WELCOME RESTORATION ADVISORY BOARD PRESENTATION: Phase 2 Remedial Investigation (RI) and Baseline Ecological Risk Assessment SITE 17: BUILDING 32 AREA, GOULD ISLAND Presented By: NAVAL STATION NEWPORT Installation Restoration Program JANUARY 19, 2011
Site 17: Building 32, Gould Island Recent Efforts Completed Remedial Investigation Report Addressed Human Health Risk Recommended additional phase of investigation before remedy selection Planning stages for investigations and reports Finalized sampling plans for Phase 2 RI/BERA and began field work Field work, analysis and draft report Soil testing at southwest corner of Building 32 Soil testing at former rigging platform Sediment & shellfish testing in all areas Ecological testing on sediment

Gould Island Building 32 Area, 1943 Tetra Tech NUS Inc.
Gould Island Building 32 Area Current Conditions
Gould Island Building 32 Area Current Conditions 2006 by Paul Freeman. Revised 1/8/06
Site 17: Building 32, Gould Island RI On-Shore Summary From 2006 Traces of solvents, no clear distribution. Storm drain taking ponded water and discharge to east shoreline (metals, PCBs PAHs). Sanitary Waste lines discharge to northwest shoreline (PAHs and metals). Electroplating rooms discharge to east shoreline (metals).
Site 17: Building 32, Gould Island RI PCBs in Sediment > 100 ppb (as of 2006) G32-SD312 41,000 ppb G32-SD316 22,000 ppb G32-SD ppb 520 ppb G32-SD306 2,200 ppb G32-SD305 3,800 G32-SD304 ppb 120 ppb G32-SD ppb G32-SD314 8 Tetra Tech NUS Inc.
Site 17: Building 32, Gould Island RI Possible Risk to mammals, birds Conceptual Site Model (2006) Concentrations do not indicate risk Concentrations do not indicate risk Intertidal Sediment Possible risk to trespassers, ecological receptors Risk to excavation workers specific areas Possible risk to shellfishermen, ecological receptors Concentrations do not indicate risk Possible risk to ecological receptors 9
Site 17: Building 32, Gould Island RI On-Shore Data Gaps Source of the PAHs on the southwest corner of Building 32: Former coal pile up-gradient? Former tank up-gradient at Building 33? Source of PCBs in sediment close to rigging platform part of an on shore spill?
Site 17: Building 32, Gould Island Phase 2 RI Off-Shore Data Gaps and Risk Assessment Step 1 - Extent of contaminants Shoreline areas Stillwater Area Step 2 - Baseline Ecological Assessment: Predict and measure effects to sediment organisms: Compare data to known effects concentrations Toxicity tests: sediment to lab organisms Evaluate effects to shellfish living within the sediment: Compare tissue data to known effects concentrations Evaluate effects to higher organisms (birds and mammals): Evaluate bioaccumulation of contaminants found
Site 17: Building 32, Gould Island Phase 2 RI Drilling & Soil Sampling Four borings/16 samples at former rigging platform Elevated concentrations of PCBs and PAHs found in surface soil at only one location. Conclusion: PCBs in adjacent sediment are from an old surface spill in this area, previously addressed on shore and not affecting deep soil or groundwater. Nine borings/36 samples at southwest corner of Building 32 Elevated concentrations of PAHs not found in up-gradient locations. Conclusion: PAH source was likely discharge from Building 32.
Site 17: Building 32, Gould Island Phase 2 RI Sediment and Biota Sampling 53 Sediment stations evaluated Sediment samples collected at all stations for chemical analysis. Tissue samples collected at 18 stations (clams, mussels and /or crabs) for chemical analysis. Toxicity testing at 32 stations

Site 17: Building 32, Gould Island Phase 2 RI Sediment Step 2 Baseline Ecological Risk Assessment Sediment contaminant concentrations PCBs - map PAHs - map Metals three maps All constituents together map Toxicity to amphipods Toxicity measured in 9 of 32 stations, did not correlate to other results. Effects to shellfish PCBs only taken up in the areas where concentrations are highest in sediment. Most metals in shellfish do not appear to be above those measured in reference samples. Effects to higher organisms (birds, mammals) Models did not suggest actual risk to higher trophic level organisms
Site 17: Building 32, Gould Island RI Ecological Risk Assessment Conclusions Metals present in the sediment do not pose risk to ecological receptors. PCBs in sediment in the Stillwater Area are likely to pose risk to ecological receptors, particularly when combined with other constituents. PCBs in other areas are not high enough to pose risk. PAHs in sediment are not likely to pose risk to ecological receptors.

Site 17: Building 32, Gould Island Phase 2 RI Remedial Investigation Summary Estimated risk above target levels for: Industrial/construction workers (metals, PAHs in shallow excavations) Recreational visitors (chromium, one sediment location) Persons eating shellfish (PCBs, mostly in the Stillwater Area) Risks to ecological receptors PCBs, mostly in the Stillwater Area Combined contaminants in the Stillwater Area
