2 2 OPEN SESSION 2. WELCOME AND APOLOGIES 2.1 Apologies were received from: Mr Maxwell; Mr Allison; Mr Smith and Mr Baggott. 3. MINUTES OF THE PREVIOUS MEETING 3.1 The Minutes of the meeting held on 9 March 2011 were agreed as a true record. 4. STANDING ITEMS 4.1 Action Log Ms Beaton provided Members with an update on the Police Use of Mobile Data Terminals. Members were advised that further work was being conducted and that an update paper would be submitted to ACPO Cabinet on 8 June Members noted the Action Log. Items for information 5. PRESIDENTIAL UPDATE 5.1 The President reported that the Home Office Protocol between Police and Crime Commissioners (PCCs) and Chief Constables had been published last night. In terms of Lords consideration of proposals for PCCs, Lord Harris and others were considering seeking pilots which would delay the appointment of PCCs and afford more time to develop the necessary checks and balances. The protocol document was considered essential to ensuring clarity on the working arrangements between PCCs and Chief Constables. Concerns continued to be raised about the amount of power being placed in the hands of one person. Both the protocol and the Strategic Policing Requirement were to be the subject of more extensive debate when Chief Constable colleagues joined Cabinet Members at the conclusion of the meeting. 5.2 The President explained that he had appeared before the Home Affairs Select Committee to provide evidence to their enquiry into the national landscape. There had been some discussion and understanding amongst members of the Home Affairs Committee of the consequences involved in the phasing out of the NPIA and that forces would be faced with the significant challenge of funding a number of the services that the NPIA currently provide. The President stated that he had explained that forces could not afford such unplanned expenditure and there was growing concern among forces and police authorities about the approach. 5.3 The President reported that he had recently attended the Terrorism Bill Committee with Mr Yates and Drew Harris concerning proposals for the pre-charge detention of terrorist suspects. 5.4 Members raised some concerns about media analysis of the police service in relation to some specific recent cases. There was a strong feeling across ACPO and mirrored in all ranks that the media did not currently reflect a fair and balanced view of the police service. Mr Finnigan undertook to conduct some work to highlight some of the achievements made by the Service in the last 10 years. 5.5 Members noted the update. Action: Mr Finnigan

3 3 Items for decision 6. ACPO POSITION ON DIGITAL AND SOCIAL MEDIA ENGAGEMENT 6.1 Mr Crompton introduced a paper on current trends in police and community use of digital and social media. Members were requested to endorse the following: i. That ACPO make a clear expression that they support police officers and staff using digital and social media as part of their engagement with the communities they serve ii. The provision of targeted support for police leaders in managing and using digital and social media including: Inputs at ACPO conference and other conferences Relevant inputs in Leadership training Inputs at Chief Constables Council training days Force and Business Area specific events iii. That DCC Gordon Scobbie would be asked to provide a work plan to deliver the above through the Local Policing and Partnerships Business Area, and consider the support required for delivery of this plan. Subject to Cabinet approval, the ACPO Digital Engagement lead will be responsible for taking these actions forward. 6.2 Mr Crompton advised that feedback from police officers and staff indicated that they lacked encouragement in using digital and social media. A clear expression of support for officers and staff to utilise this technology as part of their engagement with communities would be welcomed. 6.3 The following points were raised: How we use social media, given that it was developed for use by individuals not organisations, was felt to be a critical issue There was a need to link this work with the Media Advisory Group and ensure its alignment with the Communications Strategy within the police service and in accordance with forces individual policies The development of a new coherent Communications Strategy would be useful but there was a need to be cautious over how much guidance should be developed around this area of business There was a growing requirement for the police service to be transparent and the Service must be seen as embracing new technology, however, the challenge lay on how the Service would manage this technology and ensure the accuracy of the information provided, given that full facts were not always known particularly during live operations. 6.4 Members broadly supported the recommendations contained in paragraph 5.1 of the paper, reproduced at 6.1 above, with the caveat that limited guidance be developed in alignment with forces policies. It was also agreed that a break out session on this subject would be included in the conference programme. Action: Mr Crompton

ANY OTHER BUSINESS 12.1 THE FUTURE OF POLICE IT Miss Beaton advised Members that a letter regarding Lord Gordon Wasserman s work on the future of police IT had been published on the ACPO intranet on 8 March DATA RETENTION ISSUES Miss Beaton notified Members that as Head of Information Management Business Area, she had been asked to relay some of the concerns raised by members of her Business Area over the cost implications of data retention in relation to the Freedom Bill proposals REPLACEMENT OF AIRWAVE Miss Beaton reported that the Home Office intended to advertise for a Business Change Manager for Airwave in the near future and that the cost of the role would be funded by the donor force. A paper on Airwave would be submitted to the next meeting of ACPO Cabinet on 8 June Action: Miss Beaton 12.4 ACTIVE SHOOTER TACTICS (OPERATION PLATO) Mr Hughes raised the need to resolve issues around searching and advancing towards an active shooter and that a regional based team had been tasked with resolving these issues. The support of colleagues was sought to ensure the matter was resolved as soon as possible PUBLIC ORDER GOLD COURSE Mr Hughes urged Members to ensure the attendance of DCCs and ACCs to the Public Order Gold Course in order to ensure that there were a sufficient number of trained senior officers ready to take command. Members were advised that failure to do so would be placing the Service at risk REVIEW OF POLICE LEADERSHIP AND TRAINING The President reminded Members of the meeting on 27 May 2011 to consider the Review conducted by Peter Neyroud. The President reinforced the importance of the meeting and encouraged Chief Officers to attend the event as it was an opportunity to influence the final version of our response to the report.
