Agile is often misunderstood to be simply a development framework for software teams that lacks rigor and planning. However Agile is primary a management framework and requires more rigor than traditional waterfall projects. Properly developing an Agile performance measurement baseline that provides transparency and maximizes the flow of value to customers is critical to Agile program Success. This presentation will guide participants through baseline development with a variety of lessons learned and best practices for success. Components of Agile Performance Measurement Baseline Timelines in completing baseline
2 The difference between Agile and Waterfall How to measure performance Robin Yeman Robin Yeman is a Lockheed Martin Fellow who recently transitioned to MST from IS&GS as an Agile and a DevOps subject matter expert. In her new role Robin is responsible for supporting program assists for captures, new programs, and transitioning programs who are going to use Agile or DevOps approaches to enable success using best practices. Robin has over 20 years of experience in software and IT, across multiple business areas building everything from Satellites to Submarines. She has been actively supporting and leading Agile programs at Scale both domestically and internationally for the last 13 years with multiple certifications including Scaled Agile Program Consultant, Certified Scrum Practitioner, CSM, CSPO, PSM, PMP, PMI-ACP, INCOSE Certified Systems Engineer, and ITIL Practitioner. She actively coaches and trains teams through in person coaching, Agile workshops, virtual training classes. She co-leads the Lockheed Martin s Agile Community of Practice and Center of Excellence, speaks at multiple conference engagements each year. Robin received her Bachelors Degree in Management Information Systems from Syracuse University and her Master s Degree in Software Engineering from Rensselaer Polytechnic Institute. Robin would like to change the face of delivery in the government and regularly engages with the Government Acquisition Organization (GAO), Agile Delivery for Agencies Programs & Teams (ADAPT), Software Engineering Institute (SEI), Performance Assessments and Root Cause Analyses (PARCA), DCMA, Agile Alliance, Scrum Alliance, and the Program Management Institute (PMI) supporting initiatives that use best practices to improve delivery PS-02 Setting Up New Agile Program for an EVM Compliant Validation For FAR 34.2 programs there is NDIA guidance for program execution using Agile processes. In contrast newly-awarded programs have little guidance to transform traditional EVM processes in order to begin using Agile. The presenters will summarize the methods and products necessary from contract award to program execution to assure compliance with EIA-748 as well as to gain all the benefits of Agile software development. This results in increased probability of success for software intensive programs.
3 [when agile is flowed down from the contract, many government contractors simply add agile software development practices to their traditional program management processes. The student will learn that DOING Agile is not the same as BEING AGILE. This Practice Symposia will show how to BE AGILE as well as DO AGILE software development processes. A review of the agile program management processes, connected to software development processes will establish the basis for transforming a traditional program delivery process into one that can respond to emerging requirements while maintaining a baseline of needed technical and operational capabilities ] [The student will leave with a step by step list of activities needed to set up an EIA- 748-C complaint software development program using Agile development processes and tools. This will include establishing the Performance Measurement Baseline suitable for use in Agile development, developing the Product Roadmap and Cadence Release Plan complaint with IMP/IMS principles, developing the Product Backlog derived from the Work Breakdown Structure, and processes for grooming the Product Backlog. Guidance for estimating work from the WBS to the Product Backlog and grooming those estimates during Sprint Planning. Hear about best practices for how to set up your WBS, IMS and Agile tools to most efficiently get an objective measure of earned value while maintaining vertical traceability, and see those practices applied in a case study. We ll show how we calculate percent complete while trimming the schedule, reducing redundant data and avoiding the need to include stories in the IMS. Measuring earned value on agile projects has long been a source of frustration for federal contractors. In this session you will hear about best practices for how to set
4 up your WBS, IMS and Agile tools to most efficiently get an objective measure of earned value while maintaining vertical traceability. These practices follow NDIA and PARCA guidance, and just as importantly they ve been used on real projects. Learn about our Goldilocks Theory of performance measurement for agile software development and how to tie that back to your work package BCWP/EV. You ll get to see these practices applied in a case study, with practical tips that you can apply regardless of scheduling tool or earned value engine. We ll show how to calculate an objective percent complete while trimming the schedule of redundant data, reducing manual data entry, and avoiding the need to include stories in the IMS. How to maintain traceability between the Agile hierarchy, and the WBS and IMS How to best use source data in its native location How to avoid manual data entry and redundant data How to calculate percent complete without using iterations How to use objective performance measures when performing Agile Presenters Dave Scott is a Managing Director at BDO ( for Integrated Program Management (IPM) and Earned Value Management (EVM) solutions. Dave has more than 25 years of experience with both government and commercial customers in the implementation of systems and methodologies to improve management processes. He has extensive experience designing, implementing, and supporting compliant IPM/EVM Systems for both the U.S. Government and Government Contractors. In addition, he has provided EVMS assurance services supporting government contractors EVMS compliance with the ANSI/EIA 748 standard. He provides a unique perspective gained through his experience directly supporting Agency and Department of Defense (DOD) programs surveillance of contractors EVM reporting and EVM Systems. 5 PS-04 and 05: EVM Starter Kit for Agile Development Programs Everything you wanted to know about setting up an EVMS on an agile development program but were afraid to ask. This session will provide the basic information needed to develop a compliant EVMS on a program that is incorporating an agile development methodology. OK so you just won your EVM badge and suddenly the world has gone agile. We don t need no stinking baseline! shout the engineers. Scope is flexible! preach the gurus. Everything gets planned in a sprint chant the scrum masters. Wait. What? So you read a few articles and sit through a few symposiums but everyone is using words and concepts they assume you already know and no one has provided you with a decoder ring. This session will define common agile terms and interrelate them with common EVM processes. Attendees will see an example of a how the classic artifacts needed to develop an EVMS (WBS, IMP, IMS, OBS, PMB) can be set up that best supports a program implementing an agile development process to build and deliver product. Examples and concepts will be based on the latest guidance coming from NDIA, PARCA and industry collaborations. Attendees will understand (1) basic agile terms for product and business rhythm and how they are used to execute development, (2) What agile artifacts and information are important for establishing a cost/schedule/technical baseline (3) Important considerations when setting up a WBS, IMS and PMB for an agile program Ron Terbush, Lockheed Martin Mission Systems and Training ronald.j.terbush@lmco.com; Ron Terbush has over 30 years of experience with Lockheed Martin in program performance management. Ron was also a contributor on PARCA s Agile and Earned Value Management: A Program Manager s Desk Guide paper published in March 2016 and the upcoming NDIA Guide to Earned Value Management for Agile Projects: Industry Best Practice scheduled for publication in PS-06 Speed Dates with the Agile Speakers

This session will provide access to the Agile Track speakers to have one-on-one time for specific questions to clarify any of the topics presented during the Agile sessions. Each of the speakers from the four agile sessions will be positioned in four corners of the room. There will be ten (10) minute rotations for attendees to move from speaker to speaker. Many companies are just getting started to implement an Agile and EVM requirement. Many companies have tried one approach which may have yielded contradictory metrics / stories. The speakers in this session have been part of the various community initiatives and are currently implementing the Agile and EVM methods being documented and trained across the community. Each of the participants will be in various corners of the room for attendees to rotate through with questions.
