SIS (Sweden) submitted accordingly TS/P a proposal to transform ISO/PC 241 Road Traffic Safety Management Systems into a technical committee. SIS has expressed its willingness to continue to provide the secretariat if the transformation is approved. 2 PROPOSAL FOR A NEW FIELD OF TECHNICAL ACTIVITY Date of proposal Proposer ISO/PC 241 Secretariat Reference number (to be given by Central Secretariat) ISO/TS/P 226 A proposal for a new field of technical activity shall be submitted to the Central Secretariat, which will assign it a reference number and process the proposal in accordance with the ISO/IEC Directives (part 1, subclause 1.5). The proposer may be a member body of ISO, a technical committee or subcommittee, the Technical Management Board or a General Assembly committee, the Secretary-General, a body responsible for managing a certification system operating under the auspices of ISO, or another international organization with national body membership. Guidelines for proposing and justifying a new field of technical activity are given in the ISO/IEC Directives (part 1, annex Q). The proposal (to be completed by the proposer) Subject (the subject shall be described unambiguously and as concisely as possible) Upon completion of ISO Road traffic safety (RTS) management systems Requirements with guidance for use, and in support to ISO and ISO/IEC 17021, ISO/PC 241 suggests to develop RTS specific auditing requirements in third party certification, a requirement standard similar to CASCO and ISO/TC 176 s Quality specific auditing requirements in third party certification however for RTS Road traffic safety specifics. ISO/PC 241 also suggests to develop a guidance standard to ISO 39001, similar to what ISO 9004 is for ISO Scope (the scope shall define precisely the limits of the proposed new field of activity and shall begin with "Standardization of..." or "Standardization in the field of...") Standardization in the field of RTS, Road traffic safety, management standards, needs, to be effective, to consist of 1) a requirement standard (which ISO will be), 2) RTS specific auditing requirements in third party certification, and 3) implementation and guidance documents. Purpose and justification (the justification shall endeavour to assess the economic and social advantages which would result from the adoption of International Standards in the proposed new field) Further to the development of ISO 39001, which will be published by end of 2012, there will be a market need for 1) auditing and certification purpose, and 2) implementation and application of ISO FORM 1 (ISO) Version/V See overleaf

3 Programme of work (list of principal questions which the proposer wishes to be included within the limits given in the proposed scope, indicating what aspects of the subject should be dealt with, e.g. terminology, test methods, dimensions and tolerances, performance requirements, technical specifications, etc.) It is also possible to attach a detailed programme of work showing proposed work item titles. The requirement standard for third party certification will include audit competence requirements in the field of RTS Road traffic safety. It will follow the structure and contents of CASCO and ISO/TC 176 s Quality specific auditing requirements in third party certification. The guidance standard will be similar to what ISO 9004 is for ISO 9001, to assist the user of ISO in application and implementation. 4 Other comments (if any) The secretariat of ISO/PC 241 would appreciate TMB s kind consideration and reply by the forthcoming ISO/PC 241 meeting in Johannesburg, South Africa, February th We understand TMB has a February meeting, and perhaps it is possible to attend to our request prior to that, by electronic means. Reference is made to ISO/PC 241 resolution RESOLUTION ISO/PC /2011 Subject: Future work of ISO/PC 241 ISO/PC 241, - recognizes the ISO/PC 241 Resolution 16/2010; - requests a PC member country to submit an NWIP (New Work Item Proposal), by the 7th ISO/PC 241 meeting in February 2012, for a requirement standard for competence requirements of an RTS-discipline auditor; - requests the above mentioned NWIP work to refer to similar NWIP work of e.g. TC 176 (QMS), TC 207 (EMS) and in coordination with CASCO (Committee on conformity assessment) with further reference to ISO/IEC (International Electrotechnical Commission) and ISO Guidelines for auditing management systems - request ISO/PC members to submit additional NWIPs (New Work Item Proposals) to the secretariat for consideration (e.g. guideline standard for application and implementation of ISO 39001, e.g. equivalent to what ISO 9004 is for ISO 9001); - requests the ISO/PC 241 secretariat to follow up future suggested NWIPs; - requests the ISO/PC 241 secretariat to follow up with ISO/TMB to change from PC (Project Committee) to TC (Technical Committee) status, subject to PC and ISO/TMB approval of future NWIPs.
