5 2 Scope of the evaluation and SBP certificate The certificate scope covers the production site and production office facility in urochishe Dubino (171 km of road Lithuanian border- Lida- Slonim,Bitin) Brest region,ivacevichi district, Republic of Belarus. The Organisation holds valid FSC Chain of Custody and FSC Controlled wood certificate (NC-COC , NC- CW ), covering FSC certified (FSC Mix Credit) and FSC Controlled Wood pellet production. The input material used by the organisation for biomass production contains secondary feedstock only coming from own primary production and supplied by local suppliers. Company is also using primary feedstock in a form of firelogs, these are used for biomass drying. All inputs materials delivered to the pellet production plant are FSC certified, FSC controlled wood or included in the Organisation s FSC Controlled wood verification system. Feedstock used in the biomass production originates from Belarus only. It is planned that BP will sell pellets on DAP Bigosova (Belarusian- Latvian border) and DAP Benekoni (Belarussian Lithuanian border). Supply Base Evaluation is not included into the scope of the evaluation as soon as there is no approved Regional risk assessment (RRA) for Republic of Belarus at the moment. 7 3 Specific objective The specific objective of this evaluation was to confirm that the Biomass Producer s management system is capable of ensuring that all requirements of specified SBP Standards are implemented across the entire scope of certification. The scope of the evaluation covered: - Review of the BP s management procedures;; - Review of the production processes, - Production and storage site visits;; - Review of FSC system control points, analysis of the existing FSC CoC system;; - Interviews with responsible staff;; - Review of the records, calculations and conversion coefficients;; and - GHG data collection analysis. 9 5 Description of Biomass Producer, Supply Base and Forest Management 5.1 Description of Biomass Producer Basic timber company is a biomass producer with a production site, production office located urochishe Dubino (171 km of road Lithuanian border- Lida- Slonim,Bitin) Brest region,ivacevichi district, Belarus. Basic timber company is producing industrial quality wood pellets. BP is sourcing primary and secondary feedstock for its pellet production. Pellets are produced from secondary feedstock: (wood industry residues: wet sawdust, wood chips). Primary feedstock (fuel wood) are used in the biomass drier. All Feedstock types are delivered to the pellet plant using road transport. There is a railway near the production site, which is used for transportation of pellets only, but was not used for the feedstock supply. Incoming feedstock used in the production and in biomass drier is either FSC certified, FSC Controlled or controlled according to the existing BP FSC Controlled wood verification program. FSC Controlled wood verification program is applicable for feedstock originating from Belarus. The BP is having 2 production lines situated at the same location. Feedstock used into both production lines are the same, moisture measurements are done and production volumes are accounted for each line separately. Origin information is available in the delivery documents for the primary feedstock, The BP is implementing FSC credit system. The amount of the biomass produced according to FSC credit system might be sold as SBP-compliant and/or SBP- controlled biomass. After the production, pellets are stored in small BP production storage or transported directly to buyers by railway. Ownership rights to the biomass are transferred to buyer at the time railway wagon reaches Belarus/Latvia or Belarus/Lituania border. 5.2 Description of Biomass Producer s Supply Base BP is sourcing secondary feedstock only for biomass production and primary feedstock for biomass drying. All feedstock is delivered by companies registered and also originating from Republic of Belarus. Republic of Belarus: In Belarus, forest land covers 9.5 million ha. Forests are quite evenly spread over the country s six regions with the average value of the forest cover (ratio between the stocked forest land and the total land) being 39.3%. 10 The area covered by forest is increasing. The expansion happens both naturally and by afforestation of infertile land unsuitable for agriculture. Within the last decade, the timber production in Belarus has fluctuated approx., 11 million cubic metres ( by 2015.) Forest area of Belarus consists: forests- 7,89 million ha, Other wooded land 0.91 million ha. The main wood species in Belarus are: pine 50,4%, spruce 9,2%;; birch 23,1%;; black alder 3,3%;; grey alder 3,3 %: aspen 2,1%;; other species 3,3%. The forests in the Republic of Belarus are state property. Forests under the jurisdiction of the Ministry of Forestry (Minleshoz) cover 86% of the forest fund. Besides, a significant share of the forest fund is managed by the Administration of the President of the Republic of Belarus (8%) and by the Ministry of Emergency Situations of the Republic of Belarus (2%). Belarus has been a signatory of the CITES Convention since CITES requirements are respected in forest management, although there are no species included in the CITES lists in Belarus. Forest regeneration is carried out annually over an area of 32,000 ha, including 81% of the forest planting and seeding and 19% by natural regeneration. There are 2 strictly protected Nation reserves and 4 National parks present in Belarus at the moment. Area of National reserves accounts 2,98 million ha and area of National parks is 3,98 million ha. Forestry and the forest industry are essential parts of the republic s economy. The share of forest sector in GNP is 4-5%, 3.2% of local inhabitants are employed in forest sector. 11 The Organisation holds valid FSC Chain of Custody and FSC Controlled wood certificate (NC-COC , NC- CW ), covering FSC certified (FSC Mix Credit) and FSC Controlled Wood pellet production. The Organisation is implementing FSC credit system. FSC Credit system is used for materials received as FSC certified, FSC Controlled wood and feedstock verified according to the Organisation s own Controlled wood verification system. The Controlled wood system of the organisation is covering Belarus. Supplier list is maintained. After the reception, incoming feedstock is unloaded in specially designated places according to type of feedstock and is registered into the recordkeeping system. FSC credit account is updated once in a month: data about received raw materials by FSC certification status and volume of sold pellets are recorded. In case of the FSC and / or SBP sales, the volume of sold pellets are withdrawn from the credit account. NEPCon Evaluation of Basic Timber Company: Public Summary Report Page 8

12 6 Evaluation process 6.1 Timing of evaluation activities Onsite assessment of Basic Timber company office, production office, wagon loading facilities conducted February 24-25,2016. Review of the additional documentation provided by the company at May 6, Totally 3.0 days was spent for this evaluation: 2,0 days onsite day documented evidence review prior to assessment and 0,5 day documented evidence review provided after the assessment. 6.2 Description of evaluation activities The assessment visit was focused on management system evaluation: division of the responsibilities, document and system, input material classification (reception and registration), analysis of the existing FSC system and FSC system control points as well as GHG data availability. Description of the assessment evaluation: February 24-25, 2016 All SBP related documentation connected to the SBP as well as FSC CoC/ CW system of the organisation, including SBP Procedures, GHG data calculations/ data sheet, Supply Base Reports, Biomass profiling data, Batch specific data, and FSC system description was provided by the company in advance as well as were reviewed during the desk verification conducted prior to the assessment. Auditor team was welcomed in Basic Timber Company Ltd. office in Ivacevichi. Audit started with an opening meeting attended by all management staff of the Organisation. Auditors introduced herself, provided information about audit plan, methodology, auditor qualification, confidentiality issues, and assessment methodology and clarified verification scope. After that auditor went through all applicable requirements of the SBP standards nr.2, 4, 5 and instruction documents 5a covering input clarification, existing chain of custody and controlled wood system, management system, CoC, recordkeeping/mass balance requirements, emission and energy data and categorisation of input and verification of SBP compliant and SBP Controlled feedstock/ biomass. During the process overall responsible person for SBP system and over responsible staff having key responsibilities within the system were interviewed. After wagon loading facility was visited and roundtrip around BP s pellet production was undertaken. During the site tour reception, recordkeeping, production process were observed, applicable records were reviewed, pellet factory staff was interviewed and FSC system critical control points were analysed. At the end of the audit finding were summarised and audit conclusion based on use of 3 angle evaluation method were provided to the Organisation. Additional documented evidences was provided by the company at April 22, 2016 and May 6, These evidences were reviewed by the auditor team at May 6, 2016 based on the desk evaluation. 13 Audit team composition: Auditor(s), roles Oļesja Puišo, Riga, Latvia Lead Auditor evaluation against all applicable requirements Qualifications MSc Logistics. Olesja is working as NEPCon Country Manager in Latvia. She is responsible for daily management of certification activities in the country. Olesja has passed CoC/ FM lead auditor training, PEFC CoC, ISO , SAN and Legal Source training courses. Previous experience in woodworking industry as well as many years of experience within CoC auditing. She has passed the SBP lead auditor training and has participated on several SBP assessments. Aliaksandr Zubkevich- auditor on training, local expert Mr Aliaksandr Zubkevich has education of engineer-economist in timber industry. He had postgraduate study at the Belarusian State Technological University. A. Zubkevich has passed FSC CoC/ FM lead auditor training course, Legal Source, ISO and SBP training coursed. Previous experience in woodworking industry and SBP pre-assessment and assessments in Belarus. 6.3 Process for consultation with stakeholders The stakeholder consultation was carried out by the Certification Body on 14th of December, 2015 by sending direct to different stakeholder categories: state institutions, local NGOs, authorities, government bodies, forest owners associations, academic and research institutions. 14 7 Results 7.1 Main strengths and weaknesses Strength: SBP system elements are implemented at the time of the assessment. Use of the FSC credit system for pellet production. Use of FSC certified raw materials. Effective recordkeeping system. Small number of the management staff and clearly designated responsibilities within the staff members. Weaknesses: See in NCR section of the report. 7.2 Rigour of Supply Base Evaluation Not applicable 7.3 Compilation of data on Greenhouse Gas emissions Prior the assessment the organization has not recorded data on greenhouse gas emissions and has only started for purposes of the SBP certification. This included the most part of the work spent on the preparation for the certification. The data at the end of the assessment were complete and accurate;; however, there are some minor non-conformities to be addressed. For details see below. 7.4 Competency of involved personnel Not applicable as soon as Supply Base Evaluation is not in the scope of the evaluation. During the assessment it was identified that number of staff members are involved into the SBP system management and implementation, including Sales Engineer, Shift managers and head Accountant. Interviewed staff demonstrated awareness of their responsibilities within SBP system. 7.5 Stakeholder feedback No comments are received. 7.6 Preconditions No open preconditions to this certification exist. Commercially sensitive and confidential information may be excluded from the SBR. (7.1) Report Section: Appendix A p.2.1. Description of Non-conformance and Related Evidence: SBRs (both Russian and English versions) are available in BP s website. SBR in English and Russian are available in Exh.2 of the report. 19 NCR: 03/16 Standard & Requirement: Report Section: Appendix A p 2.8 Description of Non-conformance and Related Evidence: NC Classification: Minor SBP Standard # 2 requirement 2c, p.4.1. The report shall be concise, covering the most important features, and shall be completed using the latest versions of the SBR Template for Biomass Producers downloaded from the SBP website. (2C, 4.1) The Supply Base Report meets the requirements of SBP: covering figures designated in SBR report template is completed by using the latest version of the SBR Template for Biomass producers. The following inaccuracies were identified into the report: - Overview of the proportions of SBP feedstock product groups (Controlled Feedstock, SBPcompliant Primary Feedstock, SBP-compliant Secondary Feedstock) showing the proportions of each which are certified and uncertified as well as an indication of the number of suppliers for each SBP feedstock product group are missing in SBR section 2.1. General Description. The information is considered to be confidential and is partly available in other sections of the SBR as well as other SBP related reports submitted directly to the customers. - Section 3. Requirements for Supply Base Evaluation contains information that SBE is not sufficient as soon as not all the feedstock is covering directly from FSC certified forests with FSC claim and company is not considering PEFC material as buying SBP-compliant. Precondition for issuance of the certificate Peer reviewer letter- see in Exh.8 After the assessment company provided auditors with a letter (see in exh.8) dated by issued by Belarussian State Forest Association and confirming that the expert of the organisation reviewed the report and have no comments and concern regarding the content of the letter. Written risk assessment as well as written mitigation measures were not available during the assessment. It was explained by the company that the mitigation is done through FSC system. Both the EC and UK feedstock type are required. (5a, 3.1.1) Report Section: Appendix C p 4.1. Description of Non-conformance and Related Evidence: The BP is applying EC and UK feedstock classification. Classification was verified and it was confirmed all feedstock categories are classified in the correct way. BP is using both broadleaf and coniferous firewood for use in the biomass drier. This feedstock is classified as one product group: Stem wood: Long rotation forestry, and not divided into 2 categories: Stem Wood: Logs rotation forestry broadleaf and Stem Wood : long rotation forestry conifer. In additional to BP is using off-cuts from primary production into biomass drier, however the volume is not reported as a separate feedstock type, but added to steam wood feedstock category. Corrective action request: Organisation shall implement corrective actions to demonstrate conformance with the requirement(s) referenced above. 24 NCR: 08/16 NC Classification: minor Standard & Requirement: SBP Standard # 5, Instruction document 5a requirement The BP shall calculate the total energy used for soil preparation, planting, forest management methods (such as short rotation forestry) and harvesting of forest products. The energy used in chipping (if applicable) is reported separately. (5a, 3.3.1) Note that default values are available for this parameter but shall be able to justify, to the auditor, the lack of availability of applicable data. Report Section: Appendix C p Description of Non-conformance and Related Evidence: The BP is using fuel logs used for biomass drying and coming directly from local forests. Emission data for soil preparation, planting, forest management methods (such as short rotation forestry) and harvesting of forest products was provided by supplier by phone.
