2 1. Our firm is a Small Business Enterprise (SBE) and is also classified as a Disadvantaged Business Enterprise (DBE) because we are a minority owned business. Are we able to partner with our Microsoft SharePoint technical partner who is not a DBE, but is classified as a Small Business Enterprise to fulfill the requirements for this contract? 2. Will WMATA allow for some of the work to be performed remotely? 3. Does WMATA have all of the source code for the custom applications deployed on SharePoint? 4. Do you have developers on staff that would retool your custom applications if given guidance are how to retool them for Office 365, SharePoint 2013 or Hybrid? 5. In regards to the above referenced RFP, would you consider a hosted SharePoint solution? 6. We understand the DBE goal for this RFP is 29%. As this number is considered a goal, are we obligated to include exactly 29% of DBE services, or do we need to satisfy the original standard of no less than 10% DBE participation? No. Your firm is required to be a WMATA Certified DBE in order to participate as a DBE on a WMATA Solicitation. No. WMATA can offer assistance, but full redevelopment of the custom application is not desired. We will consider a hosted solution. However, the required analysis should be the determining factor on the hosted solution. All firms are obligated to include exactly 29% of DBE services. 7. WMATA is suggesting a hybrid SharePoint. They are mentioning an environment where they would like to have SP on site as well as cloud. We need to understand the rationale behind this approach to align our solution. There are 3 different hybrid topologies. Once we understand their rationale, we can suggest appropriate hybrid topology 8. Documentum Is there an integration through the Documentum-SharePoint connector? Is migration of Documentum content and workflows into new SharePoint included in the scope? If not, is that a possibility? Why to maintain two content management systems? 9. For each integration [PeopleSoft, Trapeze, Cognos and Maximo], we need to understand the type of integration, scope and functional of integration. For example, is SharePoint used to just display the logistical data from Trapeze or are there hybrid workflows that extend into Trapeze? 10. WMATA s SMS seems to have robust dashboards and reporting. We presume the dashboards are COGNOS web parts? If not, please let us know how they are developed/implemented. How many dashboards are deployed? How many reports? Any custom reports? This will determine the complexity and efforts for migration. Cognos Dashboards 1. FRMS - integrated using SharePoint webarts We currently have 2 web applications configured in our environment. One web application hosts our intranet (metroweb). The other web application hosts our safety applications (SMS). The SMS applications have been developed using a large quantity of custom.net code. Yes there is a Documentum integration. We maintain two content management systems due to the large number of files and space limitation for SharePoint content database. PeopleSoft, Trapeze and Maximo integrations are used to display logistical data. Data from each of these external systems are download to the staging environment every night. The application then points to the staging environment instead of hitting the external source directly. SSRS Reports. We have around 50 SSRS custom reports. These reports work in conjunction with our Safety Data Mart.

Are SMS and Metroweb collection of more than two sites? Besides these applications, are there any other team sites, personal sites, collaboration sites, or any other sites? 12. How granular is the security within SharePoint? How many roles are there? In our portal we have six site collections. Each site collection has a separate content database. 1. Incidents and Accidents 2. EMIH and SOS 3. Hazard 4. ERM 5. CAD RMS 6. Fatigue We use six roles. One that is custom coded which is Contribute without delete. 13. How many workflows are there? Are the workflow out-ofthe-box workflows or customized ones? If customized, was SharePoint Designer used to develop them or custom code? We have three custom workflows developed in.net. 14. How many lists and libraries? There are 102 Lists and over 100 libraries. 15. Any custom web-parts? Are these custom web-parts thirdparty web parts or home-grown? Some web parts are third party others are custom developed. 16. How complex is the Search implemented? Search uses out of the box features but covers multiple content search quires. 17. If we can bid for this opportunity and is this RFP is open for international vendors? 18. WMATA expects vendor s local presence and is mandatory? 19. WMATA accepts if vendor provide references from private sector clients. The RFP is open to all qualified firms. 20. Do we need any registration process to follow for bidding? Please refer to the solicitation. 21. WMATA wishes to upgrade its current SharePoint 2010 platform to a current collaborative and cost effective platform, utilizing its current licensing agreements. Approximately 12,000. The solution may be a combination of both SharePoint 2013 (on-site) and Office 365 (cloud), based on analysis of services, security, and cost. Q: Is WMATA currently licensed for Office 365? How many users currently have licensing?

4 22. Is WMATA open to all options (Fully on premise, hybrid, fully in the cloud)? Or is there other considerations to be aware of that may limit which options are available to WMATA? 23. It has upgraded to SharePoint 2010, expanded its safety system (Safety Measurement System) and its intranet (Metroweb) capabilities, and has developed limited integration with Documentum. SharePoint, via system development, has points of integration with various systems throughout the organization, including PeopleSoft, Trapeze, Cognos, and Maximo. 24. Can more details be shared on the SMS design, architecture, and capabilities? How is the application deployed to the current SharePoint 2010 farm? 25. What type of integration is currently taking place with Documentum? Is this integration desired to be preserved/enhanced? 26. What type of integration is currently taking place with PeopleSoft? Is this integration desired to be preserved/enhanced? 27. What type of integration is currently taking place with Cognos? Is this integration desired to be preserved/enhanced? 28. What type of integration is currently taking place with Maximo? Is this integration desired to be preserved/enhanced? 29. Can a more detailed breakdown of the number of servers and this OS/SharePoint/SQL version be provided for review? 30. Are WMATA s SharePoint and SQL servers physical or virtual? 31. What type of storage (brand name and type of connectivity) is being used to host SharePoint data? 32. Do the two site collections host both the Safety Management System (SMS) and Metroweb intranet? Due to its custom application, WMATA understands that the solution may be hybrid. It is currently an in-house product with primary and secondary locations. The WMATA SharePoint environment current consists of two MOSS servers, an App server, a reports server, a BizTalk servers, and five database servers per location. Evaluation criteria are established in the statement of work.

5 36. Does the development of infrastructure include the installation and base configuration of the server operating system (i.e. Windows Server)? WMATA will furnish licensing for on-premise servers. 37. What version of Active Directory is WMATA running? WMATA is currently running 2008, upgrading 2012 R Is there currently any federation or other integration It is federated. between WMATA s Active Directory and Office 365? Similarly, is there any other directory services integration that might affect the integration with Office 365? 39. What WMATA standards and polices does the solution need to be in compliance with? 40. What services levels are the target-state SharePoint solution required to meet? More specifically, what are the RPO (Recovery Point Objectives), RTO (Recovery Time Objectives), and availability levels the target solution needs to adhere to? 41. How is high availability and disaster recovery being provided for SharePoint currently? 42. System training of new environments for both on-site and cloud-based servers and services, and system monitoring for Production Support Team. Servers vulnerability compliance, user security, and segregation of environments. WMATA is expecting 99.9% availability with zero data loss for the hosted portion of the solution. Is there any training requirements for training the end users or will this be supported by the Production support team? 43. Is WMATA looking for training only, or for training to be part of a sustainable adoption program to promote the successful transition and adoption of the new system? 44. Infrastructure requirements document, which will contain the purpose, goals and objects and documented processes, functions, and other requirements that the project will fulfill. WMATA is looking for a proposal to best fulfill the requirement. AvePoint Public Sector and IBM EndPoint Manager. Q: What operational monitoring and systems management tools are currently in place at WMATA? 45. Implementation Plan a detailed implementation will be executed and managed, as well as contingencies and rollbacks. WMATA adheres to a CCB process. Furthermore this project will adhere to a defined change process to address changes to requirements and the plan. Q: What change management practices are in place that the implementation will need to adhere to? 46. When are WMATA s change windows, in other words, what restrictions are in place as to when changes can be applied to WMATA s production and pre-production environments? The SharePoint environment is subject to a monthly maintenance window, in which server and system patches are installed. This change occurs over the weekend.

Completed Migration, to include establishment of required Development, QA, Production, and Recovery environments, as well as tested High Availability and Disaster Recovery solutions, as well as configuration and reconfiguration of the AvePoint Public Sector for full utilization. However, as described earlier, offeror analysis should determine the appropriate recommendation for how to deploy. Q: Does this include the development and deployment of the SMS application and an updated Metoweb deployment? 48. Where are the primary and secondary data centers located? 49. What type of network connection is established between the two datacenters? 50. Does WMATA do, or contract, custom SharePoint development? 51. Is WMATA using externalization technologies (i.e. RBS or EBS) with SharePoint? 52. Are there any business-significant events (i.e. year end, shutdown s, change freezes, vacation periods, other IT projects, etc.) that the SharePoint upgrade needs to accommodate? 53. What are WMATA s standard working hours, and can upgrade activities occur during these times? 54. Has WMATA considered SharePoint 2016? If no, is WMATA open to considering SharePoint 2016? If yes, was there a specific reason why SharePoint 2016 wasn t selected as the target platform? 55. In your experience, what is the typical packaging format of the solution being proposed? How have other RFP responses in the past incorporated the % of DBE participation requirement into their proposals? 56. We understand the DBE goal for this RFP is 29%. What do you consider to be the top three critical success factors for this project? i.e., at the end of project delivery, Due to the sensitivity of the organization, this information will not be revealed at this time. Traffic is routed through an ISA server. No. just those listed above. In most cases, no. However, as WMATA is a public-serving entity, it is subject public events that may impact delivery dates. Upgrades and deliverables must occur during non-working hours. WMATA adheres to the standard working day for administrative services, but operates 24 hours a day. The upgrade must occur during non-working hours, based on the need of the Authority, WMATA will work with the offeror to determine the best window for delivery. The vendor may propose SharePoint 2016, but must justify the proposed solution. That question cannot be addresses at this time. You need to include exactly 29% of DBE Services. Evaluation criteria are indicated in the Statement of Work.

7 how will we know that we ve jointly delivered success to your constituents? 58. What qualifications are you looking for in an implementation partner? For example, we have multiple Microsoft Gold and Silver Competencies; will the proposal scoring take our credentials into account? 59. Do you have any Microsoft Software Assurance vouchers that might be applied to a pre-contract strategic and planning engagement? 60. Are you anticipating a mix of on-site and remote project delivery? In our experience, we generally find it useful to be onsite during discovery meetings, installations, etc. however we can keep project and communication costs down by utilizing remote delivery for parts of the project? 61. Implementation decisions related to the design and development of software solutions can vary widely depending on project budget. Our firm has delivered successful projects across various budget ranges. To help us best meet the goals of your solicitation, can you please approximate a budget range for this project? For example is the anticipated budget range: a. Less than $100,000 b. $100,000 $150,000 c. $150,000 $200,000 d. $200,000 $250,000 e. $250,000 - $350,000 f. $350,000 - $500,000 g. $500, Is Active Directory properly configured with the fields, users, groups, permissions and roles anticipated to be used in the new solution? Evaluation criteria are indicated in the Statement of Work. Costs are based in the proposed solution. This information cannot be disclosed. What, if any, consideration has been given to SharePoint 2016, Windows Server 2016, and related vnext software (e.g. have you considered going straight to SP2016)? 64. Regarding your current use of SharePoint: a. For what workloads are you currently using SharePoint (e.g. collaboration portals, document management, intranet/extranet, ECM or ERM, workflow/process automation, BI, etc.)? b. What, if any, problems or dissatisfaction have you experienced with SharePoint? c. On a scale from 1 to 5 where 1 represents no custom branding and 5 represents a completely custom branded implementation, how would you rank your current implementation? Migrations and upgrades are often referred to synonymously however, they are distinctly different processes. A SharePoint upgrade is the process of updating the software version with a newer version and attaching the content databases to the new environment. A migration often involves replicating data and processes on an entirely different platform. Microsoft has provided the following guidelines to determine the best approach. Development, Testing and Production. Avepoint Public Sector. WMATA is looking for an upgrade. We are currently on the 2010 version. A SharePoint Upgrade is recommended when: Existing farm is SharePoint 2007 or higher Existing taxonomy is well-formed Site collections and content databases are properly architected Content is properly distributed and folder structures are not too shallow Site templates used include Team Site, Document Center or Records Center Migrating from a given version of SharePoint to a newer version of SharePoint A SharePoint Migration is recommended when: The source document repository is not SharePoint or is not SharePoint 2007 or higher Taxonomy / information architecture needs to be redesigned Content is improperly distributed (e.g. folder structures too shallow) 68. Does the current implementation include: a. Farm-level Solutions; if so, please provide details: b. For the Customizations that involve custom code (e.g. C# or JavaScript development) please indicate: a. SMS is a.net based solution. b. i. 10 70. What, if any, consideration has been given to SharePoint Online? Is there a preference or concerns with SharePoint Online? 71. With regard to the VM/OS/SQL/SharePoint installation: a. Do you have SQL 2012 licensing and are you amenable to using SQL 2012 as the database for the solution? b. Do you require that SQL be installed in an Always-On, High-Availability configuration? c. Can we assume that you will: i. Configure the required VMs and install the O/S? ii. What is the level of custom branding in the existing SharePoint environment? g. How many custom Master Pages and CSS does the current solution employ? h.
