18 General Guidelines Make a careful assessment of the timing of your institutions initial deployment of debit chip cards. Consider the competitive and financial advantages associated with being on the leading edge of adoption. You will be interacting with a number of stakeholders, this can cause some growing pains during the first months. Consider your institution s knowledge of both Chip Card technology and the complexity of the conversion process as you time your entry. Choosing to gain a deeper expertise regarding Chip Card technology may help your organization to understand and manage growing pains.

21 Steps to a Successful Chip Card Deployment Step 2: Order Cards Step 3: Arrange for new cards to follow the Chip Card Certification process for their branded Global Payment Network. Send sample global payment network Debit Chip Card to global brand for testing and approval. Complete testing and Certification process with global Payment Network.
22 Steps to a Successful Chip Card Deployment Step 4: Comply with AFFN Issuer Required services AFFN requires stand-in when Issuer or Issuer Processor is unavailable. Will you require on-behalf-of (OBO) services. ARQC Validation icvx Validation Step 5: Determine if your institution will be using optional services via AFFN. Allow Fully Downgraded Chip Card Transactions Allow Partial Grade Chip Card Transactions Partial Grade must support AFFN OBO for ARQC Authorize Fallback Transactions
23 Steps to a successful Chip Card Deployment Step 6: Determine if you will be using any AFFN OBO Services. AFFN to perform ARQC Validation Remember that AFFN requires stand-in. If your institution just wants to approve based on a stand-in limit the security features of the transaction do not exist. ARQC validation allows AFFN to confirm that the card is valid. AFFN to perform icvx validation
24 Steps to a successful Chip Card Deployment Step 7: Perform Certification with AFFN Institutions will need to do certification for OBO services to ensure that keys are loaded successfully. Step 8: Launch a Successful Debit Chip Card Conversion
25 WHAT TO EXPECT Cardholders may experience growing pains when first using a Chip Card, having a knowledgeable staff will help everyone get though the transition. Denials may occur during the transition period until the U.S. is fully Chip Card Capable. Not a sprint.this is a Marathon
