After review of the attached documents, please sign the certification page attached to the powerpoint education packet and submit with any application for a Reclaimed Permit from the Town of Holly Springs Code Enforcement Department. 19 Town of Holly Springs Reclaimed Irrigation Plan Review Checklist Reclaimed Irrigation Plan Review Checklist All new reclaimed irrigation system plans must clearly show the following specific items, and must comply with 15A NCAC 02T.0900 (State Rules) and Town rules and regulations for reclaimed water: Scaled Drawing (recommended 1 = 20 ) Designer s name, address, phone number, and signed Designer Certifications: a. I certify that this irrigation system is designed to be compliant with the State s and Town s rules and regulations applicable to the utilization of reclaimed water. (signature of designer required) b. It is understood that prior to a permit to operate this irrigation system being issued by the town, an as-built revised plan must be submitted to the Town with the following signed certification: I certify that this irrigation system is installed in conformance with this plan and that the system complies with the Town s rules and regulations applicable to the utilization of reclaimed water. (signature of designer required either CIC, NCLIC, PE, CID or LA for Residential; PE for Non-Residential reference form 19020) Lot Number, Subdivision, Address of Site Reclaimed and Potable meter locations, labeled clearly Main cut-off (behind meter and before PRV) Valve locations, size and type Irrigation controller (location and model) Sprinkler head location and spacing showing head to head coverage to scale Sprinklers should be chosen and located to avoid water being sprayed onto nonlandscaped areas and prevent runoff into stormwater conveyance channels Provide plot plan including all easements, buffers, and driveways. No irrigation lines or heads are allowed to be installed inside buffers or easements. Pipe and head layout, line size and materials; specify use of Purple Heads and Purple Pipe Pantone 522 (purple) Show lot lines, sidewalk, driveways, swimming pool, hot tub, landscaped areas, patios, all structures, decks, storm drainage structures, wells within 100, streams, surface waters, floodplains etc. No mainlines or valves shall be allowed within the utility strip. Laterals will be allowed in the utility strip and shall be placed within 1 ft of sidewalk Reclaimed Irrigation Plan Review Checklist Page 1 of

20 Design should be such that precipitation rate is less than the infiltration rate, to limit runoff. Provide design application rates per zone. In general, design should be at rates less than 1/2 inch per hour AND at less than 15 gpm. Provide a chart with run times and application rates per zone to ensure rates do not exceed ½ per hour. Example Zone Run time/minutes Approx. Rate <.5 /hr Required rain sensors must be shown and must restrict irrigation from happening during rainfall events Show irrigation zones labeled by number. Include square footage for each zone. Spray and rotor irrigation heads cannot be used within the same zone. Plants with different irrigation requirements (such as grass and shrubs) be on separate zones. The controller should have multiple programs so that different irrigation schedules can easily be utilized. All heads and drip emitters should have pressure regulation; it can be at the point of connection to the water supply, at each zone valve or located in each head/emitter. Guidelines for pressure regulation at the head/emitters: Spray Heads - 20 to 35 psi, Gear Rotors - 60 psi or less, Impact Rotors - 60 psi or less, Drip emitters - 40 psi or less. Buffers from streams and surface waters per state standards Recommended maintenance schedule Place note on plan that states As-builts certification will be required prior to final certificate of occupancy and approval. 22 Town of Holly Springs Reclaimed Water Program NON-SINGLE FAMILY Reclaimed Irrigation Permit Application Packet Cover (Less than 5 acres) Please note this cover sheet is for use in obtaining Non-Single Family Reclaimed Irrigation Permits less than 5 acres. If you are submitting for a Single Family Residential permit, use that packet. Three copies of a complete application packet including the following documents must be submitted to the town prior to review and permitting. All packets, once complete, should be submitted to the Department of Code Enforcement or Engineering as noted below. This checklist must be submitted as cover page for application packet. See application form for more information on packet requirements. 23 Town of Holly Springs NON-SINGLE FAMILY RECLAIMED IRRIGATION PERMIT APPLICATION FORM (< 5 acres) The Town will not accept this application unless all the instructions are followed. Plans and specifications must be prepared in accordance with Town Policies, 15A NCAC 2T.0100, 15A NCAC 2T.0900, all applicable general statutes, and good industry practices. Failure to submit all of the required items will lead to additional processing and review time for the permit application or in the application being returned as incomplete. A. Application Form: Submit one (1) original and two (2) copies of the completed and appropriately executed application form. The instructions do not need to be submitted. Any changes made to this form will result in the application being returned. The Town will only accept application packages that have been fully completed with all applicable items addressed. The project name should be consistent with the project name on the plans, specifications, etc. If this project involves a modification of an existing permit, submit one (1) copy of the existing permit. B. Application Fee: Please see Town of Holly Springs website for the appropriate application fee. C. Cover Letter: Submit standard Holly Springs cover letter, which lists all items and attachments included in the application package as well as a brief project description. If necessary for clarity, include attachments to the application form. Such attachments will be considered part of the application package and should be numbered to correspond to the section to which they refer. D. Property Ownership Documentation: Provide legal documentation of the ownership (such as a contract, deed, article of incorporation, etc.) of the property, or provide a written agreement signed by both parties and notarized indicating future purchase of the property by the permit applicant and a PLAT map showing the property. E. Soil Evaluation (for Irrigation Applications) If application site is not within a pre-approved (by Holly Springs) area, applicant must submit three (3) copies of a detailed soils evaluation that has been signed, sealed, and dated by a NC Licensed Soil Scientist. A soil evaluation of the utilization site where the reclaimed water is applied to the land surface or otherwise used in a ground absorption manner shall be provided by the applicant. Recommendations shall include loading rates of liquids, solids, and other constituents. For systems that utilize reclaimed water through irrigation, the evaluation shall also recommend maximum irrigation precipitation rates. If required by G.S. 89F, a soil scientist shall prepare this evaluation. F. Detailed Plans and Specifications (for Irrigation Applications): Submit four (4) sets of detailed plans and specifications that have been signed, sealed, and dated by a North Carolina registered professional engineer (PE). Plans must include the following minimum items: a general location map, a topographic map, a map showing the entire site including all structures, application areas, buffers, property lines, wells, drainage features, and surface waters within 100 feet of the facilities and application areas The map must show the entire irrigation area with an overlay of the suitable irrigation area depicted by the soil scientist s evaluation. Specifications must include, at a minimum: quality of construction testing procedures to ensure the integrity of the final product including leakage and pressure testing for all treatment units. Plans and specifications must not be labeled with preliminary phrases (e.g., FOR REVIEW ONLY, NOT FOR CONSTRUCTION, etc.) that indicate that they are anything other than final plans and specifications. However, the plans and specifications may be labeled with the phrase: FINAL DESIGN - NOT RELEASED FOR CONSTRUCTION Non SF Reclaimed Irrigation Permit Application Page 1 of 5 7/17/12

Design Calculations: (for Irrigation Applications) Submit three (3) copies of all design calculations that have been signed, sealed, and dated by a North Carolina registered professional engineer (PE) Submit the selected irrigation system information including manufacturer s information and recommended installation guidelines. H. Operation and Maintenance Plan: Submit a detailed plan that includes, but is not limited to, the following: A clear explanation of the system and how it Schematic of water supply piping, valves, meters, etc., with adequate detail to allow inspectors and new employees to locate and operate key components. Details on each unit, how to routinely inspect each unit, regular maintenance schedules for each unit A clear statement that no heavy traffic should be driven over treatment units or irrigation field. Information about pump maintenance, trouble shooting, and how to replace the pump should it fail. Details about the rain sensor, what it is, how it relates to storage, and how to override the controller if it becomes necessary. Detailed procedure to switch from reclaimed water to potable water (if applicable) Any special water testing or water treatment devices required to utilize reclaimed water Information about what the alarms mean and how to proceed should an alarm condition occur. 28 Town of Holly Springs Reclaimed Program Reclaimed As-Built Certification All entities who construct a reclaimed irrigation system within the Town of Holly Springs shall be required to submit to the Town of Holly Springs Development Inspector the following as-built certification prior to receiving a permit to operate the system. (Note that if deviations from the approved irrigation system plan occurred during construction, a plan revision must be submitted prior to this certification being provided): I certify that I have supervised construction of this installation and that this irrigation system is installed in conformance with the approved plan and permit for this site and that this system complies with all town and state rules and regulations applicable to the utilization of reclaimed water. 31 Benefits of Reclaimed Water Reduces community s risk to droughts Defers the need for expanding expensive potable water supply capacity Reduces the amount of nutrients (Nitrogen and Phosphorus) discharged into the creek at the WRF Expands total supply of water to the community that increases as the community grows 3

35 Water Quality Meeting Water Quality parameters is the responsibility of the Town s Department of Public Utilities. Records of Water Quality Data as required by the State for parameters such as Turbidity, TSS, NH 3, BOD 5, and fecal coliform are collected and maintained at the Town s Utley Creek Water Reclamation Facility (WRF). Online turbidity and chlorine residual instruments provide 24/7 monitoring of the reclaimed water leaving the WRF. If the reclaimed water is not in compliance with State requirements for distribution, delivery of reclaimed water will cease until back in compliance with required standards. 7

51 About Certifications and Licenses North Carolina regulates Designers and Contractors through licensing boards. General Contractors (GC) Irrigation Designer (CID) Irrigation Contractors (CIC) Professional Engineers (PE) Landscape Architects (LA) Surveyors (PLS) Soils Scientists (LSS) Irrigation System designers are not currently regulated, but many individuals are members of the groups on the right Town of Holly Springs requires: Residential systems to be designed by PE, LA, or CID and installed by CIC, Lic irrigation contractor, plumber, or homeowner; Non Residential systems to be designed by PE and installed by CIC, plumber, or Lic irrigation contractor 23

57 Designer Guidelines, 1 A Soils Study is required for all irrigation areas to determine Precipitation Rate A study was done for Twelve Oaks initial residential areas Based on amount of water applied in a 1 hour period Maximum Rate was 0.50 inches/hour Controlled by varying time a zone operates per hour Cycles must be at least 2 hours apart Most landscaping needs 1 per hour in this area Peak system demands are regulated to maintain adequate supply pressures Residential system zones must be designed and controlled with a maximum demand of 15 gpm per lot Larger commercial and public irrigation system zones may have a maximum demand of 70 gpm 29

61 Spill Prevention Users shall transport and apply the reclaimed water in such a manner to prevent spillage. Irrigation water shall be applied in such a manner as to not create any runoff which would flow into adjacent areas not approved for reclaimed water application. If runoff or ponding begins to occur during the application of reclaimed water and is confined to the approved area: Application shall be ceased immediately until the cause of the ponding or runoff is remedied Truck driver providing the water shall remain at the site of irrigation until all water infiltrates into the soil Truck driver shall provide signage to notify the public of the presence of reclaimed water 33

62 Spill Response If ponding or runoff leaves the application site or occurs in a location which would not otherwise be deemed acceptable for reclaimed water application, the following steps shall be followed. Application shall be stopped immediately upon observation of a spill. Truck driver shall notify the Town s emergency contacts listed on the Reclaimed Water Information Sheet to report the spill. If ponding occurs, then appropriate signage shall be installed to warn the public of the presence of reuse water until the spill is remedied. 34

63 Spill Response If the spill occurs on an impermeable surface which would allow the water to flow to a nearby storm drainage device such as a catch basin: the storm drainage device shall be blocked to prevent flow from entering the device until the reclaimed water is removed or evaporates. The Hauler shall remain at the site until the spill is remedied or Town personnel arrive in response to the spill notification. Town personnel will determine the best remedy to the spill. If runoff occurs which allows reclaimed water to enter any storm drainage system or nearby surface water body, this shall be reported to the North Carolina Department of Natural Resources in accordance with the permits. 35
