3 The water infrastructure in Italian cities is old (sometimes over 100 years old!) and cannot cope with the quantity and quality needs mainly due to unsustainable water use practices and Water losses

4 In Italy, 1/3 rd of the drinking water is lost from urban water systems. According to the latest survey (ISTAT 2008) the national average water loss is estimated to be 32.1% of the input volume in distribution network. Source: Italian Institute for Statistics (ISTAT), 2008

5 Technologies and methodologies exist The relevant technologies and equipment exist: Monitoring and leakage detection equipment, PRVs, AMRs, software, etc. The proven methodologies were developed years ago by IWA BUT not enough progress has been achieved in most Italian utilities as there is a lack of : Analysis of water data and losses Training and Successful case studies Internal R&D/Innovation (Utilities are solution buyers) EFFECTIVE REGULATION SYSTEM And the INFRASTRUCTURAL GAP is huge in Italy: = 65 B in 10 years

6 Leakage in Italy and Decreto 99/97 In Italy, NRW (non revenue water) levels range from 15-60% of total system input volumes, the average being 32% (ISTAT 2008). In Italy many Water Utilities only repair reported leaks, and do not practice any regular form of pressure management and of active leakage control, except perhaps as an emergency action response during droughts. To stem these losses, Italian Utilities are required to calculate the water balance for each of their water systems according to the Decree n 99/97. Decree n 99/97 recommends: customer metering as close as possible to the public mains, at the limit of private property; district metering, reduction of excess pressures permanent installations for measuring pressure

8 The Ferrara 2004 Workshop Task Force members Ken Brothers, Malcolm Farley, John Morrison & Marco Fantozzi ran a ½ day Seminar at the Ferrara H2O Conference entitled: Water Loss Control: How Italian Waterworks can benefit from IWA Approach. This attracted an attendance of around 100. Following the Seminar, Allan Lambert & Marco Fantozzi ran some Workshops about WLTF Practical Approach in collaboration with IREN utility: October 2004 in Genova (Italy) April 2005 in Genova (Italy) More than 80 Utilities participated to the Workshops

9 Application in Italy of the IWA Water Balance The activity has been initially focused on the application in Italy of IWA WLTF Practical Approach and specifically on IWA Water Balance calculation in Italian case studies. Most of the information that is needed for the IWA best practice international water balance is already in the Decreto 99/97 water balance. the components need to be reassembled in the IWA International Water Balance 95% confidence limits need to be added to the calculations PIFastcalcs software, already developed for use in several countries (USA, Canada, UK, Australia, Malaysia, Brazil): has been completely customised and translated into Italian, to calculate the IWA water balance from existing Italian water balance spreadsheets, and has been applied to Italian case studies.

16 Efficient management of water losses in Italy Regulators: Region Emilia Romagna Region Emilia Romagna issued in 2005 the document How to calculate Water Balance and PI according to Italian Decree 99/97 that: explains how to calculate/measure each component of Italian Water Balance suggests the use of 95% confidence limits suggests ILI as the best PI for benchmarking of performance in water loss management. stimulate utilities to manage pressure to reduce losses and bursts frequency, stimulate utilities to: - Create DMAs, - Reduce leakage run time, - Do Active Leakage Control to locate unreported leaks. ask utilities to present a plan to achieve economic level of losses ELL

17 The new Italian Authority for Water Authority for Electricity and Gas (AEEG), the independent body regulating energy and gas distributors in Italy, was recently empowered with the functions of regulation and control of water services" as stated in the article 21, paragraph 19 of Decree n. 201/2011 (better known as "Decree to save Italy"). AEEG is trying to act as quickly as possible to address the many critical aspects of water sector, which have been neglected for too long and now threaten to keep quality standards and efficiency achieved by the other Member State out of reach for Italy.

18 The new Italian Authority for Water A detailed report signed by leading representatives of Italian Utilities was recently sent to the new Italian Authority for Water suggesting to: officially adopt IWA best practice methodology and PIs for Water Loss management incentivate the adoption of best practice measures (ALC, PM, DMAs, etc.) introduce Energy Savings Certificate (ESC) connected to reduction of water loss which could help regulation of water service. Coherently with the European Directive 2006/32/EC on energy end-use efficiency and energy services and repealing council directive 93/76/EEC Italy has implemented an ESC system known as White Certificates (WC).

19 Practical Progress to Date Building an essential foundation for disseminating IWA methods: Promotion of the IWA WLSG concepts - through training, Workshops, Seminars and articles Calculation of IWA Water Balance & PI of Italian water systems and building an Italian Data Sets Positive response from Regulators in Italy: Region Emilia Romagna issued in 2005 the document How to calculate Water Balance and PIs that: endorses IWA PIs and suggests the use of 95% confidence limits suggests ILI as the best PI for benchmarking of performance in water loss management. Positive response from Utilities in Italy: IREN and many other Italian Water Utilities applying the IWA methodology with growing success Some ongoing EC funded projects (Aquaknight, ICeWater, etc.) involving Italian utilities are increasingly using IWA methods, ICT tools and AMR to enhance water loss management

20 IREN Group IREN s.p.a. is a major Italian multi-utility active in water, gas, energy and waste disposal operating in the provinces of Turin, Genoa, Parma, Piacenza and Reggio Emilia in the northern part of Italy. 22 IREN Reggio Emilia road map 4/20 Network sectorization and ALC activities started in mid 90s. Since 2004, thanks to inputs and training activities by Lambert and Fantozzi (members IWA WLSG), IREN approach was improved. Developement and updating Asset renewall (also no dig technologies since 2001) Since 2004, in addition to standard activities, IREN also started to: Calculate IWA WB and PIs, Improve MNF Analysis, Implement Pressure management, and Implement an economic Meter replacement policy; de facto turning to an holistic approach.

23 Water losses management: results achieved by Iren Reggio Emilia The holistic approach in NRW management including ALC, DMA implementation, pressure management, etc. applied in Reggio Emilia produced significant results in the period 2001/2011. Bursts reduced by 39% (since 2001) (Reggio Emilia city only) Meters replacement plan is actually ongoing. Initial results are very promising. 24 Water losses management: EC funded projects EC Project IceWater EC funded projects Project (7 th Research Programme) AQUAKNIGHT aims to develop a comprehensive (ENPI Programme) set of software tools to enhance water management of water networks conforming to the IWA methodology. ICeWater DSS components will integrate simulation models with optimal network of sensors, AMR and novel demand forecasting models for proactive management of the water distribution system. aims to transfer Knowledge and Innovation for water saving and efficient water management in the mediterranean basin. Capacity building of technical staff to promote water saving and demand management

25 Conclusions Status of the Water Services and Leakage in Italy are still not efficient Many Water Losses initiatives has been implemented in Italy in the last 10 years including: Training and Workshops, meeting the Regulators, Conferences etc. More and more Utilities are implementing with growing success IWA methodologies including: Water Balance and PIs, District metering and Pressure Management Apparent Losses management, AMR etc. Regional Regulators (Region Emilia Romagna and others) endorsed IWA methodology in 2005 A new National regulator, was empowered in 2012 with the functions of regulation and control of water services" to address the many critical aspects of water sector. We hope... the best is yet to come!
