2 Tuesday, 30th October 9:30-9:45: Arrival of participants 9:45-11:00: PART I: "LOCAL AUTHORITIES AND CIVIL SOCIETY ORGANISATIONS WORKING TOGETHER FOR AN INCLUSIVE TERRITORIAL DEVELOPMENT" 1) Added value of town twinning in time of economic and political crisis. The idea is to show town twinning added value in time of economic and political crisis as a tool for territorial development and a way to create synergies and new opportunities for local stakeholders (business, civil society, etc.) in a given territory. This workshop also stresses town twinning role of citizen involvement catalyst and the different ways it helps building European identity and citizenship both at the heart of European project. 3 11:30-12:45: PART II: WAYS AND MEANS OF CITIZEN PARTICIPATION AT LOCAL AND EUROPEAN LEVEL (1/2) 1) Europe for Citizens and citizens for Europe This workshop will focus on opportunities offered by Europe for Citizens Programme to facilitate interaction between citizens and local public institutions and to fight against representative democracy deficit in Europe. Initiatives involving disadvantaged and marginalized groups will be particularly highlighted. The workshop will point out volunteering added value in struggling with unemployment, social exclusion and weak citizen participation as well as related ways at local authorities and civil society organisations disposal to support it. The workshop will inform the participants about this new participative democracy tool for EU citizens (legislative framework, aim, procedure, strength and weakness, etc.) and discuss the ways and means it can contribute to European active citizenship building. Moderator: Prof. Roderick Pace, Director of the Institute for European Studies, University of Malta - Mr Gerald Häfner, Member of European Parliament (Germany) - Mr Mark Causon, EU Affairs Consultant/Director, Europe Direct Mosta (Malta) - Ms Nadia Bonifacic, ECI fraternité 2020 (Croatia) 2) Fostering Solidarity between Generations in the context of European Union values Workshop organised by the Association of European partnership (Bulgaria) The speakers will focus on reviewing the fundamental European Union values from a modern contemporary standpoint; from the perspective of young, involved and responsible European individuals. After a short Q&A session the workshop will continue with a round table on the topic of solidarity. A concrete project for fostering solidarity between generations and focused on volunteering will be presented to the audience,

5 followed by an interactive feedback session. To conclude, the speakers will emphasize the importance of solidarity and hold a brainstorming session with the audience generating incentives for volunteers from different generations.
