered unfit for the purpose of marking. From the subsequent manufacture, the frequency of sampling shall be in creased to four times and samples tested for requirements where failures have occurred. The original frequency shall be resumed when four consecutive samples thus drawn are found meeting the relevant requirements Each ream or reel constituting the control unit shall be examined for formation, finish and visual defects, as well as size shall satisfy the requirements as given in the specification. In case the lot is found defective it shall be segregated and not used for marking. 6. When the paper is to be covered under ECO-Mark it shall comply with all the requirements of clauses 4.1 to 4.7 as referred under cl.4.8 of IS and at controls & checks specified for clauses in Table 1 of the STI.

3 7. Raw Material Routine analysis of each consignment of the raw materials received in the factory shall be carried out and appropriate records maintained. Adequate inspection at various stages of manufacture shall be ensured. 8. In respect of all other clauses of the specification, licensee will maintain appropriate controls and charts to ensure that their product conforms to the various requirements of the specification. 9. Rejection - Records shall be maintained giving information relating to the rejection of control units of white printing papers, which do not conform to the specification, and the method of their disposal. Such material shall in no case be stored together with those conforming to the specification. 10. Sample The licensee shall supply, free of charge, the samples required in accordance with the Regulation of Bureau of Indian Standards from his factory or godown. The Bureau shall pay for the samples taken by it from the market 11. Replacement Whenever a complaint is received soon after the goods with Standard/Certification Mark have been purchased and used, and if there is adequate evidence that the goods have not misused, defective goods or their components are replaced or repaired, free of cost by the licensee in case the complaint is proved to be genuine and the warranty period (Where applicable) has not expired. The final authority to judge conformity of the product to the Standards shall be with the Bureau. 12. Stop Marking The marking of the product shall be stopped under intimation to the Bureau if, at any time there is some difficulty in maintaining the conformity of the product to the specification, or the testing equipment goes out of order, or if directed to do so by the Bureau for any reason. The marking may be resumed as soon as the defects are removed or when the Bureau gives the permission to do so. The information regarding resumption of marking shall also be sent to the Bureau. 12. Production Data The licensee shall send to the Bureau, as per the enclosed Performa a statement of quantity produced marked and exported by him and the trade value thereof during the half year ending 30 June and 31 December. This statement is required to be forwarded to the Bureau on or before 31 st day of July and January for preceding half-year.

Report the average of (i) four values; (ii) two values on wire side; and (iii) two values on top side. The values of (i) should pass the value prescribed in IS:1848, Table 1, column 7. (The values of (ii) may be required for providing additional production control, if necessary).
