3 Preface Steel is one of the most important construction materials competing to some extent with other materials but also opening up completely new possibilities. Almost half of the steel produced is used for construction purpose. About 26 million workers depend on the steel construction sector of the European industry. The provision of building and infrastructure is recognized as being essential for economic development. METNET, Germany, Rostock, 8th October 2008
4 European Steel Technology Platform Strategic Research Agenda SPECIFIC OBJECTIVES: SUSTAINABLE DEVELOPMENT: Environmental issues in construction drive the steel construction sector to develop and design new products according to new regulations. DEMOGRAPHIC CHANGES: Development of new steel-based solutions for residential construction, single family housing, and multi-storey apartment buildings is needed. SAFETY AND HEALTH: The development of steel solutions would improve safety in building construction areas and reduce both costs and construction time. EARTHQUAKES AND OTHER ACCIDENTAL LOADINGS: There is a need for improved steel structures and materials for seismic energy dissipation. FIRE: Development of fire-resistant steel grades that have good ductility and weldability is one option. Effective combination of steel with other materials offers also a potential solution.
5 European Steel Technology Platform Strategic Research Agenda KEY FEATURES: PERFORMANCE BASED DESIGN: The regulated building requirements have to be incorporated in the performance analysis. Thus, performance-based regulations, codes and specifications should be more widely used. SUPPLY CHAIN AND THE CHALLENGE OF DELIVERY: The whole construction chain should evolve more into a manufacturing process. The use of prefabricated steel-based components and systems would reduce the time of delivery. PARTNERSHIP WITH CUSTOMERS: The main emphasis should be directed to the technical and scientific development of materials and products, including composite structures, and the development of new products, new construction systems, production and construction process. Further innovations must be carried out to develop new steel grades with improved corrosion resistance and fire safety, new technical solutions for combining steel with other materials, and associated innovative design features.
6 Steel Construction Sector in Ukraine Current State Stable increasing of building construction volumes (on 25% per year) promotes accretion of demand on steel structures and steel building products. There are many building companies in Ukrainian market engaged in designing, manufacturing and erection of steel structures. Steel companies in Ukraine exhibit several characteristics, such as relatively low labour costs and a good level of technical qualification. However, production units would benefit from the implementation of modern production techniques, along with higher energy efficiency, better organization, and improved quality and services. This would result in higher productivity levels, better products standards, and much needed environmental improvement. Modern market conditions in building industry require more closely cooperation of all partners from the development of project documentation to the substantial completion. Therefore, building companies that coordinate the full cycle of building operations (such us, designing, manufacturing and erection) should be favored.
7 Steel Construction Sector in Ukraine EU Construction Products Directive The Construction Products Directive establish a level playing field for free circulation of products in the internal market. The progress towards a common market for steel and steel-intensive construction products will take place trough technical specifications and structural Eurocodes. Therefore, one of the main stream of technical policy in building branch among other directions is implementation of technical standing order of building products and constructions. The law of Ukraine About building norms (from 7 June 2007 year) takes into account current world tendencies in area of regulations and creates legislative foundation for harmonization of national building regulations to the valid laws, orders and regulations of EU. Besides of this, investor protection and rules for realization of building activity in Ukraine corresponded to European standards will be provided. Technical standing order of building products and constructions (approved by the Cabinet ordinance from 20 December 2006 year) implements in Ukraine transparent procedures of the conformity estimation that correspond to requirements acknowledged in EU-countries and that will be understandable and adoptable for investors, manufacturers and products consumers. It was developed taking into account Construction Products Directive from 21 December 1988 year regarding convergence of laws, orders and regulations that are in effect in EU-states.
8 Steel Construction Sector in Ukraine New Harmonized Building Regulations Harmonization of national building regulations and specifications as: IMPROVEMENT AND ADAPTATION OF NATIONAL BUILDING REGULATIONS AND SPECIFICATIONS (ДБН, ГОСТ, ДСТУ, ТУ) TO THE REQUIREMENTS OF EUROPEAN UNION S STANDARDS (ISO, EN) AND CODES (EUROCODE) will conduce to: Creation of self-adjustable normative area which assists implementation of innovations in building branch; Elimination of technical trade barriers whose retard the promotion of European building products in Ukrainian market; Creation of advantageous market conditions for utilization of new and progressive building products; Creation of advantageous conditions for fair trading and external investment expenditures. 9 Steel Construction Sector in Ukraine New Harmonized Building Regulations Formation of the national building regulations in the steel construction sector and adoption of the building standards and codes to the requirements of international and regional documents (such us ISO, EN, Eurocode) have been continuing during 2008 year. A new edition of the Ukrainian building regulation STEEL STRUCTURES. DESIGNING, MANUFACTURING AND ERECTION REQUIREMENTS (ДБНВ.2.6 : 2009) is in active preparation, where Eurocode recommendations have been reflected. This new Ukrainian building code uses main concepts and principles which underlie in EU standards (EuroCode 3), namely: Calculation of compression steel elements depending on different buckling curves; Calculation of bending elements taking into account classification of design crosssection on elastic, elasto-plastic and full plastification sections; Determination of the column design lengths considered system deformations under the loading and frame partition on free and constrained mechanical systems.
10 Steel Construction Sector in Ukraine New Harmonized Building Regulations Unification of using steels and transition on steel choosing by the performance characteristics providing a possible to wide utilization of import steel grades had been executed; To correct selection of steel grade, a new classification for steel structures based on detail consideration of factors influenced on structures behavior under the loading had been developed; Calculation of thin-walled elements subject to compression and bending moments had been refined; Calculation of flange and web local buckling had been advanced; Design of welding connections had been developed with close convergence to EuroCode requirements; Calculation of fatigue endurance had been refined; Recommendations regarding corrosion protective precautions had been added.
11 Steel Construction Sector in Ukraine Formulating a Provisional Research Map A current phase of development of steel construction sector in Ukraine is characterized by lasting tendency to decrease the weight of steel constructions with simultaneous enhancement of structural reliability, serviceability and durability. CREATION OF PROGRESSIVE STEEL STRUCTURAL CONCEPTS: Improvement of existing calculation methods due to elaboration of ideal design diagrams that close approximate an actual behavior of structure under the loading; Implantation of progressive design methods including optimal designing in rigorous formulation; Transition to wide usage of high-strengths steels; Development and implementation of new building products, such us hot-rolled and cold-formed think-walled profiles with optimal configuration; Further development of steel structures joints and connections; Automation of the manufacturing process with mechanization and electronic control; Enhancement the level of industrialization, when erection process on construction site transforms in process of assembling and installation of prefabricated steel based components and structures from large modules.
