Before joining WQTS, Nancy worked with MWH, a global environmental engineering firm, in their Applied Research and Municipal Technologies departments. During her 18-year tenure at MWH, Nancy managed and implemented sampling programs and pilot studies of source waters around the United States and internationally. Much of her work focused on water quality and treatment for control of disinfection by-products (DBPs) and removal of particulate material by filtration, including Cryptosporidium, Giardia and surrogate parameters. Nancy has extensive experience in chloramination, from a comprehensive project to control DBP formation in a chloraminating water treatment plant via bench-, pilotand full-scale testing, to the management of the conversion of a major Southern California water provider from free chlorine to chloramines. She has investigated both inactivation and removal of microorganisms in water treatment, from Cryptosporidium to emerging pathogens such as Adenovirus. She is currently managing a study investigating CT compliance calculation methods for ozone contactors. She has participated in and managed numerous studies of membrane technology, most recently a study investigating virus removal by low-pressure membranes including ultrafiltration and microfiltration. Since her involvement in a groundbreaking sampling program of DBPs produced by 35 utilities around the U.S. in the late 1980 s, Nancy has developed wide-ranging experience in DBP formation and regulatory compliance issues for water providers all over the country. Nancy is also a certified facilitator of Bottom Line Innovation workshops, a creative problem-solving technique used for all aspects of environmental engineering practice, from clients technical issues to internal planning processes.

Page 2 of 5 EXPERIENCE: Ms. Patania Brown managed a comprehensive study of conversion from free chlorine to chloramine final disinfection for the Los Angeles Department of Water and Power. The study evaluated the impacts of chloramine conversion and compliance with the Disinfectants/Disinfection By-Products (D/DBP) Rule on all components of LADWP s system, including source waters, treatment, open distribution reservoirs, pipes, closed reservoirs and tanks. Major challenges for the project included the presence of ten large (up to 10,000 acre-foot) open finished water reservoirs in LADWP s distribution system, and the impacts of chloramination on reservoir water quality and aesthetic quality. Strategies for bromate control at LADWP s LA Aqueduct Filtration plant, a 600-mgd ozone/direct filtration facility, were also identified to ensure Stage 2 D/DBP Rule compliance. Ms. Patania Brown was a member of the Joint Action Group investigating the 1999 occurrence of Cryptosporidium for Sydney (Australia) Water. The Joint Action Group brought expertise in worldwide best practices to their evaluation of the causes and mitigation of the microbial contamination event, including catchments, treatment plants, the distribution network, sample collection, laboratory analysis, data handling, and microbiological issues. In addition to her participation in the Joint Action Group, Ms. Patania Brown developed the testing program for Sydney Water s prototype treatment plant, which included Cryptosporidium seeding experiments to evaluate filtration performance. She was responsible for analyzing and interpreting the prototype testing data, and reporting the results to the Sydney Water Inquiry. Ms. Patania Brown managed a comprehensive pilot study of ozonation, direct filtration and biological filtration for the Greater Vancouver Water District in British Columbia. The project produced design criteria for a 950 ML/day (250 MGD) filtration plant for one of Vancouver s three unfiltered surface water supplies. She also managed a one-year pilot study for the Greater Victoria (British Columbia) Water District of disinfection alternatives including ozone, chlorine and chloramines. The study recommended disinfection improvements including ozone for primary disinfection and chloramines for secondary disinfection of Victoria s unfiltered surface water supplies. Ms. Patania Brown then managed MWH s participation in the predesign of a 500 ML/day (130 MGD) ozonation plant for the Capital Regional District (formerly the Greater Victoria Water District). Ms. Patania Brown managed Seattle Public Utility s Surface Water Treatment Rule Compliance Project. Elements of the project included a one-year ozonation and filtration pilot study for the Cedar River, an extensive water quality and limnological evaluation of Lake Youngs (an 11 billion gallon finished water storage reservoir), an economic evaluation of process alternatives recommended based on pilot study results, a source and finished water monitoring program for Giardia and Cryptosporidium, tracking and interpreting the development of regulations and legislation related to water quality, and a comprehensive distribution system water quality and operations evaluation relative to Total Coliform Rule compliance. Ms. Patania Brown was project manager of a major four-year project funded in part by the American Water Works Association Research Foundation (AWWARF). With the participation of ten utilities around the western U.S., the objective of the study was to determine design and operating parameters for filtration that produce effective removal of both Giardia and Cryptosporidium. Pilot-scale seeding studies were conducted investigating cyst and oocyst removal at Portland, Seattle, and two locations in California. Ms. Patania Brown also served as project engineer for an ozone/direct filtration pilot study of particulate removal and DBP control for Seattle Water Department s Tolt supply, and an AWWARF project investigating removal of microbial contaminants from Boise River water by membrane filtration. She managed a bench-scale study of ozonation and coagulation for control of DBP formation in source waters from around the U.S. She has conducted several studies of DBP control at full-scale water treatment plants, and a major sampling program of 35 utilities around the U.S. to produce an extensive database on DBP occurrence and control.
