1 Ministry of Environment and Forest National REDD+ Secretariat Minute for Launching & Planning Workshop for Implementation of a National Forest Monitoring and MRV System for REDD+ readiness in Ethiopia Project Date: September 2014 Venue: Adama, Rift Valley Hotel Facilitator: Dr. Julian Gonzalo The Government of Ethiopia, particularly, the Ministry of Environment and Forest, working with its development partners, has designed a plan for a project to IMPLEMENTATION OF A NATIONAL FOREST MONITORING AND MRV SYSTEM FOR REDD+ READINESS IN ETHIOPIA. FAO has agreed to provide this Technical Assistance on behalf of the Government. The principal objective of this workshop is the presentation of the project of implementation of the MRV System in Ethiopia and to facilitate a general discussion through a broad-based multi-stakeholder platform (September 23 rd ) and define the scope and development of each of the project activities through the Ethiopia s MRV Task Force (September 24 th ). Ato Kebede Yimam, followed the presentation about the progress on REDD+ Readiness in Ethiopia by the REDD+ National Coordinator, Dr. Yitebitu Moges, and finally three presentations about the M&MRV implementation process, by Dr. Julian Gonzalo, International MRV Specialist (MEF), Mr. Edward Kilawe (FAOSFE) and Ms. Rebecca Tavani (FOM). The discussion with all the MRV Stakeholders was moderated by Prof. Zerihun Woldu (AAU). The main topics of the meeting focused on the forest definition and compromise between accuracy and operability, the methodological approaches for detecting and measuring forest degradation, and the state of implementation and continuity of NFI and LULC tasks through the new MRV project. In the afternoon, seven structured lectures about the main topics of interest within the MRV process were prepared and presented by various member organizations of the MRV Task Force; about the Ethiopian Environment and Forest Research, by Dr. Wubalem Tadesse (EFRI - MEF), Natural Vegetation and Forest Types of Ethiopia, by Prof. Ensermu Kelbessa (AAU), Vegetation Classification Systems, by Prof. Zerihun Woldu (AAU), Methods for Forest Carbon Stock Assessment, by Genene Assefa (WGCF&NR), Climate change and emission inventories, by Dr. Zewdu Eshetu (CSC - AAU), Geo-Spatial Information for REDD+, by Ms. Kalkidan Ayele (EMA), and MRV activities based on Rapideye Imagery, by Dr. Tadesse Woldemariam (ECFF). The discussion with all the MRV Stakeholders was moderated by Prof. Ensermu Kelbessa (AAU). The presentations were of high academic and technical level, leading to an overall multidisciplinary approach to M&MRV systems. Questions were useful to further develop the presentations and going into detail on various aspects.

3 AGENDA Facilitator Dr. Julian Gonzalo September 24 - MRV Task Force Members Meeting This session worked only with the assistance of FAO and the members of the MRV Task Force. After a brief presentation by FAO of the main output within the Technical Assistance, scope of each activity and implementation process were discussed and set together with the time frame Time Activity 8:30-9:15 Overview of NFI and mapping progress by FAO Brief discussion 9:15-10:00 Output 1: Data management system and institutional arrangements for MRV established Support to technical expert group (MRV Task Force) on MRV Capacity needs assessment and institutional arrangements for MRV Assessment of data storage and management systems and design of IT solutions for MRV Procurement of IT equipment, software, installation and IT support Development of a data sharing policy 10:00-10:30 Tea/coffee Break 10:30-11:30 Output 2: A land cover change assessment is produced and national MRV institutions capacities and systems to monitor REDD+ activity data are in place Support consultations to finalize forest definition Trainings on remote-sensing techniques/analysis and open-source GIS software for key mapping institutions Develop a classification system for forest and other biomass-rich areas, prepare a basic land-cover/land-use map for REDD+ use and prepare the base forest cover map Develop land cover change assessment with accuracy assessment Establish and train an operational remote-sensing forest/land-use monitoring unit Develop a forest and land use monitoring web-portal Test innovative technologies/high resolution data to detect forest degradation 11:30-12:30 Output 3. Capacities to carry out NFI are enhanced and new information is produced to improve carbon measurements and other relevant information on forest use and forest cover Purchase of vehicles and equipment to support NFI Compilation and analysis of existing biomass/carbon data, for instance WBISPP Study to assess proxy data usage to determine EFs for forest degradation and update the forest cover map Trainings on data collection, GPS mapping, data computing and analysis Support implementation of NFI field work Production of EFs and other relevant results from NFI (biomass estimates, biodiversity studies, etc) Integration of safeguards information collection within NFI socio-economic survey and/or other data collection methods Support research to improve biomass estimates 12:30-13:30 Lunch

Capacities of governmental, research and civil society actors on MRV are enhanced at national and decentralized levels Training of trainers on the basics of NFMS, MRV, field data collection and local-level mapping GoE trainers provide trainings to decentralized forestry officers and to local communities Support participation in regional/international trainings/workshops and for the organization of meetings to foster collaboration and knowledge exchange on MRV Production of publications, guidebooks, training material and communication material on MRV 14:30-15:30 Output 5. National RL(s)/REL(s) and relevant policies are endorsed and linked to the national GHG inventory process & policy framework Test and calculate different RL/RELs approaches and conduct an analysis of key national circumstances for RL/RELs Undertake trainings on RL/RELs and facilitate a national dialogue to advance RL/REL(s) adoption and its policy application Provide trainings on LULUC/AFOLU GHG inventories software, methods and UNFCCC reporting requirements for REDD+ in coordination with CRGE process 15:30-16:00 Break 16:00-16:30 The way forward and closing 16:30 Travel to Addis Ababa SHORT SUMMARY OF THE ISSUES RAISED, DISCUSSED AND DECISIONS MADE UNDER AGENDA The discussion with all the MRV Task Force Members was moderated by Dr. Julian Gonzalo and Ms. Rebecca Tavani, and Dr. Wubalem Tadesse acted as secretary. Overview of NFI and LULC mapping progress was presented by FAO. Questions and comments were held on several technical issues of the inventory and mapping procedures. However, the most important concern was the issues of QUALITY ASSESMENT process for NFI and LULC mapping and FOREST DEFINITION. The Task force members urged FAO the relevance of having the quality assessment procedures ready. They also urged the approved Forest definition by MEF to properly carry out and analyze the forest national inventory program and the LULC mapping activities. MRV task force members requested official letter to their respective institutions about their membership, so that to facilitate their active continual participations in the task force assignments. Hence, Dr Yitebitu agreed that, after the current meeting official MRV task force membership letter will be sent to all member institutions and individuals. MRV task force will be technical advisory team for the implementation of the National MRV System (FAO Technical Assistance included). The participants agreed the task forces should be separately seen from the MRV project members but included in the organizational chart. In regard to data sharing policy (data, maps, etc ), the participants agreed that MEF has to be responsible and give guidance on the project data sharing with stakeholders, but always according to national initiatives that are already underway. Finally Dr Yitebitu stressed that the Government Ethiopia (MEF) is owner and fully responsible to implement REDD+ process and MRV activities and FAO is responsible to carry out the activities supporting the ministry since this is a joint project (MEF-FAO).

5 After a brief presentation by FAO of each of the project s outputs and activities, the scope of each activity and the implementation process were discussed and set together with the time frame. MRV Task Force members showed their involvement in the various activities of the TA. This information was collected by Ms. Rebecca Tavani in a excel sheet during the meeting. This file will be completed in the coming weeks by the MRV Task Force Members Institutions.
