This information was provided for background and education purposes. 5. Schedule It was decided that monthly meetings would be held on the last Monday of the month at 5:30 p.m. Barb Robinson to confirm schedule. Section 31 pertains to municipal police services Section 10 pertains to municipalities that contract with the Ministry for OPP policing Section 10 boards do not appoint members of the police service (OPP members are selected as per Section 43(1) of the PSA.) OPP police 322 communities, 173 non-contract and the rest of them under contract. Is there any difference in services and benefits between the two? In a contract arrangement, you are billed on the number of hours (FTE s) stated in the five year contract. In a non-contract arrangement, you are billed for your portion of the detachment workload. In a contract arrangement, a municipality can increase their level of service beyond the adequate and effective level of policing provided through the addition of enhancements. One of the biggest differences in a contract is the civilian governance through a Police Services Board. The model considers the characteristics of the detachment area in it s calculations. In some contracts, municipalities allow for enhancements within the five year contract while other municipalities lock in the staffing levels for the term of the contract. The staffing levels would only be reviewed during the term of the five year contract if requested by BWG. See page 4 of the proposal. 4. This provision has been widely publicized in the media for many months along with speculative comments about what these increases might be in In December 2012, the Provincial Auditor identified that OPP salary rates might increase by 8.5 per cent, effective January The Auditor s calculations were based on current wage settlements, at that time. Upon review of this report, the OPP anticipates at least an 8.5 per cent way increase based on the contract settlements of other Ontario police services and the Compensation Framework Agreement provisions. The OPP is a large police agency who provides municipal policing, specialized services and provincial support for the province of Ontario. The OPP has over 8200 members both uniform and civilian. Uniform and civilian members who are not directly working the frontline are performing functions in the OPP that support the work being done by frontline. In the BWG proposal, approximately 77% of uniformed members would be devoted to frontline service delivery. The remaining 23% are performing specialized investigations and functions in support of the frontline. 6. Can you update the cost to salary and benefits to 2014 At this time we are unable to give financial estimates of financials? With an expected 8.5% increase or better, how the anticipated 8.5% increase. OPP wages and much more will the benefits portion cost, if any more at all. benefits are negotiated through the collective bargaining process and by the Ministry of Government Services with the Ontario Provincial Police Association. As we come closer to realizing the terms of the salary and benefits provision, the OPP will ensure it shares firm details about projected salary and benefits, as soon as they become available. The last update was May 8. Costs of municipal policing in Ontario totals $3.76 billion (2011), of which $353 million represents the cost of municipal OPP contracted services. OPP Survey of Municipalities on OPP Billing Reform Member Response Strongly Encouraged (Please watch for the survey from the OPP and timelines for response) Previously, AMO informed members that the OPP would begin consultations on proposed billing reforms. The OPP has now finished seven regional consultations with 42 randomly selected municipalities and with the OPP Working Group, of which AMO and the Mayors Coalition are members. The OPP is now going to prepare a follow-up consultation report with a survey to all 323 municipalities with OPP contract services. We understand that the affected municipalities will receive the material electronically very soon. AMO strongly encourages these OPP serviced municipal governments to give priority to responding to this material. The survey is an important opportunity for your municipality to make its voice heard on the proposed billing reforms which could have significant implications for all OPP policed municipalities, particularly in light of the wide range of current per household costs (from under $100 to over $600). The Province is aiming to finalize OPP billing changes this fall. In part, to inform the municipal budgeting process, yet it also coincides with the implementation of the OPP s collective agreement salary increase beginning in It is critical for all affected municipalities to ensure the OPP and the government fully understands the impact that billing changes and the OPP salary increase (8.55%) will bring. Decision-makers at the Province need to see and understand potential impacts and the relationship to municipal budgets and taxpayers. Ontario Municipal Partnership Fund (OMPF) and Policing Page 23 of 26

24 what There is also a planned $75 million reduction of the Ontario Municipal Partnership Fund (OMPF) over the next three years. The OMPF is the municipal operating grant framework that is meant to help municipal governments with limited fiscal capacity. The OMPF policing operating grant reductions, combined with 8.5% OPP salary increase, will affect many of the communities that can least afford it. Municipal governments appreciate that collective agreements are legally binding. British Columbia s provincial government ultimately lost a Supreme Court challenge when it attempted to override free collective bargaining and imposed its own contract terms for B.C. health care workers. As we saw in recent Ontario teacher talks, any legislative attempt to undo the OPP contract would no doubt be met with a Charter challenge. While the Ministry of Finance consultations have begun on the OMPF, AMO continues to call on the government to, at a minimum delay the $25 million reduction for 2014, providing the necessary time to do a well-informed impact analysis of all the police related activities on municipal budgets, including OMPF. Neither the Province nor municipal governments can afford unintended consequences of rushed policy analysis. Future of Policing Advisory Committee (FPAC) The Future of Policing Advisory Committee (FPAC) continues to meet. This stakeholder advisory committee looks at policing activities and re-examines what is core policing and what is not. It will recommend to the Ministry policing related changes to legislation, regulations and policy. The Ministry of Community Safety and Correctional Services is expected to be releasing an update on the Committee s work shortly. At the Committee, AMO has argued that municipal councils and citizens will evaluate the effectiveness of the Committee s work and other venues of consultation on policing, by asking a simple question has been done to improve the efficiency and sustainability of policing in Ontario? While a review of policing requires thoughtful consideration to arrive at lasting solutions, AMO presses for action in the more immediate term as but one mechanism to help manage policing costs whether OPP or own force, and any OPP billing shifts of the Ontario Municipal Partnership Fund (OMPF). This is a clear illustration of the urgency of municipal concerns regarding police and emergency service costs. Summary: Again, municipal governments with OPP service contracts are urged to respond to the consultation document and survey when it is received. AMO will continue to update members on all the policing related matters. Those themes include: o o o o o Forward-thinking policy direction provided by the Province that includes clear goals, objectives and priorities for policing, inclusive ofperformance measures; A new Community Safety model that provides for multi-disciplinary approaches and partnerships to resolve complex social problems, Strengthened local governance and oversight; Sharing ofservices, infrastructure and resources to realize economies ofscale and maximizes service delivery; and Identj ing alternative resources for service delivery while ensuring proper training and oversight. With this phase ofthe work well advanced, MCSCS is taking key themes identified o other ministries and affected stakeholders for broader consultation. That consultation will occur over the next year and will inform further action and next steps, MCSCS is also developing proposals for legislative, regulatory and policy change in the area ofpolice service delivery to address the themes noted above and any further matters identified through broader consultation. MCSCS will seek the input offpac in finalizing these proposals through ongoing review and discussion at the FPAC table throughout this year and next, with an expected completion timeframe ofspring MCSCS is committed to developing a new strategic vision for community safety, including police service delivery that will support fiscally prudent, transparent, sustainable and accountable standards ofservice for the people of Ontario now and into the future.
