2 Front page design In the spirit of reconciliation an expression of interest was called for Aboriginal artists to develop the artwork for our Reconciliation Action Plans. Karen Briggs was the successful artist chosen for her design representing the communities and resources of South Australia. Featured artist Karen is a Yorta Yorta woman whose ancestral homeland radiates from the junction of the Goulburn and Murray Rivers in North East Victoria. She now works as a contemporary Aboriginal graphic/web designer in Adelaide. Karen has a Bachelor of Design from the University of South Australia, has produced many designs and publications, and is also an illustrator of children s books. Her passion is to work with organisations that focus on Aboriginal affairs and improving the wellbeing of Aboriginal people. The meaning behind the design Walking and growing together This is a story about walking together and building strong relationships for effective reconciliation initiatives. The tree is the main metaphor for growth, with the leaves (circles) in the tree representing communities networking together. The branches hold the communities together in partnership, with PIRSA strengthening Aboriginal and Torres Strait Islander peoples in a positive way through opportunities. The hands represent reconciliation as well as a hands-on approach with everyone working together. The elements of sea, land and wind are shown throughout the design, along with sea creatures, animals and livestock. Earth-based resources indicate PIRSA s work with agricultural industries and stakeholders. The design shows everything flowing in harmony together. 6 Opening statement from the Chief Executive, Reconciliation Australia Reconciliation Australia congratulates Primary Industries and Regions SA (PIRSA) on its commitment to reconciliation as it implements its second Reconciliation Action Plan (RAP). The implementation of a Stretch RAP signifies that PIRSA is a leading advocate for reconciliation and is dedicated to making progress across the key pillars of the RAP program - respect, relationships, and opportunities. PIRSA understands the importance of building and maintaining respectful relationships with Aboriginal and Torres Strait Islander peoples, organisations and communities, in order to produce mutually beneficial outcomes. It champions these relationships by committing to creating opportunities that enable Aboriginal and Torres Strait Islander peoples to participate in South Australia s economic prosperity Respect for Aboriginal and Torres Strait Islander peoples, histories and cultures is key to PIRSA s core values and vision for reconciliation. This is exemplified by its aim to develop and implement a tailored cultural awareness training program that defines the continuous cultural learning needs of its employees. 7 A message from the Chief Executive, Primary Industries and Regions SA Primary Industries and Regions SA (PIRSA) recognises Aboriginal peoples as the first peoples and nations of South Australia. We acknowledge and respect Aboriginal people s deep cultural connection as the traditional owners and occupants of our lands and waters. The first step in the reconciliation process is to acknowledge that Aboriginal cultures are diverse and enrich our community and economy. We at PIRSA recognise the important role that Aboriginal cultures play in improving the social and economic wellbeing of all South Australians. We value this role and appreciate that Aboriginal peoples continue to maintain a unique and irreplaceable contribution to the sustainable management of our vast natural resources and our regions. We look forward to working collaboratively with Aboriginal communities to explore how these connections can be promoted, maintained and enhanced for the benefit of all South Australians. Our purpose at PIRSA is to assist primary industries and regions to grow, innovate and maximise their economic growth potential. Our focus is to lead delivery of the South Australian Government s Premium Food and Wine Produced in our Clean Environment and Exported to the World economic priority. We also lead and coordinate South Australia s regional development agenda. PIRSA is growing the South Australian economy and creating jobs across South Australia with a focus on assisting our agriculture, fisheries, aquaculture, food and fibre sectors to be market driven and innovative and dealing with the complexities of market access and productivity improvement. We engage with all levels of government, industry, academia and the broader community. This ensures we make collaborative decisions, have clear and relevant policies, plan and implement effective programs, and broker shared responsibility. At PIRSA we continue with our commitment to think and act as one PIRSA and one Government so that we work effectively together to achieve our goals, maximise opportunities and deliver outcomes for all South Australians. As an agency, we are focused on developing respectful partnerships and exploring business opportunities aligned with the aspirations of Aboriginal South Australians at both a regional and local level. It is important for all of us at PIRSA to understand and acknowledge that racism continues to affect Aboriginal peoples. We remain committed to eliminating racism and the resulting barriers to equality. Our Reconciliation Action Plan (RAP) focuses on strengthening relationships, acknowledging and respecting diverse Aboriginal cultures, and creating opportunities with and for Aboriginal South Australians to participate and benefit from South Australia s economic prosperity. Reconciliation is everyone s responsibility and its success relies on all of us making a contribution. To fulfil our commitment to reconciliation, all of us at PIRSA need to see possibilities rather than obstacles to ensure our ongoing success and improvement in addressing the disadvantage that Aboriginal peoples in this state have experienced for generations: We need to think yes if rather than no because. I regard reconciliation as everyday business at PIRSA and that s why I am proud to present our ambitious Stretch RAP that builds on our achievements, anchors reconciliation in our building blocks and ensures reconciliation is embedded in all facets of our business. All staff at PIRSA have a significant role in the delivery of our RAP if we are to proactively generate opportunities in partnership with Aboriginal peoples in this state. I am also pleased that our PIRSA leaders have committed to take the lead in driving its implementation across the agency. 8 Our vision for reconciliation PIRSA has the lead in ensuring the prosperity of primary industries and regional areas within South Australia. Our vision is that PIRSA is recognised by Aboriginal communities as an agency that has respectful long-term relationships and has created opportunities for Aboriginal peoples to participate in primary industries and regional development. Our commitment to reconciliation Through our RAP we will adopt practical approaches to ensure that results are sustainable, culturally sensitive and socially just. In collaboration with Aboriginal peoples we aim to build tangible change, particularly focused on creating opportunities that support Aboriginal South Australians to participate in and benefit from South Australia s economic prosperity. Our business PIRSA drives the South Australian Government s Premium Food and Wine Produced in our Clean Environment and Exported to the World economic priority. We also lead and coordinate South Australia s regional development agenda. Our RAP is aligned to the five building blocks that continue to drive our work: Build capability to ensure our regions support food, wine and fibre industries that are contemporary, efficient, competitive and resilient. Secure production to ensure that ready, reliable and sustainable resources are available for industry growth and development. Expand markets to ensure that South Australian food, wine and fibre products have unrestricted access to new and existing markets. Grow regions to ensure regional areas contribute to the economic strength and social fabric of South Australia. Perform well to ensure PIRSA is a modern, flexible and responsive organisation that values its people while delivering outcomes for South Australians. PIRSA is a department of the Government of South Australia. We have offices across 30 metropolitan and regional sites throughout South Australia. 9 Development of our Reconciliation Action Plan PIRSA recognises the key themes of reconciliation relationships, respect and opportunities. We have developed this RAP linking measurable targets to our Corporate Plan, South Australia s Strategic Plan and the State Government s strategic and economic priorities. Our RAP is a further step in demonstrating our genuine desire to respectfully engage and develop relationships with Aboriginal peoples that will deliver lasting results. We have developed our plan by: establishing an internal Reconciliation Working Group (RWG) representing all divisions and Aboriginal employees to focus on increasing participation reviewing our progress so far and identifying opportunities for further improvement using the skills and expertise within our agency to identify opportunities and build on relationships to explore future initiatives engaging and supporting Aboriginal employees to participate and provide feedback researching and identifying opportunities to connect Aboriginal enterprises and relevant industry stakeholders initiating and resourcing an Aboriginal Partnerships Unit (APU) to identify, pursue and support opportunities for Aboriginal South Australians to be involved in our programs and projects. The RWG supports each division in the agency to deliver targets and ensures the monitoring and evaluation of the RAP is communicated across the agency to build understanding and capability. The RWG also ensured the RAP was developed with input from the PIRSA Executive leadership team. The process was supported and facilitated by the APU with leadership and direction from the Chair of the RWG. Once drafted, the RAP was circulated for review by the RWG (including Aboriginal employees) and distributed to executive directors for internal consultation. PIRSA convened various discussions about the draft RAP with key PIRSA leaders in late 2016 and early 2017 (e.g. during Leaders Forum, Executive meeting and Managers Forum). PIRSA also sought feedback on our draft RAP from Reconciliation Australia, Aboriginal Affairs and Reconciliation Department of State Development (AAR-DSD) and Reconciliation South Australia. Our RAP is championed by our Chief Executive, Mr Scott Ashby. The Executive Sponsor of the RAP and Chair of the RWG is Mr Daniel Casement, Executive Director, Rural Solutions SA. PIRSA s RWG is an internal committee comprising representatives from across all levels and divisions of the agency (which includes one Aboriginal representative). Current vacancy (nomination pending) South Australian Research and Development Institute (SARDI) In addition to the RWG representatives above, all Aboriginal employees at PIRSA are invited and supported to participate by either attending RWG meetings or being included in the distribution of minutes and action items (this is optional). PIRSA is also mindful that in some organisations there can be too much responsibility placed on Aboriginal staff with development and implementation of RAPs at PIRSA it is expected that our Executive leaders and divisional representatives proactively lead and drive SEPTEMBER 2017 PIRSA STRETCH RECONCILATION ACTION PLAN PAGE 4

10 implementation of our RAP. PIRSA s Aboriginal Partnerships Unit (APU) also attends RWG meetings, providing support and advice to assist divisional leads with implementation. Through our RAP Sponsor and Chair, we also look forward to contributing to the new SA Government Reconciliation Network coordinated by AAR-DSD. In 2017, we will also explore the potential of establishing an external Aboriginal Advisory Group with key Aboriginal leaders and primary producers across South Australia. Recent highlights Over the past 12 months PIRSA has been committed to improving Aboriginal economic participation in South Australia. In partnership with the Indigenous Land Corporation, we are supporting new employment and economic development opportunities for Aboriginal peoples through the North-West Indigenous Pastoral Program. Through the South Australian River Murray Sustainability (SARMS) Irrigation Industry Improvement (3IP) Program, the Gerard Aboriginal Community has successfully developed an irrigated hay enterprise, which has longer term economic potential for the community. The SARMS Regional Development Innovation Fund is currently supporting the expansion of the native food industry in partnership with Aboriginal communities and business. We are making encouraging progress in terms of exploring new business partnerships with Aboriginal enterprises across the state. In , we contracted the services of six Aboriginal organisations and/or businesses to the value of $2.1 million for specialist project delivery services. We look forward to further opportunities to expand our support and procurement of South Australian Aboriginal business. In July 2016 we announced the establishment of the APU to provide leadership and support across the agency to increase our engagement, support all divisions to advance involvement of Aboriginal peoples in our business, and support the development and implementation of our new Stretch RAP. They also delivered two Aboriginal cultural awareness training (ACAT) programs for PIRSA Executive and managers in late This important development will shape the next phase of our ambitious ACAT Program that will be offered to our staff in They have also supported other divisions in PIRSA to progress opportunities in partnership with Aboriginal businesses and communities. PIRSA has made in-roads to address Aboriginal employment, having recently employed an additional eight Aboriginal people during We are also supporting Aboriginal people to complete tertiary studies through our PIRSA scholarship program and the SARDI bursary. In October 2016 we confirmed our commitment to the Aboriginal Fisheries Officer Career Pathway Program. The program has created four full-time positions for Aboriginal Fisheries Officers Trainees and one Traditional Fisheries Manager, with the overall aim to create meaningful career pathway options in the fisheries sector. For our 2017 to 2020 Stretch RAP, it is important we build on our success to date, implement our ambitious targets and continue to be agile in response to new opportunities as they arise. Reconciliation Working Group (RWG) Chairperson, RWG November 2017 Report on progress annually (June) 1.1 Development, endorsement and launch of the PIRSA Stretch RAP (including publishing the RAP on the PIRSA website, intranet site and the Reconciliation Australia website). 1.2 Publish the RAP on Reconciliation Australia website and PIRSA intra and internet sites. 1.3 Maintain a Reconciliation Working Group (RWG) comprising executive champions, Aboriginal representatives and divisional representatives from PIRSA. 1.4 The RWG will meet at least six (6) times per annum to drive the implementation of targets, monitor progress and share information on progress across divisions. 1.5 Continue to invite / welcome Aboriginal staff to participate in the RWG. 1.6 Review and update the Terms of Reference for the RWG. 2. Celebrate National Reconciliation Week (NRW) to strengthen and maintain relationships between Aboriginal staff and other staff Reconciliation Working Group Chairperson, RWG Outcomes achieved and reported on in July annually 2.1 Establish a subcommittee of the RWG to plan and implement the following: Two internal NRW events aligned with the NRW theme each year. Support one external NRW event that could include in kind support and/or partnering with community organisations. The service is endorsed and recognised as a professional development initiative and is promoted by PIRSA internally and externally. 4. Raise internal and external awareness of our RAP to promote reconciliation across our business and sector Reconciliation Working Group with support from Director, Engagement, Performance and Reform Chairperson, RWG February 2018 July). 4.1 Review and update a strategy to communicate our RAP to all internal and external PIRSA stakeholders. 4.2 Provide quarterly communiqués about the RAP and progress of the RWG to all PIRSA staff. 4.3 Prepare and promote at least three external reconciliation stories via PIRSA s internet or other relevant media platform. 4.4 PIRSA senior leaders are engaged and continue to deliver RAP outcomes. 5.
