3 TX DOT Winter Driving Tips Reduce speed. Speed limits are based on normal road and weather conditions, not winter road conditions. Maintain at least three times the normal following distance on snow or ice. Watch carefully for snow removal equipment and stay at least 200 feet back if you are behind a snow plow. Use extra caution on bridges, ramps, overpasses and shaded areas as they tend to freeze first. If you start to slide, ease off the gas pedal or brakes. Steer into the direction of the skid until you feel you have regained traction then straighten your vehicle.

5 Patrick Bayou Superfund Site
6 Patrick Bayou Superfund Site The Patrick Bayou Superfund Site (Site) is a 2.5 mile long tributary of the Houston Ship Channel located in an industrial area of Deer Park, TX. The Site is surrounded by operating petro-chemical plants and receives run-off from residential, commercial, and industrial properties in the drainage basin. The lead Agency is the US EPA; cooperatively working with TCEQ, NOAA, US Fish and Wildlife, TX GLO and TX Parks & Wildlife. The Site Respondents have and will continue to work cooperatively with EPA, TCEQ, TMDL, state and federal Trustees throughout a multi-year process.

8 EPA: Superfund EPA s Superfund Process establishes guidance and regulations for site identification, characterization and, if necessary, cleanup and monitoring. EPA Remedial Project Managers (RPMs) manage the process. Works with, and takes input from state, local and other agencies (e.g., NOAA, TMDL). Coordinates with Respondents.

10 The Superfund Process PA/SI - Preliminary Assessment/Site Inspection Investigations of site conditions. NPL Listing - National Priorities List (NPL) Site Listing Process Site is listed on list of sites identified for possible long-term cleanup. RI/FS - Remedial Investigation/Feasibility Study Determines the nature and extent of contamination. Assesses the treatability of site contamination and evaluates the potential performance and cost of treatment technologies. ROD - Records of Decision Explains which cleanup alternatives will be used at Site. RD/RA - Remedial Design/Remedial Action Preparation and implementation of plans and specifications for applying site remedies. Construction Completion Identifies completion of physical cleanup construction. Post Construction Completion Ensures that Superfund response actions provide for the long-term protection of human health and the environment. Included here are Operation and Maintenance, Institutional Controls, Five-Year Reviews, Remedy Optimization. NPL Delete - National Priorities List Deletion Removes a site from the NPL once all response actions are complete and all cleanup goals have been achieved.
11 Superfund Process: Community Involvement EPA presented a Site Status update to TMDL representatives in EPA hosted an Open House in Deer Park in EPA will continue to provide opportunity for community involvement throughout the Superfund Process.
12 Patrick Bayou: Status Update Historical investigations have been conducted since 1993 by the City of Houston, the TMDL group, TCEQ & others. Superfund investigations began after the AOC was signed in Several phases of field investigation activities (from ) have been completed. EPA has approved the Remedial Investigation, including the risk assessments, and the JDG is preparing the Feasibility Study.
13 Key Project Milestones 2006 AOC, RI/FS Work Plan, Hydrodynamic Study and Sediment Coring Sediment Transport Modeling and Pore Water Sampling 2008 & 09 Stormwater Sampling, Surface Water & Sediment Contaminants of Potential Concern (COPC) Delineation and Mixing Zone Evaluation 2010 & 11 Risk Assessment Work Plans, Sampling for Risk Assessment and Upstream Characterization & 13 Risk Assessments, Remedial Technology Screening & begin Feasibility Study
14 Surrounding Land Use Areas upstream of the site serve as primary storm water conveyance for City of Deer Park. Surrounding the site are secure, operating industrial facilities that restrict public access.
15 The bayou ranges from 40 to 450 feet wide COPCs are associated with historical discharges. The Bayou is nearly an entirely depositional environment, reducing risk of exposure to buried contaminated sediments. Site Description
16 Bathymetry of Bayou Houston Ship Channel
17 Sediment Deposition Rates Through natural attenuation and deposition of fresh sediment, surface levels of contaminants are decreasing at an observable and predictable rate.
18 Risk Assessment Contaminants Of Potential Concern (COPC) were identified for human and ecological receptors. Assessment of risks was completed using sediment, surface water, and fish & shellfish tissue data collected from the site. Human Health and Ecological Risk Assessments approved by EPA.
19 Risk Assessment Sampling Locations
20 Risk Assessment: Results Human Health Risk to on-site construction workers is within the EPA acceptable range. No risk to off-site human health. Ecological Risk Wildlife Risk Assessment Some locations showed potential risk and will be addressed during the RD/RA. Fish Risk Assessment No adverse risk to fish populations. Benthic Risk Assessment Some locations showed potential or probable risk and will be addressed during the RD/RA.
21 Feasibility Study: Evaluation of Remedial Options Step 1: The Remedial Alternatives Memorandum Pre-screening of potential remedial technologies for inclusion in the more detailed FS EPA approved memo in September Step 2: The Feasibility Study Detailed analysis of 9 EPA criteria for select remedial technologies (e.g., monitored natural recovery, capping) Currently sampling to support FS work Draft submittal in 2014
22 Next Steps JDG will submit Draft Feasibility Study in 2014 Completes the RI/FS Process EPA Evaluate the FS and select a preferred alternative Develop a Proposed Plan (community involvement) Issue Record of Decision (community involvement) Consent Decree/Statement of Work JDG will then perform the Remedial Design/Remedial Action and long-term Operations and Maintenance.
