2 Vietnam ER-Program The North Central Coast Region (NCC) is administered as six provinces. Total area: 5.15M ha, forested 44% (2012), natural forest 95%, mostly broadleaf evergreen forest and some sites with globally important biodiversity. Total population: 10.3M people, 13 ethnic minority groups, 11.5% the total population of the NCC, mostly in forested mountainous areas and often poor. 2

5 ER-Program Preparation Supports The Bank formed a Task Team of 8 core members to support the Gov., including technical design (eg. drivers analysis and interventions, MRV/REL, program financing, safeguards, legal matters, donor coordination A consultant team was mobilized, supporting on economic analysis, reviewing the methodology incl. accounting area, RL and MRV 3 support missions and 1 separate safeguards mission VC meetings and webex discussions Donors joining hands to support on the development of PRAPs (JICA, USAIDs/VFD Program, UNREDD/Norway) providing inputs into ER-P ER-Program preparation strictly follows the Bank s processing requirements Project/Program cycle with Safeguards being scrutinized. 5

6 Vietnam ER-Program Due Diligence ER-Program follows Bank s standard preparation and review steps ER-P Project Concept Review Meeting was conducted on Dec. 2, chaired by Country Director Project Concept Note (PCN) peer reviewed by 5 experienced Bank staff + Regional Safeguards Secretariat PCN meeting authorized the next steps in preparation of the ER-P Key feedback from PCN review: PDO: is adequate Indicators: need to ensure reliable measurements of livelihood improvements. Key risks. The Bank takes precautious approach when assessing risks. Overall risk rating is Substantial, including: Stakeholders engagement Cross sectoral coordination and multiple partner agencies involved in financing and implementing key actions Technical complexity associated to large scale Program Program financing - public spending cut Safeguards assessment: follow-up on RSS comments. Areas to focus on include: restriction of access to communities, equity in benefit sharing in preparation of the program Program financing: the Team was requested to provide a clearer description of the financing arrangements in the PAD. 6

7 World Bank s Holistic Approach in Supporting Forestry Sector in Vietnam WB engages in supporting Vietnam Forestry Sector Policies and Strategy NDC/Paris Agreement: 8% GHG reduction by 2030, 25% with external support, and an increase of forest cover to 45% PM s decision that by 2020, Vietnam would launch a national carbon emissions trading scheme. Forest Sector Restructuring: SFM, improving productivity and added value Green Growth Strategy: low carbon economy, enrich natural capital, reduction of GHG emission. LULUCF: 20% reduction in GHG emissions (compared to 2005 levels) WB offers a range of instruments (TA, Investments, DPF, and performance-based) DPF for Climate Change: $270mil. Vietnam Forest Sector Support Project (FSDP) SFM, reducing pressure on natural forests: USD70mil. Forest Modernization and Coastal Resilience restoration of Mangrove and sandy soil forests, improving carbon sequestration: USD170mil. covering NCC ER-P Support to reform State Forest Companies for better managing natural resources - PROFOR FCPF REDD Readiness Preparation and ER-Program in NCC Region. 7
