The Authority ESMA is an independent EU Authority that was established on 1 January ESMA s mission is to enhance investors protection and promote stable and orderly financial markets. This mission is derived from ESMA s founding Regulation 3 and encompasses three objectives: Investors protection: to have the needs of financial consumers better served and to reinforce their rights as investors while acknowledging their responsibilities; Orderly markets: to promote the integrity, transparency, efficiency, and well-functioning of financial markets and robust market infrastructures, and Financial stability: to strengthen the financial system in order to be capable of withstanding shocks and the unravelling of financial imbalances while fostering economic growth. ESMA achieves its mission within the European System of Financial Supervision (ESFS) through active co-operation with National Competent Authorities (in particular with securities market regulators) as well as with the European Banking Authority (EBA) and the European Insurance and Occupational Pensions Authority (EIOPA). ESMA has a unique position within the ESFS as it focuses on the securities and financial markets dimension and the overarching European aspects of these objectives. 2 2. Job framework and profile ESMA is looking for cost-free Seconded National Experts for possible secondments across ESMA. In particular we are currently looking for expertise to strengthen the following teams: Market Integrity & Data Reporting team, within the Markets Department The successful candidates may be responsible for some of the following tasks: the preparation of the remaining technical standards and guidelines required under MAR and the implementation of that regulation by providing guidance to market participants on how to apply the regulations and increasing convergence across national competent authorities; the preparation of technical standards and/or guidelines on market data reporting (MiFID II, EMIR and SFTR) and work on implementation of the market data reporting requirements, and the development and the coordination of the work stemming from the upcoming EU Regulation on Benchmarks. This includes the negotiation, discussion, analysis and drafting of the technical standards (and eventually the advice to the European Commission) that ESMA will need to produce on a number of areas in order to implement the Financial Benchmarks Regulation. Investment Management team, within the Investors & Issuers Department The successful candidates may be responsible for some of the following tasks: contributing to ESMA s tasks in preparing technical advice to the European Commission, technical standards and/or guidelines and recommendations in the area of investment management; contributing to ESMA s tasks in promoting supervisory convergence among national authorities in the area of investment management; representing ESMA in meetings with internal and external stakeholders; support the Head of Department and team members in their duties and contributing to the tasks of the team/department; supporting ESMA s work in the collection and analysis of data under the Alternative Investment Fund Managers Directive, and contributing to ESMA s work on Packaged Retail and Insurance-based Investments (PRIIPs) and the AIFMD passport. Convergence team, within the Legal, Convergence and Enforcement Department The successful candidates will work with members of the Convergence team, and will be responsible for: supporting the development of ESMA s supervisory convergence work programme, the delivery of specific aspects for which the Supervisory Convergence Standing Committee is responsible and monitoring the implementation of the supervisory convergence work programme across ESMA and the Standing Committees concerned; Page 2 of 5

3 setting up adequate tools and processes, undertaking designated projects on supervisory convergence issues with other Standing Committees and teams within ESMA; supporting the activities of the Supervisory Convergence Standing Committee and its interactions with relevant bodies (other ESMA standing committees, ESMA s SMSG, the ESAs, the IMF, FSB and IOSCO s corresponding assessment functions); contributing to ESMA s tasks in promoting the supervisory convergence among national authorities, and supporting team members in their duties and contributing to the tasks of the team, including providing administrative and technical support, as well as improving relevant processes and procedures. 3. Qualifications and experience required A. Eligibility Criteria To be considered eligible, candidates must satisfy all the eligibility criteria listed below, by the deadline for submitting applications: be employed by a member of the European System of Financial Supervision (ESFS) 4 (which includes in particular the national competent authorities that are part of ESMA, EIOPA and EBA); have worked for their employer on a permanent or contract basis for at least 12 months before their secondment and shall remain in the service of that employer throughout the period of secondment 5, and be a national of an EU or EFTA Member State or a country with which the Council has decided to open accession negotiations and which has concluded a specific agreement on staff secondments (except where the Executive Director grants derogation). B. Selection criteria PRE-SCREENING PHASE The received applications will be screened by HR against the eligibility criteria listed in the vacancy notice. Applications which fulfil the Eligibility criteria (part A) will be provided to the hiring manager (Head of Department) for assessment against selection requirements/criteria (part B.1 & B.2 & B.3). 4 the SNE prior to the final selection decision. As a result, the hiring manager provides his/her proposal about the candidate to be offered the secondment. The proposal is submitted for decision to the ESMA Executive Director. Short-listed candidates, who were not offered a secondment position, are placed on a reserve list. The validity of the list is of one year, with a possibility of an extension for another year. B.1. Essential requirements a) Relevant experience in performing duties similar to those specified for the role (as in the part 2 above); b) Excellent command of English 6. B.2. Advantageous requirements c) Knowledge and experience in financial markets and financial regulations; d) Experience in dealing with senior management, and e) Motivation for the advertised position. B.3. Supplementary requirements f) Excellent organisation skills and ability to handle large volume of work in an efficient and timely manner; g) Excellent communication skills; h) Dynamic personality with strong aptitude for team work, and i) Developed sense of initiative with proven ability to work independently with minimum supervision.
