Purpose of Paper To receive and note a record of the NES Annual Review held on 25 th October Items for Noting NES held a non-ministerial Annual Review on Wednesday 25 th October 2017 at the NES Staff Conference, held at the Perth Concert Hall, Perth. The event was attended by 62 delegates and centred on a presentation by Caroline Lamb, Chief Executive, which highlighted NES s achievements during and reviewed the NHS Scotland landscape in relation to future National Boards collaborative working. The Annual Review was supported by a Self-Assessment Document and the forthcoming Annual Report for as useful sources of information on the depth and breadth of NES s activities. 5. 2 NHS Education for Scotland (NES) INFORMAL NOTES OF 2017 ANNUAL REVIEW HELD ON WEDNESDAY 25 TH OCTOBER AT PERTH CONCERT HALL, PERTH. Present: Dr Lindsay Burley, Chair, NES Ms Caroline Lamb, Chief Executive, NES Mr Donald Cameron, Director of Planning & Corporate Resources, NES Dr Colette Ferguson, Director of NMAHP, NES Professor Stewart Irvine, Director of Medicine, NES Dr Doreen Steele, Non-Executive Member, NES Ms Carole Wilkinson, Non-Executive Member, NES Mr Christopher Wroath, Director of Digital, NES A total of 62 delegates attended the Annual Review; 61 NES staff and 1 representative from Scottish Government. 1. Welcome and overview Lindsay Burley, Chair of the NES Board, welcomed everyone to NES s 2017 Annual Review, including delegates who were joining the event via a livestream on NES s Facebook page. This event marked the first time the Annual Review has been held as part of the NES Staff Conference. The Annual Review provides an opportunity to reflect on NES s work over the past year and to highlight the main challenges and opportunities that may arise in the year ahead. Lindsay Burley introduced Caroline Lamb, Chief Executive of NES, who would be giving a presentation. There would then be an opportunity for questions and/or comments. Other members of the NES Executive Team were present and available to respond to any questions as appropriate. The Chair thanked the Board for their work over the past year and gave special thanks for the contribution of Colette Ferguson, who is retiring from NES at the end of year. 2. Presentation Caroline Lamb reiterated the welcome to this non-ministerial Annual Review. She indicated that her presentation would firstly focus on particular achievements during and would then review the current and future NHS Scotland landscape, with particular reference to the National Boards Delivery Plan and how NES would be contributing to its delivery. 2.

3 The presentation covered the following main areas: NES: Business as Usual Pre and Post Registration Education Educational Materials Supporting Infrastructure: People, Facilities, Digital NES continues to have a key role in pre and post registration education in Scotland. At undergraduate level NES is responsible for the performance management of nursing and midwifery programmes at Scottish Universities and supports placements in clinical settings for trainee doctors, dentists, nurses, midwives and AHPs. NES is also responsible for recruiting to post-graduate training posts for key groups of staff including doctors, dentists, pharmacists, clinical psychologists and healthcare scientists. NES manages trainee progression through structured training programmes across NHSScotland. Caroline Lamb highlighted a session with two of NES s service users that had been held as part of the staff conference to illustrate the impact that NES s educational resources can have on the service. Staff from both the health and care sectors have benefited from NES s educational resources and training events and the organisation continues to invest in the hosting of e-journals via the Knowledge Network. Specific achievements during include, in partnership with the Scottish Social Services Council (SSSC), the launch of Palliative and End of Life Care framework, an e-learning module and national workshops on Duty of Candour and increased educational opportunities for clinical and non-clinical healthcare support workers. NES supports people, facilities and digital change across the health and care sectors to deliver positive educational outcomes. Caroline Lamb highlighted the role of practice educators who directly support learners in the workplace. Facilities such as the Clinical Skills Mobile Skills Unit and Teach & Treat centres play a valuable outreach role in the delivery of education and training across NHS Scotland. NES s digital transformation is now complete and implementing digital change/improvements in NHS Scotland is now business as usual in NES. Adoption of the Agile methodology means that NES always puts users at the heart of digital development and ensures that digital products are fit for purpose. Continual Improvement & Development The Self-Assessment Document contains a range of examples of how NES is continuing deliver improvements across education and training. Specific examples include Pharmacy foundation training achieving Foundation School status from the Royal Pharmaceutical Society (RPS) and the launch of the Quality Management of the Practice Learning Environment (QMPLE) project five universities as part of the first phase to develop and implement an online database to facilitate gathering and reporting of nursing and midwifery student feedback. NES is working to address workforce pressures in GP recruitment, including training pharmacists to work alongside GPs and increasing the number of Independent Prescribers and Pharmacy technicians. Caroline Lamb also highlighted the need to improve the trainee employee experience and how, in partnership with NHS 3.

4 Grampian, NES has introduced a new model of employing GP trainees by providing one employer throughout their training journey. This new employee model is due to be rolled out across NHS Scotland and will significantly improve the overall trainee experience. Pressures in the Health Service Demand and Demographics Workforce Money Health and Social Care Delivery Plan Caroline Lamb outlined current pressures in the health service. With the rise of an ageing population who are living longer and with multiple conditions, alongside recruitment issues in certain specialities/regions and working within a tight budgetary environment, there are key challenges to the delivery of health and care services. The Scottish Government Health & Social Care Delivery Plan, published in December 2016, sets out how territorial and national health boards will address current issues in the health service. Caroline Lamb then went on to set out NES s response and contribution to the HSCDP. NES Response (to Health & Social Care Delivery Plan/HSCDP) Key Skills and Expertise Record of Delivery Expand and Extend Work with Partners Regional Delivery Plans & National Board Plans NES, as the education and training organisation for health and care staff in NHSScotland, has the skills and expertise to contribute to a number of areas as part of the HSCDP. Caroline Lamb also highlighted that NES has a significant record of delivering successful projects on time, and also takes time to consult and engage with end users before initiatives are implemented. NES is also now working with partners including Scottish Government, health boards, regulatory bodies, SSSC, the Care Inspectorate and the Scottish Funding Council to widen its remit in relation to supporting the health and care workforce. The NHSScotland response to the HSCDP takes the form of two separate strands: regional delivery plans and National Board plans. Caroline Lamb moved on to outlining how the National Boards would be working together to deliver their contribution. National Board Plans Demand Management, Workforce, Digital, Once for Scotland, Data and Intelligence and Public Health 4.

5 The HSCDP highlights six priority areas for National Board collaboration. Caroline Lamb outlined how the national boards have been working together to identify areas for collaboration and collective delivery to improve health and care services. NES will have a particularly significant role in delivering workforce and digital improvements, however Caroline Lamb also noted that improved education and training can contribute to all six priority areas and that discussions are continuing between the national boards in order to create a single National Board delivery plan. Workforce Generation Y, the new generation of potential NHSScotland employees, have different expectations in relation to accessing services and expect more flexibility in their employment arrangements. NHSScotland has to adapt to these changes; NES can contribute to this by improving the employee experience and creating clear educational pathways that demonstrate opportunities to move between the health and social care sectors. NES has already been tasked with delivering a replacement for the eksf system. Work is underway to deliver Turas Appraisal which will aim to enhance the employee experience in relation to annual performance reviews and creating personal development plans. Caroline Lamb also noted that Turas Appraisal will be able to be used by all NHSScotland, including those in the Executive Cohort. In addition to developing Turas Appraisal, NES is also exploring other opportunities to support the NHSScotland workforce. NES Digital are already working on a digital platform to support the supply and interrogation of workforce data as part of the National Health & Care Workforce Plan. Discussions are also beginning around the national commissioning of education and new roles on a Once for Scotland basis. Digital A Digital Health and Care Strategy is currently in development and will be published in early NES, along with NSS and NHS24, will have a key role in the implementation of this strategy across health and care. The creation of the single, cloud-based Turas platform has already led to significant improvements for NHSScotland health and care staff and NES are now starting to have conversations with other public sector organisations to see if Turas can be used to support their work. Caroline Lamb reviewed the future NHS Scotland digital landscape and noted that NES and NSS are working together to improve NHSScotland Business Systems. This work has the potential to transform the way the NHSS works by streamlining HR, payroll and Finance processes as well as creating supplementary NHSS specific functionality. A Fit for Purpose NES Caroline Lamb emphasised the importance of NES remaining true to its organisational values as the National Boards start to work together more collaboratively. Being innovative and adaptive whilst engaging with others will help to achieve better partnership working and ultimately more positive outcomes. 5.

6 In conclusion, Caroline Lamb thanked NES staff and colleagues from partner organisations for their work during the last year and reaffirmed NES s commitment to producing positive outcomes going forward. 3. Question and answer session The following questions were submitted from the floor: Question: Donald Cameron asked the following question on behalf of Paul Bowtle, (Scottish Ambulance Service): How crucial to the success of NHSScotland is NHS Education for Scotland's role in developing executive leadership and talent? In response, Caroline Lamb noted that NES will be playing a key role in the executive leadership and management agenda going forward. Leadership in a more integrated/collaborative environment will require additional skillsets. NES s Organisational Development, Leadership & Learning Team, led by Tom Power, will contribute to the development of leadership, talent and management programmes that focus on supporting current leaders and developing a pipeline of new leaders for the future. Caroline Lamb also noted that leadership opportunities exist within all levels of management, not just at executive level. Question: Donald Cameron asked the following question on behalf of John MacEachen (Principal Lead Communications, NES): With the increasing integration of NHS National Boards, are there any plans for reporting together rather than separately in the future, for example combined annual performance reporting or Annual Reviews and so on? In response, Caroline Lamb noted that future performance reporting/measures of delivery for the National Boards collaborative work are still to be agreed. Confirmed arrangements will be included in the final version of the National Boards delivery plan. 4.
