6 Mr. Frank Van Kappen Eerste Kamer der Staten-Generaal PO Box Member of Parliament since 2007 People's Party for Freedom and Democracy Senator van Kappen was born in Semarang, in the former Dutch East Indies on 4 August 1941 and lived there until He has visited Indonesia several times, both in a professional and private capacity. As the former top Military Adviser of the SG of the UN and in particular as Chairman of Senate Committee on Defence and Foreign Policy, Frank van Kappen has ample experience in international affairs in relation to the international position and interest of the Netherlands In July 1992 Frank Van Kappen was promoted to Brigadier-General and assumed command of the Netherlands Forces in the Caribbean and of a joint US/Netherlands Task Group working Counter Drug operation in the Caribbean. He is also one of the founders of the Coast Guard for the Netherlands Antilles and Aruba. In 1995 he was promoted to Major-General and served simultaneously as the top Military Adviser to the Secretary General of the U.N. and as the Director of the Military Division in the Department of Peacekeeping Operations at U.N. headquarters in New York. He provided daily input into the management of all active UN peacekeeping operations. He also directed the planning process to field new operations as mandated by the Security Council. From he held appointments as a Senior Mentor and Senior Concept Developer for NATO. He also participated as a Senior Mentor in the Multinational Planning Augmentation Team (MPAT) programme sponsored by US Pacific Command to enhance regional cooperation and multinational force readiness for Crisis Response in the Asia Pacific Region. He is a He lectures internationally as an expert on security issues. In 2007 he was elected to take a seat in the Senate of the Kingdom of the Netherlands (First Chamber). For his services during this posting he received, amongst other citations, the Legion of Merit by the president of the United States, the Merito Naval by the president of Venezuela and the Knights cross in the order of Orange and Nassau by Her Majesty Queen Beatrix of the Netherlands.
