Ongoing National Policies Dialogues and IWRM projects Mr. Rainer ENDERLEIN, UNECE, Mr. Peter BÖRKEY, OECD 2 CHALLENGES OF DECENTRALIZATION FOR WATER SUPPLY AND SANITATION WHAT ARE THEY AND HOW COULD THEY BE ADDRESSED? The political systems in Central and Eastern Europe underwent major changes in the 1990s affecting the whole economy including the water sector. In particular, decentralization involving the transfer of responsibilities for the provision of public services to municipalities led to major modifications in how the water sector was managed and operated. But decentralization also led to problems, in particular when the process was implemented in haste and the legal, economical, institutional frameworks were not properly functioning or were not in place at all. This session would be focused on analyzing the impact of decentralization and measures to cope with over fragmentation in the water sector. We are looking forward to have an opinion on the issues presented from all participating countries. 3 3 FINANCING WATER RESOURCES MANAGEMENT IN THE EECCA REGION KEY CHALLENGES AND THE WAY FORWARD The session would look into the possible need for work on financing WRM which would help decision-makers think through the needs and options for funding WRM, as well as the best use of existing resources. As part of its Horizontal Water Programme, the OECD is launching new work on financing WRM. In order to brainstorm what the main policy analysis needs are and how to address them, the OECD organised an informal expert meeting on June UNECE has carried out some work focused on the analysis of financial needs and financing aspects included in IWRM planning in the EECCA region.. We are looking forward to have an opinion on the issues presented from all participating countries. It is important to identify the common concerns and interest. Financing IWRM: is this an issue? 4 5 Wednesday 25 November 2009 INTEGRATED WATER RESOURCES MANAGEMENT UNDER THE EUWI IN THE EECCA REGION: INTERNATIONAL COOPERATION AND RIVER BASIN MANAGEMENT The session will examine the need for further improvement of the existing frameworks for cooperation on water management issues in the EECCA region, including transboundary water management and water management in domestic basins. It will analyse ways and means to apply more widely the principles of the Water Framework Directive.
