2 United Nations Nations Unies HEADQUARTERS SIEGE NEW YORK, NY TEL.: 1 (212) FAX: 1 (212) REFERENCE: BBNJPrepCom/IUIGO 29 June 2016 Dear Sir/Madam, I would like to kindly draw your attention to General Assembly resolution 69/292 entitled "Development of an international legally binding instrument under the United Nations Convention on the Law of the Sea on the conservation and sustainable use of marine biological diversity of areas beyond national jurisdiction" of 19 June In resolution 69/292, the General Assembly established a Preparatol7 Committee to make substantive recommendations to the Assembly on the elements of a draft text of an international legally binding insmament under the United Nations Convention on the Law of the Sea, taking into account the various reports of the Co-Chairs on the work of the Ad Hoc Open-ended Informal Working Group to study issues relating to the conselwation and sustainable use of marine biological diversity beyond areas of national jurisdiction. In accordance with that resolution and taking into account official holidays at the United Nations, the Secretat3z-General will convene the second session of the Preparato13z Committee, at the United Nations Headquarters, from 26 August to 9 September In accordance with paragraph 1 (a) of General Assembly resolution 69/292, the meeting of the Preparatol7 Committee, will be open to all States Members of the United Nations, members of the specialized agencies and all parties to the Convention, with others invited as obselwers in accordance with the past practice of the United Nations. Accordingly, your Organization is kindly invited to comnmnicate the name(s) and title(s) of its representatives attending the meeting by 19 August 2016 to the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs ("the Division"), preferably in electronic form ( doalos@un.org, with a copy to lordr@un.org) or by fax ( ) with the subject-matter "BBNJ Preparatory Committee". Tile provisional agenda for the meeting, as well as the provisional programme of Wol'k, which were considered at the preparato13z meeting convened by the Chair of the Preparatot2 Committee, H.E. Mr. Eden Charles, Ambassador Extraordinmÿ and Plenipotentimÿ, Deputy Permanent Representative, Charg6 d'affaires a.i. of the Permanent Mission of Trinidad and Tobago to the United Nations, on 24 June 2016, will be posted on the website of the Division, as soon as they are available. The annex to the present letter provides information for intergovernmental organizations without a liaison office in New York on the appropriate procedure to follow to obtain a pass to access United' Nations premises. I wish to recall that the Chair of the Preparatory Committee, in his invitation letter to the preparato13ÿ meeting of the Preparato13ÿ Committee dated 3 June 2016, invited delegations who wished to do so to submit their views to him on the elements of a draft text of an international legally binding instrument under the United Nations Convention on the Law of the Sea. The Division will post on its website the views which the Chair will receive, unedited and in the language in which they are received. In that regard, your Organization is kindly invited to copy doalos@un.org when sending its submissions to the Chair. We look forward to your positive response. Representatives fi'om intergovernmental organizations invited to attend the meeting of the Preparatory Committee should COlnmunicate their request to attend the meeting directly to the Protocol and Liaison Selwice by fax (no.: ), with a co_op_y to the Division for Ocean Affairs and the Law of the Sea, Office of Legal Affairs (fax no.: ; doalos@un.org), for issuance of grounds passes, which will allow access to United Nations premises. 2. Communications should include the names and contact details of the representatives of the intergovenmaental organization concerned. A suggested template for such communication is attached hereto. 3. In addition, Form SG6 for issuance of grounds passes for temporary meetings can be downloaded fi'om the website of the Protocol and Liaison Selwice at and submitted with the official nomination letter to the Protocol and Liaison Selwice, at least two weeks prior to the meeting. 4. Representatives of intergovernmental organizations must pick-up their United Nations grounds passes directly fi'om the United Nations Pass Office at 320 East 45th Street (between First and Second Avenue), on the ground floor, prior to attending the meeting. An official document with photograph (e.g., passport) identifying the representative nmst be presented at that time. 5. hatergovenmaental organizations having a Liaison Office in New York should endeavor to obtain their United Nations grounds pass through that Office.
