2 Proposed global core set of forest related indicators Not a formal proposal, just to start discussions Three elements: A balanced set of 11 indicators of progress towards sustainable forest management 4 supplementary indicators for Global Objectives not covered elsewhere 6 supplementary indicators for other forest related goals Subindicators for SDG in bold italic
3 Requirements for an indicator set to measure progress towards SFM Multiple definitions of SFM Focus on seven thematic elements with governance indicators (policy instruments like inventory, multistakeholder platform, management plan, certification) SDG proposal under discussion, not really broad enough A balanced, hopefully comprehensive, set of 11 indicators
4 Requirements for an indicator set to measure progress in implementing IAF The «SFM set» does not cover every aspect of the Global Objectives, should be supplemented for proper monitoring of IAF Global Objectives not covered in «SFM set»: forest degradation, livelihoods of forest dependent people, official development assistance, finance for SFM from all sources.
5 Requirements for an indicator set to measure progress to other forest-related goals Commitments in many fora to forest-related actions: easier to measure this progress in a coordinated way, respecting all mandates Examples are biodiversity (CBD), land degradation (UNCCD), climate change mitigation adaptation in land use sector (UNFCCC, Paris Agreement), SDGs other than See Annex 1. Emerging issues: green economy: productivity, efficiency, monetary values, innovation Fix boundaries, create partnerships

7 Balanced set to measure progress towards SFM (1: outcomes) 1. Forest area net change rate (%/year) 2. Proportion of forest area located within legally established protected areas (%) 3. Forest health and vitality: % of forest area damaged 4. Above-ground biomass stock in forest (tonnes/ha) 5. Protective functions of forest resources: Mountain Green Cover Index 6. Number of forest related jobs per 1000 ha of forest
8 Balanced set to measure progress towards SFM (2: instruments) 7. Existence of policies supporting sustainable forest management (permanent forest estate) 8. Existence of a recent, scientifically sound, national forest inventory 9. Existence of a national multi-stakeholder policy platform, with active participation of civil society, indigenous peoples and the private sector 10. Proportion of forest area under a long term forest management plan (%) 11. Forest area under an independently verified forest management certification scheme (ha)
9 Supplementary indicators for Global Objectives on Forests 12. Percentage change in area of degraded forest 13. Percentage change in the number of forest dependent people 14. Percentage change in official development assistance for sustainable forest management 15. Financial resources from all sources for the implementation of sustainable forest management ($/ha of forest)
10 Other forest-related indicators 16. Volume of wood harvested per 1000 forest workers (m3/1000 workers) 17. Share of wood based energy in total primary energy consumption, of which in modern clean systems (%) 18. Recovery rates for paper and solid wood products (volume recovered for re-use as % of volume consumed) 19. Carbon stocks and carbon stock changes in forest land: net forest GHG sink/source of forests, forest carbon stock, carbon storage in harvested wood products (Tons C) 20. Proportion of traded/consumed forest products derived from illegal logging or trade (%) 21. Value/number of systems in place for payment for ecosystem services (PES) related to forests (number of systems, value of payments, as ratio to total forest area or area of forest covered by such PES)
