1 Summary of Sichuan Biodiversity Conservation Strategy and Action Plan

2 1.Overview of Biodiversity Conservation in Sichuan Located in upper stream of Yangtze River, Sichuan features all types of topographic features, complicated and various climate, affluent natural biological resources, and relatively complete ecological system, and it is one of the 25 biodiversity hotspots in the world.

3 We still face many problems and conflicts in biodiversity conservation. With the increase of population, development of economy, exploration of resource, damage of vegetation and pollution of environment, biodiversity of our province is seriously threatened. Therefore, we attached great importance to ecological environment protection. The provincial council and government proposed the strategic target of : Return clean water to the three rivers (Minjiang River, Tuojiang River, Jialingjiang River), build an ecological Sichuan, and activated the campaign of building an ecological province.

4 We have built 167 nature reserves for species, 112 scenic spots, 85 forest parks,12 geoparks. We have protected nature reserves accounting for 20% of total land area, above 85% of the rare wild animals and plants, and their habitats. By 2020, all nationally protected wild animals, and above 90% of the wild animals will be protected; above 95% of the wild plants will be effectively conserved; the protected area is to account for more than18% of total land area. At the same time, biodiversity conservation will be incorporated into the sustainable environment development policies, development and constructions, agricultural and rural development, and regional economic development.

5 II Summary of Sichuan Biodiversity Conservation Strategy and Action Plan

6 1 Background As a great country of biodiversity in the world, important implementations related to the Convention on Biodiversity should be carried out in provincial level. Biodiversity Working Group of China Council of International Cooperation on Environment and Development also uphold to push the formulation of provincial level Strategy and the Action Program of Biological Diversity.

7 In the year of 2003,State Environmental Protection Administration(SEPA) and The Nature Conservancy (TNC) signed Memorandum of Intent for the China Biodiversity Vision, to push the implementation of the China Biodiversity Conservation Action Plan. The starting of the Yangtze River Upstream Biodiversity Vision Programme on Nov. 17 th 2006, is the prelude of China Biodiversity Vision. As pilot province in this programme, Sichuan plans to finish the programme contents of Provincial Biodiversity Conservation Strategy and Action Plan in one year. Sichuan Biodiversity Conservation Strategy and Action Plan (Conservation Strategy and Action Plan for short) is an important part of the Planning Pilot Project, and the practise of the follow-up programme of China Biodiversity Vision

8 2 Guideline for Action Plan Under the guidance of Scientific Development Conception, and as the requirements of harmonious development of human and nature, harmonious society building, and ecological Sichuan construction, we should persist with principle of People Oriented, take actions to restore and improve biodiversity level, ensure biological safety, maintain ecological balance, strengthen our dominant position for biodiversity in the country, and propel the sustainable utilization of biological resources.

9 3 Strategic Targets Biodiversity loss and ecological degeneration are obviously restrained in our province, sensitive and fragile ecological sensitive areas have been effectively protected; key ecological system, rare, endangered and endemic species have been protected with priority; genetic diversity richness has been conserved; biodiversity research level and nature reserve management &conservation level are able to meet demand for effective protection and sustainable utilization; public awareness on biodiversity conservation has been comprehensively established; Thus, we could finally realize harmonious development of biodiversity conservation and economic society, and build harmonious society.

10 4 Main Contents of Action Plan The Action plan is compiled on the base of China Biodiversity Conservation Action Plan, National Ecological Environment Protection Program, Sichuan Ecological Building Plan, and with consideration of present situation and conservation strategy of Sichuan biodiversity

11 Priorities of Action Plan include 8 aspects 1 Build basic information system for biodiversity conservation. 2 Wild life and its In-situ conservation. 3 Rescue of rare and endangered wildlife. 4 Monitoring and conservation research on biodiversity. 5 Pilot restoration of damaged ecological system. 6 Guarantee of harmonious development of economy,society and natural ecology. 7 Popularisation on conservation of biodiversity. 8 Regulation and policy formulation for biodiversity conservation.

14 At present, we have finished compilation of Action Plan, and intended to submit it to provincial government for approval of implementation. We will strive to incorporate the Action Plan into the Sichuan Ecological Construction Plan and select key projects to activate the development.
