2 Purpose and modalities of TAP review Assess whether due process and approach were followed while performing the self-assessment of REDD+ Readiness : Part A: Review of the self-assessment process of Côte d Ivoire s R-Package Part B: Review of the results of the multi-stakeholder R-Package self-assessment Part C: Assess what still needs to be done to complete the Readiness Process TAP Conclusion and Recommendations Mixed plantation teak/ceiba, Côte d Ivoire JBlaser 2

3 Part A: Self-Assessment Process The Self-Assessment process was conducted according to FCPF Readiness Assessment Framework, with timely availability of information enabling optimum stakeholder input; The process from consultations to validation at the national level took place over a three-week period, from 2 nd to 20 th July,2018 through a participatory and inclusive approach, with the technical assistance from World Bank consultants. Assessment methodology was adapted to align with stakeholders categories; Stakeholder consultations assessed the 34 criteria of the FCPF's REDD+ Readiness Assessment Framework and thus evaluated progress achieved at national level. 3

4 Part B: REDD+ Readiness: Results (1) Côte d Ivoire s Results of the Self-assessment process: According to the analysis of the 90+ representatives of key stakeholder groups (local authorities and communities, civil society, private and public sectors, research institutions) participating in the review process: Overall significant progress has been made in REDD+ readiness (for ± 2/3 of the criteria), but further development is still needed for ± 1/3 of the 34 criteria. 21 out of the 34 criteria were rated green meaning significant progress and ownership of the process by stakeholders. 10 out of the 34 criteria have been rated but further development required. yellow meaning good progress 3 out of the 34 criteria (i.e. C21, C22 and C25) are rated orange meaning not yet demonstrating progress, thus considerable efforts are needed to conclude readiness. 4

5 Part B: REDD+ Readiness: Results (2) Component 1: Readiness, Organization and Consultation (criteria 1-10) Clearly mandated CN-REDD+, chaired by the prime minister, in combination with an established inter-ministerial coordination mechanism and a space for key stakeholder groups support the progressing Readiness process; Still need to strengthen coordination processes in view of the implementation of the REDD+ strategy. Consultations held in a transparent and inclusive manner over a twoday period starting with information and awareness sessions. Likewise, two days were necessary for validation. Both meetings took place in Abidjan. Communication strategy needs to be further improved to increase bottom-up and top down flow of information.egy not yet implemented 5

6 Part B: REDD+ Readiness: Results (3) Component 2: REDD+ Strategy Preparation (Criteria 11-25) TAP comments: Consultative and participatory approach for analyzing and prioritizing drivers of deforestation and forest degradation in seven agro-ecological zones. Identification of linkages between key drivers and the barriers to forest carbon stock enhancement. Reference to several studies (e.g. property and goverance) that had been carried out but no information is given about the results. Shortcomings are indicated in the country s legal framework for the implementation of REDD+. A deep re-reading of the various codes to identify and possibly overcome the gaps and inconsistencies is mentioned to be carried out actively. Benefit sharing mechanism and National REDD+ registry are still under design. No information is given regarding the way benefit sharing will be carried out and what will be the safeguards measures (criteria, fairness, etc.) The Environmental and Social Management Framework are currently being finalized. Further work has been clearly specified. 6

7 Part B: REDD+ Readiness: Results (4) Component 3: Forest Reference Emissions Levels/Reference levels (criteria 26-28) TAP comments: Côte d Ivoire developed its FREL/FRL through a national participatory and transparent process, which was verified by UNFCCC. Capitalize on the NRF developed for southwest Côte d Ivoire, and realistically adapt the methodology in implementing the NRF improvement Action Plan. While it seems that there is a good knowledge on the methodological approaches in carbon accounting by specialists, the majority of stakeholders cannot assess such an issue; tailored communication is needed in further consultation processes. 7

8 Part B: REDD+ Readiness: Results (5) Component 4: Monitoring system for forests and safeguards (Criteria 29-34) TAP comments: Satisfactory level of technical development. Lack of knowledge and understanding on MRV by stakeholders beyond the technical circle Specific methodologies still to be developed, tested and validated; Clearly defined responsibilities of each group key stakeholder will make them more strongly involved in the monitoring system; Because of the large diversity of non-carbon benefits of REDD+, needs to prioritize key co-benefits (biodiversity, local livelihoods, water) in its monitoring and safeguard system. 8

9 Part C: What still needs to be done Empowerment: Though the whole process is defined as participatory, there remains the need to empower stakeholders, especially civil society representatives. Benefit sharing mechanism: Transparent discussions related to this core issue are needed and should provide information as to the way this mechanism will be carried out and what will be the safeguards. Broader consultation: A process to include as many stakeholders as possible is needed and tailored communication need to be devised Inform on technical issues (carbon accounting) Involvement in monitoring Transparency and accountability: REDD+ registry Continuously improve interinstitutional collaboration in the REDD+ implementation and MRV systems. 9

10 TAP Conclusions and recommendations The Self-Assessment process was reliably conducted according to FCPF Readiness Assessment Framework the accomplishments described have achieved Additional efforts need to be made to reach and involve as many groups of stakeholders for genuine transparency A work plan showing the remaining tasks to complete the REDD+ Readiness process needs to be visibly presented and made public: define clearly the targets, milestones, means and timelines in the Action Plan to achieve readiness To complete readiness, clearly articulate the National REDD+ strategy in the framework of the proposed ERPA of the CF; Forest Investment Programme Concept Notes submitted to the Green Climate Fund (and the NDC in general) for coordinated actions in REDD+ implementation in the various eco-regions of the country. 10
