2 Sustainable Recycling Industries (SRI) Programme - Context SRI builds on the success of implementing e-waste recycling systems together with various developing countries since more than ten years. It is funded by the Swiss State Secretariat of Economic Affairs (SECO) and is implemented by the Swiss Federal Laboratories for Materials Science & Technology (Empa), the World Resources Forum Association (WRFA) and ecoinvent. The project runs for 4 years,
3 Impact SRI programme s development objective The sustainable integration and participation of small and medium enterprises from developing and transition countries in the global recycling of secondary non renewable resources.
4 The SRI programme creates impact with an integrated approach engaging in three areas, involving relevant experts and building strong local partnerships Programme Management Advisory Council (CH based) Life Cycle Inventories Recycling Initiatives SRI Roundtable International Initiatives & Platforms Brazil, India, South Africa Colombia, Peru, Ghana, Egypt, India Global stakeholder process
5 The SRI Life Cycle Inventories project develops basic data for the assessment of environmental life cycle performance for industrial activities through the improvement of local and regional expertise in developing countries. setting up regional LCI networks developing local expertise building background LCI data (for the use in Life Cycle Assessment (LCA) studies, environmental product declarations, carbon footprinting and similar assessment tools)
6 The recycling Initiatives are focusing on three main and two supporting activity lines Baseline Assessment Conformity Assessment Financing Mechanisms Technology Partnerships Training & Skills Development Provide the information needed for the other activities Define the rules (legal framework, standards) and how to control (audits) and authorise (licensing) Define mechanisms for economic viability and the responsibilities for funding (EPR) Promote appropriate technologies and alternative business models Build the skills needed for other activities Local capacities for sustainable recycling industries are created, aiming at competitive secondary resource recovery through environmentally and socially sound processes.
7 The SRI Roundtable is convening an International Workshop Agreement (IWA) to consult with key and affected stakeholders the development of Guidance Principles for secondary metals. The IWA is a consensus building process under ISO, includes four working sessions, followed by public reviews and runs until October ISO IWA Session #1 ISO IWA Session #2 ISO IWA Session #3 7-8 July 2016 Gland, Switzerland
8 The Guidance Principles address five main sustainability criteria for the recycling of secondary metals in developing countries. 1. Enabling safe, healthy and equitable working conditions 2. Building and strengthening local community relations and resilience 3. Conserving and protecting the environment and natural resources 4. Improving recovery of secondary metals 5. Implementing a sustainable management approach
9 Main beneficiaries are vulnerable and disadvantaged workers involved in Subsistence Activities (primarily), as well as economic operators involved in Unofficial and Official Business Activities. Exporters/ Importers Informal Sector Unofficial Business Activities (UBA) Metallurgical Processors Retailers Subsistence Activities (SA) Official Business Activities (OBA) Product Manufacturers Consumers Transportation of waste containing metals Transportation of prepared fractions containing metals
