1 PLANNING & ZONING DEPARTMENT Telephone (203) Fax (203) TOWN HALL ANNEX 238 Danbury Road Wilton, Connecticut April 4, 2017 Request for Proposal (RFP) Announcement Planning Consultant Services To Aid the Town of Wilton Planning and Zoning Commission (Commission) in the Preparation and Adoption of its 10-Year Plan of Conservation and Development. The Town of Wilton is an equal opportunity employer 1. Introduction: The Town of Wilton, Connecticut is seeking the services of a professional land use planning firm (Consultant) to assist the Planning and Zoning Commission in the preparation and adoption of its Plan of Conservation and Development. The current Plan of Conservation and Development was last revised in 2009 and adopted in January of The Commission anticipates completion and adoption of the proposed plan no later than one and one-half years from date of project commencement. The plan update must conform to the provisions of Section 8-23 of the Connecticut General Statutes. 2. Background: Wilton is a town of approximately 18,000 residents located in lower Fairfield County in the southwest quadrant of Connecticut. Neighboring communities include Norwalk, Westport, Weston, Redding, Ridgefield, New Canaan and Lewisboro, New York. Wilton has traditionally placed great emphasis on its long range planning initiatives. Issues of both past and continuing interest include the community s ability to protect its natural, scenic and ecologically-sensitive resources, preserve its historical assets, provide

2 quality and responsive municipal and educational services and promote an overall high quality of life for those who choose to make Wilton their home. Consistent with national trends, Wilton has experienced an economic slowing over the past decade. This trend has presented the community with many challenges; particularly with respect to promoting sought-after business investment, employment opportunities, stabilizing housing values while maintaining an adequate level of municipal services. The Town of Wilton is committed to serving a socially and economically diverse population. To this end, the development and execution of appropriate planning strategies to ensure responsible, well-balanced and fiscally-sustainable growth is a subject of great community importance. 3. Anticipated Roles of the Selected Consultant: The anticipated roles of the selected consultant in undertaking the Plan of Conservation and Development is as follows: Establish an appropriate course of action. Collect, analyze and assemble data utilized in the preparation of the plan. Prepare document mapping as deemed necessary by the Commission. Ensure the Commission is following all State Statutes in the preparation and drafting of the plan. Conduct and tabulate a town-wide survey to consider issues of community importance. Perform a build-out analysis. Work with the Commission, Town Planner and other municipal entities (including other Town boards and commissions), as requested, in reviewing and/or consulting as work continues. Prepare chapter drafts as directed by the Commission. Attend and lead workshops, public informational meetings and public hearings of the Planning and Zoning Commission to present findings and recommendations. 4. Submittal Requirements: Ten (10) collated copies of the following information shall be provided at time of submittal: a) Name of firm, team or consultant submitting the qualifications, the type of business entity, location of business and proof that the business may legally operate in Connecticut. b) The name of the contact person. c) A letter of interest including a statement indicating a suggested approach to tackling our goals. Please include number of hours or other measure indicating your scope of involvement.

3 d) A list of projects that have been recently submitted by your company which are similar in scope and samples, if appropriate. e) Brochures or written materials, if available, describing the firms qualifications, accomplishments or other assets. f) Individual resumes for the key individuals that will be involved in this process. g) A plan of consultation that meets this RFP, including, but not limited to: Attending meetings or public hearings; Performing research as necessary; Drafting of text and necessary graphics including mapping; Professional planning consultation; Phone time; and Other tasks (may give examples and costs). h) A timetable which outlines the starting and completion dates as well as critical timing dates throughout the process. i) Projected costs of undertaking the project. 5. Period of Performance: The project is anticipated to start in September of 2017 and conclude no later than March of Submission Procedure: Respondents must deliver, by mail or in person, a complete RFP statement (10 copies) to the Town of Wilton Planning and Zoning Department no later than close of business on Friday, May 5, 2017 (4:00 p.m.). Selection Process: Planning and Zoning Department ATTN: RFP Plan of Conservation and Development Town of Wilton 238 Danbury Road Wilton, CT RFP statements will be opened in public on Monday, May 8, 2017 at 10:00 a.m. in Conference Room A of the Town Hall Annex Building at the above address. After being copied and distributed, the Town Planner and a subcommittee of the Commission will review the submissions. From this meeting, a short list of candidates will be selected for interviews. The entire Commission will then vote on one of the finalists to be selected. If necessary, the entire Commission will call in the finalist for a short interview to finalize any questions or concerns. Upon approval of the Board of Selectmen, the First Selectman (or her designee) will negotiate and, if acceptable, execute a contract.

4 The criteria for our decision will be based on the following items: Qualifications and experience of the team; Quality of past projects, volume of past projects, recommendations from past clients; Capacity of candidate to help our Town and Commission; The thoughtfulness of the letter of interest and the proposals or suggestions contained within; The amount of support that can be provided within our budgetary constraints; and An understanding of the unique needs of a small community. A familiarity with the Wilton community is highly desirable. This is not an offer of a contract. The Town reserves all rights to cancel or modify this RFP at any time and for any reason, to waive inconsistencies and informalities, to supplement this request for proposals, to extend the bid dates and any other dates of submission, and to reject any or all bids. The Consultant, upon being offered the bid, must enter into a binding contract with the Town, with the terms of the contract being acceptable to the Town and its legal counsel. The Town reserves the right to negotiate with any party awarded the bid on any and all of the contract terms, including price, and if a contract is not agreed to within a reasonable period of time the Town may accept another offer from another bidder, or may re-bid this RFP in whole or in part. 8. Obligations: The Consultant, if chosen, shall sign an affidavit to attest to abide by the following conditions: The Consultant has all franchises, permits, licenses, and other similar authorizations necessary for the conduct of its business as now being conducted by it, and it is not aware of any state of facts that would make it impossible or impractical to obtain any similar authorization necessary for the conduct of its business as planned to be conducted. The Consultant is not in violation, nor will the transactions contemplated by the agreement or the project documents to which it is a party, cause a violation of the terms or provisions of any such franchise, permit, license, or similar authorization; The Consultant agrees and warrants that in the performance of the contract such consultant will not discriminate or permit discrimination against any person or group of persons on the grounds of race, color, religious creed, age, sex, marital status, national origin, ancestry, present or past history of mental disability, mental retardation, learning disability or physical disability including, but not limited to, blindness, unless it is shown by such Consultant that such disability prevents performance of the work involved, in any manner prohibited by the laws of the United States or of the State of Connecticut; and

5 The Consultant will adopt and enforce measures appropriate to assure that no member of the Consultant s legislative or governing bodies and none of its officers or employees shall have or acquire voluntarily an interest in any agreement or proposed agreement in connection with the undertaking or carrying out of the project. 9.
