2 EuroMed Regional Transport Cooperation 1995 Transport cooperation launched under the Barcelona process 1998 EuroMed Transport Forum created to coordinate common approaches and to develop an integrated regional transport system & set-up of different working groups 2006 Start of the EuroMed Satellite Navigation (GNSS) project and start METIS project 2007 EuroMed Regional Transport Action Plan (RTAP) adopted Since 2007 Ongoing dialogue (EuroMed Transport Forum and bilateral & regional projects) on the implementation of the RTAP Since 2008 EuroMed Transport cooperation under the umbrella of the Union for the Mediterranean 2

3 Regional Transport Action Plan (RTAP) for the Mediterranean Priority actions in the transport sector for the period approved by the Mediterranean partners; Road map for transport cooperation with a view on establishing a well-functioning transport system to support economic growth and integration in the Mediterranean; Annex A: list of infrastructure projects (not definite) based on recommendations of the High Level Group on the extension of TEN-T to Neighbouring Countries and which need financing; Annex B: Set of 34 actions in different transport sectors (maritime, road, rail, civil aviation and Galileo applications) & targets on regulatory (institutional) reform and infrastructure 3 network planning and implementation.

4 EuroMed Transport Forum under auspices of the Union for the Mediterranean Following the 13 July 2008 Paris Declaration (and Marseille Ministerial conference) the EuroMed Transport regional cooperation is placed under the Union for the Mediterranean; The Union for the Mediterranean should lead to cooperation with more co-ownership by all participants & visibility for the citizens; A number of key-initiatives (projects) fulfil these criteria - financing for these projects should be put in place asap; Tranport key initiatives: - Maritime highways (Motorways of the Seas) with specific attention to maritime safety and security; - Land highways to facilitate flow of goods and people (e.g. coastal highways and railways) Awaiting the appointment of Secretary General and establishment of the secretariat (Barcelona, Spain). 4

8 Priorities EuroMed Regional Transport cooperation in 2009 Action 32 of the RTAP RTAP Monitoring: Mid-term review in 2009: first draft presented during EuroMed Transport Forum; Reduced list of infrastructure projects: Update of the Annex A RTAP to a reduced list (2 projects per country); Ensuring financing of the projects on the list: improved cooperation with IFI s, organisation of an Infrastructure Financing Conference; Further development of a transport network in the Mediterranean region: more attention to GIS data and all existing transport networks; Further cooperation in the fields of Road & Rail regulatory affairs: identifying work plan of the Road & Rail task force and necessary technical assistance. 8

10 Preparation GNSS working group April 2009 (tentative) Last working group in November 2006; Reintegrate the work of METIS into the overall EuroMed Transport set-up (Forum & Working Groups) and other transport modes; Reintegrate the development of the EGNOS Regional Plan into the overall RTAP Road Map (including its 2009 mid-term evaluation); Evaluation of RTAP action 27:collaborating with GNSS projects, liaise with GEMCO office and gradual introduction of GNSS services in the region as of 2011; Introduction on the Commission Communication regarding «Intelligent Transport»; Feed back on DEMO activities; State of play establishment of RIMS in the region. 10

11 Priorities GNSS II 1. Further integration of the Mediterranean with EU EGNOS area to increase transport safety, security and efficiency - Implementation of the regional plan 2. Increased focus on impact of activities 3. Financing of investment necessities based on the cost/benefit analysis - which countries? - which sectors and priority markets? - what kind of financing structure? 4. Regulatory changes - increased training/capacity building 5. Further establishment of infrastructure (RIMS) in the region to have a full coverage of the EGNOS signal 11

12 Conclusions A lot of work has been done (demonstrations, regional plan, cost benefit analysis) by the METIS project and this momentum should be used to: Establish the terms of reference for GNSS II together with a view on: - Further integration of the EGNOS/METIS activities with the other EuroMed Transport activities; - Further integration of the wider Mediterranean region under the coverage of the EU EGNOS area; - Define possible regulatory changes to be able to use the EGNOS signal to make transport safer, more secure and efficient. 12
