4 Foreword This standard is the certification criteria for Eco-label revised through deliberation of a committee to set up the certification criteria according to the procedure specified in the Environmental Technology and Environmental Industry Support Act. Accordingly, it is certification criteria for Eco-label made in the internationally standardized form without changing any technical matters of EL103.Adhesive Paper Tapes and Adhesive Paper Sheets EL /5/ It should be noted that parts of this standard may in conflict with patent rights having technical characteristics, patent applications after laying-open of application, utility model rights or application for the utility model registration after laying-open of application. 7 EL103.Adhesive Paper Tapes and Adhesive Paper Sheets [EL /5/ ] 1 Scope This standard specifies a method to confirm the certification criteria and conformance of Ecolabel of adhesive tape (hereinafter referred to as tape ) primarily used in packaging or sealing, products with paper support among the adhesive sheets (hereinafter referred to as sheets ) primarily used in the manufacture of label stickers, and release base papers for tape or sheets (hereinafter referred to as release base paper ) (Where a tape or sheet is composed of release papers, it shall be excluded). 2 Normative References The following documents, in whole or in part, are indispensable for application of this standard. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. KS M 7030:2002, Method of preparing handsheets for pulp testing KS T 1050, Pressure sensitive adhesive papers for printing KS T 1055, Pressure sensitive adhesive paper tapes KS Q 5002, Statistical presentation of data 3 Terms and Definitions For the purpose of this document, the following terms and definitions apply. 3.1 Support material Relatively thin and flexible materials used as a base material for tapes or sheets 3.2 Release paper Released material designed to protect the attachment side of a tape or a sheet and to make easy release when use 3.3 Adhesive-coating layer A side of tape or sheet on which adhesive is applied 3.4 Release agent-coating layer A side of release paper on which a release agent is applied 3.5 Waste paper Post-consumer waste papers and pre-consumer waste papers 1

8 3.6 Post-consumer waste paper Paper discharged after serving its intended end use through the distribution channel 3.7 Pre-consumer waste paper Paper not used as a complete product in the form of scraps during the subsequent processing after stencil paper is produced Note Papers generated during the manufacturing process of stencil paper and then put into the same manufacturing process as a raw material shall be excluded. 3.8 Waste paper use rate Mass percentage of waste paper over total raw materials for production Note When calculating the mass percentage, weight with 10% of water contents shall be applied to raw pulp material, and weight of naturally dried materials shall be applied to waste paper. 4 Environment-related Criteria Environment-related items considering the whole processes of tapes and sheets are given in the Table 1. 2 Table 1 Environment-related items by each step in the whole processes of tapes and sheets Step in the whole processes Environment-related item Effect to improve environment Acquire raw materials Manufacture Distribute, use and consume 4.1 Recyclability Whether it is easy to collect and recycle Whether waste paper is used or not Whether the packing of products impose environmental loads Improve recyclability Recycle effective resources Reduce waste generation Discard Recycle Tapes and sheets shall comply with the following criteria. a) To easily collect or recycle packages attached to products, thermal papers, pressure papers, plastic laminated papers, etc. shall not be used as raw materials for the support material. b) In case of the products using release papers, raw material of the release paper shall be paper, and laminated paper, which is not easy to collect and recycle as waste paper, shall not be used. c) Adhesives used in the adhesive coating layers shall not contain organic solvents. d) Release agents used in the release coating layers shall be alkaline dissociative and alkaline dispersible (or water soluble and water dispersible) Raw materials for release paper shall comply with the following criteria.

9 a) Laminated paper, which is not easy to collect and recycle as waste paper, shall not be used. b) Release agents used shall be alkaline dissociative and alkaline dispersible (or water soluble and water dispersible). 4.2 Waste paper use rate Waste paper use rate of the product shall comply with the following criteria. a) For the paper core of a tape or release base papers, waste paper shall be used at a rate of not less than 70 %. b) The waste paper use rate used for release base papers and release paper for the use of tape or sheets shall be used at a rate of not less than 50 % (excluding paper of 120 g/ m2 or less). 4.3 Product package Product package shall be manufactured by considering the easiness of recycling, the reduction of waste in quantity and environmental harmfulness. 5 Quality-related criteria 5.1 Quality and performance of tapes Tapes shall comply with the requirements in 4.2 of KS T Quality and performance of sheets Sheets shall comply with the requirements in 5.2 of KS T Quality and performance Products other than those in 5.1 and 5.2 shall comply with the following criteria If Korean Industrial Standards are available as a national standard of the product in question, it shall comply with the quality or performance criteria of that standard. However, items related to Clause 4 (Environment-related criteria) are excluded from the quality and performance criteria If no Korean Industrial Standards are available as described in 5.3.1, it shall comply with the quality and performance criteria according to the following order of priority. However, items related to Clause 4 (Environment-related criteria) are excluded from the quality and performance criteria. a) National standards other than Korean Industrial Standards b) Foreign country s national standards or international standards regarding quality of a product in question c) Collective Standards according to the Article 27 of the Industrial Standardization Act If it is not possible to apply criteria described in or 5.3.2, an applicant can suggest criteria for quality and performance such as collective standards which are recognized as equal or higher one as the national standards in relevant industrial field, and request for application of 3

10 those criteria. The deliberation committee shall deliberate the applicant s request considering the validity to apply suggested standards and performance criteria. However, items related to Clause 4 (Environment-related criteria) are excluded from the quality and performance criteria. 6 Information for Consumers As for certification background, matters contributing to reduction of environmental effects caused by the product shall be displayed in the product catalogue. 7 Verification Methods and Test Methods 7.1 General a) One test sample shall be required for each product applied. Only if more than one test sample is needed, additional test sample can be added. b) Test samples shall be collected at random by eco-label certification body from products in market or those in storage at the production site. c) The test results shall be numerically set by adding more than 1 cipher to individual standard cipher according to KS Q However, if the test method specifies the number of ciphers, it shall be complied with. Note The test result shall include matters related to the numerical calculation. 7.2 Verification methods Test methods and verification methods by each item of the certification criteria are given in the Table 2. 11 This is a method intended to check that a release agent is not dissociated or dispersed in alkali liquid and does not remain in the pulp while re-pulping waste paper including release agent layers. Water-soluble or water-dispersed agents shall follow this method, but it is possible to test and assess by using water rather than alkali liquid Test apparatus and materials a) Alkaline solution (0.5 % of sodium hydroxide solution): Dissolve 5 g of sodium hydroxide (NaOH) in water to make 1 L of sodium hydroxide solution. Standardization process may be omitted. b) Filter Media: The opening size of metal wire cloth or perforated metal plate as the filter media shall be between (100 ~ 150) μm. Note Test sieves of which opening size is 106 μm and 150 μm, as the Tyler screen is equal to the test sieve of 150 mesh and 100 mesh repetitively. c) Dissociation vessel: Glass beaker with the volume of 2 L or more or glass vessel for Jar tester d) Agitator: It shall be adjustable at up to 2,000 r/min and the shape of an impeller shall be similar to figure 2 (propeller) of KS M 7030 or the blade of a knife. e) Heater: It shall regulate the temperature in the dissociation vessels between 55 ± 5 when warming up in a double boiler. f) Dryer: It shall regulate the temperature between 105 ± Test procedure a) Take tapes, sheets (excluding release papers), or release base papers with the size equal to 20g and cut them into 1cm² or less in size. b) Put 1 L of alkaline solution into a dissociation vessel with test sample and heat to 55 ± 5 slowly. c) Dissociate it for 10 minutes by operating an agitator at 1500 ± 100 r/min. d) Stop agitating and wash matter attached to the wall of vessel with about 50 ml of alkaline solution, and then dissociate it for 10 minutes again by operating the agitator at 1500 ± 100 r/min. e) After repeating d) for three times, set a sample solution for five minutes and then filter it with a filtering material. Rinse the dissociation vessel with pre-heated alkaline solution not to remain any extraneous matter on the wall, and remove floating matters from the upper layer of the solution, and then put it into filter media. When filtering, rinse the media with the alkaline solution several times in order to pass enough soluble alkaline substances through the filter media and wash the media with water at 80 ± 5 several times to remove sodium hydroxide remaining on pulp sludge. f) Let the pulp sludge remaining on the filter media for minutes with the media and dry it for 2 hours in the dryer at 105 ± 5. g) Cool the dried filter media and take the pulp remaining on the media to evaluate alkaline dissociativity and alkaline dispersibility Evaluation of alkaline dissociativity and dispersibility Evaluation of alkaline dissociativity and dispersibility is as follows. 5

13 Common Criteria, Notice No , the Ministry of Environment 1. Those who have received the certifications for Eco-label shall comply with the environment regulation standard during the certification period. However, even when the person violates the environment regulation standard, if the person submits the detailed violation, an improvement measure and a measure to prevent a repeat of the violation including the following items to the president of the Korea Environmental Industry & Technology Institute (hereinafter referred to as the president of Technology Institute ) and takes the measure within 1 month from the date of violation, the person shall be considered to comply with the criteria. A. List of environment regulation standard in the person s location B. System to implement the environment regulation standard (including an organization chart describing each person s role) C. Regulation for storing records and documents related to the environment regulation standard. 2. With respect to marks of information for consumers specified in the certification criteria by each subject, the following matters shall be complied with. A. Product-related information for consumers shall be marked on the product cover. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it on the product cover, it can be marked on an appropriate part where consumers can perceive relevant information such as product package, a product guide or a user guide. B. Service-related information for consumers shall be marked inside and outside the building in the business site where service is operated. However, if the president of Technology Institute recognizes that it is not possible or undesirable to mark it inside and outside the building in the business site where service is operated, it can be marked on an appropriate part where consumers can perceive relevant information such as a contract, a delivery statement, a letter of warranty or promotion materials. 3. Those who are to receive certification for Eco-label or have receive the certification shall comply with the Act on Fair Labeling and Advertising for establishing an order for fair trade and for protecting consumers. 7

14 4. The person shall not conduct unfair marks, labeling or advertising related to the environmental aspects of the product in accordance with the Article of the law. 5. With respect to various standards cited in the certification criteria for each product, the latest version of standard when applying for the certification shall be applied unless otherwise specified. In addition, in case that the regulation criteria is strengthened more strictly than that certification criteria for each product due to revision of relevant laws or regulations, the strengthened criteria shall be tentatively applied. Also, in case that the criteria are abolished, the criteria before abolition shall be tentatively applied by when the relevant certification criteria are revised. 6. In case that it is judged that the application of quality-related criteria in accordance with the certification criteria for each product is not suitable, the president of Technology Institute can set and implement the quality criteria for relevant products. [Verification method in accordance with the certification criteria] 1. The test report in accordance with the specified test methods means a test report issued by an agency designated by the president of Technology Institute among the following items. However, if the person who applied for certification of Eco-label seeks to be verified with the test result implemented by a testing or inspecting laboratory not corresponding to one of the following items, the person shall get confirmation and verification in the presence of a professional designated by the president of Technology Institute. A. Korea Environmental Industry & Technology Institute in accordance with the Sub-clause 12, Clause 4, Article 5 of the law B. Testing/ inspecting laboratory recognized in the accrediting system for testing/ inspecting laboratories in accordance with the Article 23 of the Framework Act on National Standards (e.g. testing/ inspecting laboratory accredited by KOLAS) C. Testing/ inspecting laboratory designated and accredited by the president of central administrative agencies in accordance with relevant laws D. Foreign testing/ inspecting laboratory complying with the international standard, ISO/IEC E. Testing/ inspecting laboratory recognized by the president of Technology Institute in case that it is difficult to conduct a test in the laboratories specified from A to D. 8

In case that the president of Technology Institute requests test-related materials, the testing/ inspecting laboratory that issued a test report in accordance with the clause 1 shall follow the request as long as there is no specific reason. If the laboratory rejects the request without any reasonable cause, the laboratory may be restricted to conduct a requested test. 3. With respect to verification of submitted documents, whether it complies with the certification criteria shall be verified with the test reports, statement of raw materials supply/production, certificates related to the product, user guides or manuals or products that are submitted by the person who seeks for certification of Eco-label in order to verify that the product complies with relevant criteria. In case of service, it can include performance materials, documentary evidence and photos of the side. However, if it is difficult to verify it only with the submitted documents, tests corresponding to the clause 1 may be added. 4. In case that the person who has already receive the certification seeks for additional certification on models using the same materials, parts or components as the certified product, the existing verification result may be applied to relevant raw materials, parts or components. However, the test report in accordance with the clause 1 shall be that issued within 12 months from the date of applying certification. 5. In case that the person gets certification in accordance with the Sub-clause 2, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. 6. In case that the person gets certification in accordance with the Sub-clause 3, Clause 3, Article 4, the president of Technology Institute shall randomly select a sample from models in the product line for verification. However, with respect to environment-related or qualityrelated criteria which may be influenced by the wholly or partly different environmental aspects and quality information among models, each model shall be verified. 9
