2 Rio + 20 Proposition: former President Lula submited the idea to UN Secretariat in 2007 Adoption: UN General Assembly Resolution n. 64/236 Coordenation: UN General Sub-Secretary to Economic and Social Affairs Presidency: Brazil s Government Participants: Parties High Level Representatives; civil society: ~ Virtual networks.

3 Why Brazil? In the past 20 years Brazil built a consolidated trajectory in favor of the global peace, democracy, development, environment and to reduce hunger and misery, reducing in its territory the social inequities in a sustained manner. Thus, in all UN dimentions for Rio + 20, Brazil presents itself in the sustainable development global scenario as a privileged actor with political will to carry out the conference.

4 Rio + 20 National Comission President Dilma, trought Decreto nº 7.495, 7th. of July 2011, stablished the National Comission in order to organize the UN Sustainable Development Conference. In its Chapter 2, competence is given to the National Comission in order to promote dialog among governamental and civil society actors in order to articulate de contribuition from Brazil to Rio + 20.

6 National Document Introduction: Overview on sustainable development from 1992 to o Rio + 20 is an unic opportunity to design a durable alternative for the international crisis, taking into account the complexity of its economical, social end environmental aspects. o The Rio + 20 results must ensure that all countries are capable to implement the adopted reccomendations, from the creation of adequate conditions financial, technological and capability to implement them. o The Conference is about sustainable development, not only about environment. The sustainability challenge consist a great opportunity for changing an economic development model that has difficulties to fully include social development and environmental protection concerns. o The expansion of the social border with the creation of mass consumer markets and the global energetic matrix diversification with better use of sustainable sources are key-elements towards these new model. The new economy that the world is missing in this particular moment of crisis - is the sultainabiliy and inclusion economy. o In terms of global governance, one seeks better balance among developed and developing countries in the debate about global economic and financial issues.

Major outcomes o Rapid improve on children health and nutrition. o MDG 1: Reduction by half of number of underweigth children by 2015: already met. o MDG 4: Reduction by 2/3 in mortality rate of children < 5y by 2015: will meet in o Life expectancy raised from 65 y from 1990 to 73 y to o Regional and socioeconomic inequalities in intervention coverage, nutrition, and health outcomes have largely decreased. o These changes combines improvement in social determinants and the creation of SUS with regional targeting for PHC. o SUS financial structure reform Major Challenges o Adequately approach very fast epidemiologic, demografic and nutrirional transition. o Reduction of high frequency of scesarian section, illegal abortion and preterm births. o Inequalities in health: Address more vulnerable groups. 12 1st. World Conference on Social Health Determinants Good health requires a universal, comprehensive, equitable, effective, responsive and accessible quality health system. But it is also dependent on the involvement of and dialogue with other sectors and actors, as their performance has significant health impacts. Collaboration in coordinated and intersectoral policy actions has proven to be effective. Health in All Policies, together with intersectoral cooperation and action, is one promising approach to enhance accountability in other sectors for health, as well as the promotion of health equity and more inclusive and productive societies. As collective goals, good health and well-being for all should be given high priority at local, national, regional and international levels. 13 National Document Chapter 2: Green Economy in the context of sustainable development and poverty erradication. o The current global model of economic expansion is non sustainable. There is no way in order to mantain na economic pattern highly consuming, perdulary, intensive on fossil energy and that excessively explore natural resourses. o It is time to reflect on inclusive models of economic expansion, based on the inclusion of those chronicaly excluded from the formal economy, in the fair distribution of the renda and in the stablishment of a broad social promotion and protection system. o The green economy must be na instrument for the sustainable development mobilization as a set of concrete initiatives, policies and projects that contribute to the economy transformation, integrating economic development, social development and environmental protection. o The inclusive green economy concept shall create space for the direct insertion of social policies in a broader manner during the conference.

14 National Document Chapter 3: Institutional Structure of sustainable development. othe current UN structure is no efficient, fragmented, duplicate actions, does not optimize the use of rare resources avaliables and its decision making processes are unable to coordinate the sustainable development challenge. Rio + 20 shoud play a major role to impulse this change. o The current global crisis makes even more pressing the need to incorporate sustainability to the economic performance from private agencies and public policies, as in shortage conditions, as it is now, there will be not enought resorces to protect the environment if it is isolated from the global strategic planning. o It is imperative do debate a new and more efficient financial institutional frame. It is urgent to advance the global governance reform and the effective participation of the developing countries in the multilareral forums.

15 National Document Chapter 4: Brazil s Proposal. o Creation of a Global Socioenvironmental Protection Program. The program aims to warranty income to overcome extreme poverty worldwide and to promote structuring actions to ensure environmental quality, food safety and clean water for all. o Adoption of a Global Agreement for Sustainable Production and Comsumption as a set of initiatives to promote changes in the production and comsumption patters, such as: o Sustainable Public Shopping 15% global GDP o Expenditure classification and energetic efficiency Labelling Programs o International Green Protocol for the Financial Sector Environmental Risk Assessment o Sustainable Development Objectives as MDO o New Indicators to Measure Development o Iternational Network for Sustainable Development Inovation o Agreement for the Inclusive Green Economy o International Structure for Sustainable Development
