12 Draft Strategy for Water in the Mediterranean 1. Introduction: Why a Strategy for Water in the Mediterranean 2. Challenges and Opportunities facing water resources in the Mediterranean (includes SWM cross-cutting objectives) 1. Ensure the integration of policies. 2. Enhance and facilitate the participation of all stakeholders. Promote the establishment of active user associations. 3. Increase citizens awareness on the value of water and its culture 4. Ensure the capacity building of all competent stakeholders of water management and environmental protection and facilitate knowledge and expertise exchange. 5. Secure comparable water data collection and monitoring also employing appropriate indicators. 6. Support research in all water aspects as a way to achieve the necessary development and address challenges. 7. Establish and support fair and socially sensitive valuation and cost recovery. 8. Ensure optimal use of available instruments and tools (EIA, SEA).

13 3. Four major priority themes for SWM: 3.1. Enhancing effective governance for integrated water resources management Adapting to climate change and enhancing drought and flood management Promoting water demand management, efficiency and non-conventional water resources, and protecting quality of water and biodiversity 3.4. Optimizing water financing, water valuation and appropriate instruments, with emphasis on innovative mechanisms In each one of the Chapters: 1. Setting the scene 2. Objectives and priorities 3. Approaches and instruments 4. Recommendations for action

14 4. Translating recommendations into actions. Including 20 SWM Operational Objectives The target times of SWM operational objectives have been established as shortterm for the years , medium-term for and long-term for and beyond. Achievement on these objectives will depend on each country s range of challenges, conditions, specificities and different level of capacities. At the same time, the implementation of the current SWM will promote financing opportunities through well-targeted and sustainable projects based on a set of agreed criteria to be determined by competent mechanisms within the UfM. General technical criteria are provided for the selection of future projects

15 During the IV Euro-Mediterranean Ministerial Conference on Water held in Barcelona on 13 April 2010, it was not possible to formally adopt the SWM due to political reasons (references to occupied territories and to the UN Convention on International Waters). Efforts have translated into an agreement of 100% in the Barcelona draft Declaration and 99% in the Strategy.

17 That being: - The SWM is already a document appropriated by the different stakeholders - UfM General Secretariat is in fonction, - International financial institutions develop coordinated approaches, - More than 120 projects have been identified. Next step: - Summit of Heads of States 20 and 21 November 2010 at which the SWM could be adopted - As a minimum, UfM Ambassadors should mandate the WEG to develop the Action Plan associated to the Stategy.
