10 Instructions for Form EC-16 1a) AQ Facility ID No. -- Fill in your Air Quality (AQ) Facility Identification (ID) Number (No.). This is the first eight digits of the permit number for all new permits issued under the operating permit program. If your facility has never been issued a permit under this program, leave this line blank. 1b) AQ File No. -- Fill in your AQ File Number. This is the first group of characters in your current Air Facility Permit. For example, for permit number 1899AB-93-OT-1, the AQ Facility ID number would be 1899AB. If you have never had an air quality permit, leave this line blank. 2) Facility Name -- Enter your facility name. 3) Facility Type -- Indicate whether this facility is a country grain elevator with or without a co-located feed mill, a terminal elevator with or without a co-located feed mill, or a feed mill only. A country grain elevator is any grain elevator that receives more than 50 percent of its grain directly from farmers in the immediate vicinity during the harvest season. If your operation can be described as a country grain elevator, either with or without an associated, co-located feed mill, go on to Question 4. A terminal elevator is an elevator that receives grain primarily from other elevators. A terminal elevator can also be considered any grain elevator that does not meet the definition of country grain elevator. If your operation can be described as a terminal grain elevator, either with or without an associated, co-located feed mill, skip Question 4 and begin with Question 5. 4) Determining Capacity of a Country Grain Elevator 4a-e) Amount of Grain Received in Years Enter the total amount of grain received by the facility during each of the past five (5) years, in tons, with year 5 being last year. 4f) Highest of numbers in 4a) - 4e) -- Choose the highest of the five numbers. 4g) Country Grain Elevator Capacity (C CE) -- Under a U.S. Environmental Protection Agency (EPA) guidance document dated November 14, 1995, the capacity of a country grain elevator is the amount of grain handled during the highest of the last five years, increased by a factor of 20 percent to account for unusual circumstances. This is considered to be the maximum amount of grain your country grain elevator is likely to have available for processing in a given year. C CE = [item 4f] x 1.2 5) Throughput (C A) -- Enter the actual amount of grain (in tons) handled at this facility during the last year. 6) Operating Limitations -- [Skip this item if using this form for Registration Permit Option D.] Describe any permit limits you plan to take to restrict your potential-to-emit (quantity of grain processed, hours of operation, etc.). Attach additional sheets, if needed. Describe the limiting factors and cite any rules that apply (e.g., Standards of Performance for Stationary Sources (NSPS, 40 CFR part pt. 60), or Minnesota Rules). The associated limit must be used to calculate your limited controlled emissions. If you used vendor certification or stack test data to limit your potential-to-emit, the factor you used will become your permit limit. Include all proposed limits on Form CD-01. 7) Unit and Equipment Identification Number -- Fill in the identification number of the emission units (EU) and control equipment (CE) covered by this calculation worksheet. Obtain these numbers from Forms GI-05A and GI-05B. [Note: You may skip this question if you are applying for a Registration Permit.] 7A) For each receiving area for which emissions will be calculated on this form, identify the EU number and the associated CE number, if applicable. Indicate whether the grain is received by truck, railcar, barge, or ship. 7B) For each grain (not feed) loading area for which emissions will be calculated on this form, identify the EU number and the associated CE number, if applicable. Indicate whether the grain is loaded into trucks, railcars, barges, or ships. 7C) For each grain cleaner for which emissions will be calculated on this form, identify the EU number and the associated CE number, if applicable. Describe the type of equipment (i.e., scalper). 7D) Identify the EU numbers all of the units comprising internal handling (e.g., garner and scale bins, elevator legs, and transfer points such as the distributor and gallery and tunnel belts) for which emissions will be calculated on this form. Also identify the associated CE number, if applicable. 7E) For each grain dryer for which emissions will be calculated on this form, identify the EU number and the associated CE number, if applicable. Indicate whether the dryer is a column dryer or a rack dryer. If the dryer is fuel-fired, use Form EC-08 to calculate the emissions from fuel combustion. 7F) For each bin vent for which emissions will be calculated on this form, identify the EU number and the associated CE number, if applicable. 7G) For each piece of grain milling equipment for which emissions will be calculated on this form, identify the EU number and the CE number, if applicable. Indicate whether it is a hammermill, a flaker, or a cracker. 7H) For each pellet cooler for which emissions will be calculated on this form, identify the EU number and the CE number, if applicable. 7I) For each animal feed (not grain) loadout area for which emissions will be calculated on this form, identify the EU number and the associated CE number, if applicable. aq-f1-ec16 2/25/10 Page 10 of 12
11 8) Potential from a Country Grain Elevator - [If using this form for Registration Permit Option D, skip to Item 10.] 8a) PM -- Enter the appropriate total particulate matter (PM) emission factor for each type of operation. Remember to cite the source of any emission factors you use, in item 11. 8b) PM (lb/year) -- Calculate the uncontrolled PM emissions for each type of operation, using the following equation: (lb/yr) = factor (lb/ton) x C CE (tons/year) = [item 8a] x [item 4g] 8c) PM (tons/year) -- Calculate the uncontrolled PM emissions for each type of operation, using the following equation: PM (tons/year) = Max. (lb/yr) x 1 (ton) 2000 (lb/ton) = [item 8b] x d) -- The pollution control efficiency is the product of the capture efficiency and the destruction/collection efficiency indicated on Form GI-05A. Enter this number here and remember to include on Form CD-01 a plan to demonstrate and maintain the destruction/collection efficiency. If there is no control equipment for the particular operation, then indicate zero as the control efficiency. 8e) led PM (tons/year) -- Fill in the led in tons/yr. Use this method for the calculation: led (ton/year) = Max. (tons/year) x (100 control efficiency) 100 = [item 8c] x (100 [item 8d]) 100 8f) Limited led PM -- The Limited led are calculated by taking into account all operating limitations with which you are proposing to comply. These limitations include limits on hours of operation, on the amount of material mined, handled, crushed, screened, etc. You start the calculation of Limited led by repeating the calculation of PM [item 8b] but taking into account the limits you propose. If an emission unit is subject to an emission limitation specified in 40 CFR pt. 60, 40 CFR pt. 61, 40 CFR pt. 63 or Minn. R. ch. 7011, you must show this requirement in the calculation of Limited led and take this into account in calculating the Limited led. If you choose to propose to comply with more a stringent limit, you should state this clearly and show the resulting allowed emissions in this calculation. Be sure you included all of your proposed limits in Item 6, and on Form CD-01. 8g) PM Enter the appropriate emission factor for particulate matter smaller than 10 microns (PM 10) for each type of operation. Remember to cite the source of any emission factors you use, in item 11. 8h) - 8l) Calculate PM 10 emissions following the same procedures items 8b 8f. 8m) PM Enter the appropriate emission factor for particulate matter smaller than 2.5 microns (PM 2.5) for each type of operation. Remember to cite the source of any emission factors you use, in item 11. 8n) - 8r) Calculate PM 2.5 emissions following the same procedures items 8b 8f. 9) Potential from a Terminal Elevator or a Feed Mill -- [If using this form for Registration Permit Option D, or if you do not operate a terminal elevator or a feed mill, skip to Item 10.] 9a) PM -- Enter the appropriate total particulate matter (PM) emission factor for each type of operation. If an emission unit is subject to an emission limitation specified in 40 CFR pt. 60, 40 CFR pt. 61, 40 CFR pt. 63 or Minn. R. ch. 7011, you must show this requirement in the calculation of Limited led and take this into account in calculating the Limited led. If you choose to propose to comply with more a stringent limit, you should state this clearly and show the resulting allowed emissions in this calculation. 9h) PM Enter the appropriate PM 10 emission factor for each type of operation.
