Literature is still in English and in Italian, but it is in process of translation. It is recommended that translation is finished as soon as possible, because this would be facilitation for the candidates

It is recommended that for each module to determine the eact number of hours and credits and to increase the general number of hours especially in modules 3 to For provision of this training the centre has certified eaminer who carries out the role of trainer. It is recommended that centre certifies at least one teacher in capacity of trainer for EIPASS standard Recommendation agreed by the Panel on: Signed: (Chair of the Panel) PART 2: GENERAL OUTCOMES AND CONCLUSIONS GENERAL OBSERVATIONS ON THE VALIDATED QUALIFICATION AND/OR APPLYING INSTITUTION Verification of data and applications; While reading the documentation, the Panel has estimated that compilation/filling of validation form for qualification IT Operator has sufficient information with eception of some parts for which it has been requested from SEC to provide additional information. Management, coordinator of quality assurance and the whole staff of SEC DON BOSKO were cooperative during the entire time of the visit. Structure of Qualification and modules; Documents and materials used for training; While observing SEC Don Bosko, respectively the workshops of Information Technology, the work atmosphere is clearly seen and also the seriousness of candidates in these workshops. The environment of these workshops is very suitable for successful development of this training. Laboratories are complete with all equipment necessary for work starting from the computers and screens used instead of the projectors. Qualification is based on a modular structure in conformity with EIPASS standard. This program is divided into 7 modules and complies with the needs of labour market. Evidence for assessment, certification, tests; Panel has been provided sufficient evidence for placement test, modular tests and for the final test. In the placement test there is identified previous knowledge of the candidate and based on that the level of the candidate is known and which are the parts of modules needing more attention. All assessments, theory and practical ones are stored and are a part of candidate s portfolio. Candidate portfolio details and the training staff Panel has seen some portfolios of the candidates which have witnessed for the details of the tests, projects and other data. Trainer is certified as eaminer, but he plays the role of trainer. It is recommended that the centre have at least one certified trainer for the standard he uses, so EIPASS and the knowledge of trainer to be updated continuously.

3 Qualification for: IT Operator Computer rooms are used for theoretical and practical lessons as well meet the conditions where each candidate is equipped with a computer. Instead of projectors, static screens are used which are installed on the wall, but the visibility from the rear part of the rooms is difficult and these screens are small. Based on the level describers of National Qualification Framework and based on the number of credits, skills and competences obtained by the candidates and based on the international standards (ECDL Syllabus 5.0, ECDL BCS Qualifications and Scotland IT User Qualifications Portfolio) the Panel recommends validation and accreditation for level II of NQF. COMMENTS (IF ANY) ABOUT THE QUALITY OF INFORMATION/DOCUMENTS SUBMITTED WITH APPLICATION Director, management and the entire staff of the centre showed high readiness for provision of all information requested by the panel. MATTERS OF INTEREST (IF ANY) INCLUDING JUSTIFICATION FOR EVERY CONDITION PROPOSED BY THE PANEL Recommendation given by the panel for translation of the learning package is on interest of all, first of all on interest of candidates.

4 PART 3: EVALUATION OF QUALIFICATIONS AGAINST GENERAL VALIDATION CRITERIA APPLIED FOR ALL QUALIFICATIONS 1. QUALIFICATION PROPOSED FOR VALIDATION MUST BE JUSTIFIED. Qualification for IT Operator till now has been coordinated in regard to national and international standards. Program and learning package is drafted by EIPASS. The learning package is divided into 7 modules according to professional standards for Information Technology and has epectable objectives and outcomes. This program contains all forms of assessment as required by professional standard. Profile of "IT Operator" largely meets the criteria for validation. Sufficient evidence has been provided that verify this. Conditions provided by this centre are good, with a good environment, functional equipment, the number of candidates is appropriate for the training room and according to the criteria provided for vocational training. 2. QUALIFICATION OR MODULE HAS A CLEAR JUSTIFICATION WHICH MAKES THE GOALS, OBJECTIVES, OPPORTUNITIES FOR PROGRESS AND SUPPORT BY GROUPS OF INTEREST TO BE TRANSPARENT. The aim of this qualification is entering into labour market and has clear objectives, but there is possibility for much greater progress. There is no accurate measuring mechanism whether the main objective is being achieved, so that the certified candidates are available at the labour market and can find a job. 3. VOCATIONAL QUALIFICATIONS MUST HAVE SUPPORT WITHIN RESPECTIVE SECTOR. Vocational qualifications are in a satisfactory level, but there is space for improvement especially in additional training to update the knowledge obtained earlier. With the purpose of having the trainers within the sector highly professional, they must attend different trainings/seminars where they would be informed of the newest achievements in their field, and then this knowledge would be followed to the candidates. 4. QUALIFICATIONS MUST HAVE CLEAR SPECIFICATION OF THE CONTENT AND COMPULSORY, OPTIONAL OR CHOICE PARTS. IT Operator qualification is clear regarding national and international standards and is in modular form. Compulsory and optional parts are clearly specified for each module. 5. WHEN POSSIBLE, THE NUMBER OF TRAINING HOURS SHOULD BE INDICATED, NECESSARY FOR ACHIEVEMENT OF QUALIFICATION. Number of hours is indicated in curricula, disintegrated into practical, theoretical hours determined for evaluation, but it is recommended that the number of hours is determined for each module. 6. LEVEL OF QUALIFICATION AND VALUE OF CREDITS OF THE MODULES INCLUDED HERE ARE DETERMINED IN ACCURATE MANNER (SEE ANNEX B FOR INSTRUCTION ABOUT THE LEVEL OF QUALIFICATION). Level of qualification and value of hours and credits are determined for training, but are not determined specifically and clearly for each module.

5 7. INTRODUCTORY REQUIREMENTS FOR QUALIFICATION OR PREVIOUS KNOWLEDGE, ACHIEVEMENT OR EXPERIENCE ARE CLEAR. SEC in compliance with the Labour Law of the Republic of Kosovo has defined its standard for the age of participation. 8. SHALL NOT BE SUBJECT TO DIRECT OR INDIRECT DISCRIMINATION OR BARRIERS TO ACCESS. Base on the provided documentation and based on the discussion with the candidates it is obvious that there is no discrimination of any candidate of any form. 9. METHODS OF ASSESSMENT MUST BE: FAIR AND OBJECTIVE, FLEXIBLE, VALID, RELIABLE, TRANSPARENT; PRACTICAL AND WITH REASONABLE EXPENDITURES. Different methods are used for evaluation of the candidates, starting from continuous evaluation with the checklist, theory and practical tests. Based on analysis of these evaluation forms we can say that they are fully met. Tests are prepared by EIPASS system and the candidate is able to choose the language of testing in one of languages, English, Italian or Albanian. 10. WHEN POSSIBLE DESCRIPTION OF THE QUALIFICATION INCLUDES INDICATORS OR CRITERIA WHICH NEED TO PROVIDE VALID OBJECTIVE BASIS TO DISTINGUISH THE WORK ON ASSESSMENT OF VARIOUS CANDIDATES. Description of qualifications includes assessment criteria which during the assessment procedure of the candidates ensure achievement of targeted objectives for each module. 11. DRAFTED QUALIFICATION MUST HAVE TECHNICAL QUALITIES AND RIGOROUS CONTROL OF QUALITY ASSURANCE. Based on the general analysis of the learning package, tests for assessment and practical assignments, it has been concluded that the quality is in satisfactory level. However it is recommended that the involved persons in drafting and translation to give more space especially to the trainers of this area. It is worth mentioning that SEC management is very active at quality improvement of the provided trainings. 12. SYSTEM OF DOCUMENTATION FOR QUALIFICATION MUST BE SUITABLE AND INCLUDE SUFFICIENT EVIDENCE FOR VERIFICATION OF INDIVIDUAL ACHIEVEMENTS OF THE CANDIDATES. Based on provided evidence by SEC, and based on interviews conducted in the centre, it has been seen that there are sufficient documents for verification of candidates achievements for qualification. Each candidate has the file where the entire necessary documentation is systemised from the beginning of the training until the end. However it is recommended that the system of documentation is also in electronic version and based on a centralised system, but with decentralised roles.

6 PART A: QUALIFICATIONS BASED ON SCHOOL WHICH COMBINE VOCATIONAL AND GENERAL EDUCATION ASSESSMENT OF QUALIFICATION AGAINST SPECIFIC CRITERIA OF VALIDATION 1. QUALIFICATION OR MODULE IS COMPARABLE WITH QUALIFICATION OR MODULE OF GENERAL EDUCATION ON THE SAME LEVEL, INCLUDING CONTENT WITH THE GENERAL EDUCATION, COMPLEXITY AND LEVEL OF DIFFICULTY OF THE VOCATIONAL CONTENT. 2. QUALIFICATION OR MODULE FOR WHICH THERE ARE NO NATIONAL STANDARDS MUST BE DEVELOPED THROUGH A PROCESS BASED ON ANALYSIS OF THE OCCUPATION AND TO MEET THE NEEDS IDENTIFIED IN INDUSTRY OR SECTOR. 3. QUALIFICATION LINKED WITH ONE PROFILE BASED ON LEARNING REQUIREMENTS FOR ONE OCCUPATION OR GROUP OF OCCUPATIONS INCLUDING NATIONAL OCCUPATIONAL STANDARDS FOR THE OCCUPATION OR THE GROUP OF RESPECTIVE OCCUPATIONS. 4. CONTENT OF QUALIFICATION IS EXPRESSED WITH MEASURABLE OUTCOMES OF LEARNING, WHICH PROVIDE CLEAR LEARNING GOALS AND MUNST NORMALLY BE DESCRIBED IN MODULAR FORM. 5. QUALIFICATION INCLUDES DETAILED DESCRIPTION OF ASSESSMENT PROCEDURE OF THE PRACTICAL PERFORMANCE ALONG WITH ALL OTHER REQUIRED EVIDENCE. 6. QUALIFICATION ENABLES THE CANDIDATE TO PROGRESS TOWARDS EMPLOYMENT OR OTHER POSSIBILITIES OF CONTINUOUS EDUCATION. 7. QUALIFICATION HAS BEEN DRAFTED TO ENABLE PROGRESS TO OTHER QUALIFICATIONS, BE THEM IN THE SAME FIELD OR OTHER RELATED FIELDS.

7 8. QUALIFICATION HAS THE SUPPORT FROM RELEVANT STAKEHOLDERS OF EDUCATION AND LABOUR MARKET, INCLUDING KAAP.

8 PART 4 B: QUALIFICATION OF VOCATIONAL TRAINING BASED ON NATIONAL VOCATIONAL STANDARDS ASSESSMENT OF QUALIFICATION AGAINST SPECIFIC CRITERIA OF VALIDATION 1. QUALIFICATION IS LINKED WITH NEEDS IDENTIFIES IN INDUSTRY OR SECTOR. This qualification has been built based on EIPASS standard and complies with the information collected from the labour market. However the analysis must be more specific and identified as frequently as possible and clear evidence must be provided regarding analysis. 2. QUALIFICATION IS BASED ON RELEVANT NATIONAL OCCUPATIONAL STANDARDS DEVELOPED THROUGH PROFESSIONAL ANALYSIS AND APPROVED BY KAAP. Qualification is mainly based on standard defined by EIPASS. 3. QUALIFICATION IS DIRECTLY LINKED WITH OCCUPATION OR GROUP OF IDENTIFIED OCCUPATIONS. Based on the analysis of classification of occupations, conclusion has been reached that this qualification is connected directly with some other occupations especially with those of business administration, electronics etc. 4. QUALIFICATION FROM MODULES WITH CONTENT EXPRESSED IN MEASURABLE RESULTS OF THE ACHIEVEMENTS EXPRESSED IN MEASURABLE RESULTS OF THE ACHIEVEMENTS WHICH PROVIDE CLEAR LEARNING/TRAINING GOALS. In the content of the curricula is clearly seen the goal of this qualification, the results and achievements have well been specified as well. This is also fulfilled by the learning package provided in modules. 5. QUALIFICATION INCLUDES DETAILED DESCRIPTION OF PRACTICAL PERFORMANCE ASSESSMENT PROCEDURE, ALONG WITH THE QUANTITY AND TYPES OF REQUIRED EVIDENCE. Evidence required for performance evaluation has been provided. Based on the analysis, it is concluded that these procedures have been fulfilled. 6. QUALIFICATION ENABLES THE CANDIDATE TO PROGRESS TOWARD EMPLOYMENT OR OTHER OPPORTUNITIES OF CONTINUOUS EDUCATION WITHIN EMPLOYMENT. Certification is evidence that the candidate has been trained and is ready to enter the labour market. However the centre does not have any mechanism which collects feedback from the certified candidates whether they could find a job or not ecept in cases when time after time candidates come and epress their gratitude.

9 7. QUALIFICATION HAS THE SUPPORT FROM RELEVANT STAKEHOLDERS OF EDUCATION AND LABOUR MARKET, INCLUDING KAAP. Qualification has the support from the government of the Republic of Kosovo (Ministry of Labour and Social Welfare and the Ministry of Education, Science and Technology) and different donors. PART 4 C: QUALIFICATIONS OF VOCATIONAL TRAINING BASED ON PROFESSIONAL STANDARDS WHICH HAVE NOT BEEN APPROVED IN NATIONAL LEVEL ASSESSMENT OF QUALIFICATION AGAINST SPECIFIC CRITERIA OF VALIDATION 1. DEVELOPER OF QUALIFICATIONS MUST PROVIDE SUFFICIENT EVIDENCE TO DEMONSTRATE THAT THE PROPOSED QUALIFICATION IS BASED ON THE REAL NEEDS OF THE LABOUR MARKET E.G. LINKED WITH THE NEEDS OF ANY PARTICULAR OCCUPATION, OR SKILLS AND KNOWLEDGE IDENTIFIED DURING EXERCISING OF ANY OCCUPATION. 2. QUALIFICATION FROM MODULES WITH CONTENT EXPRESSED IN MEASURABLE RESULTS OF THE ACHIEVEMENTS EXPRESSED IN MEASURABLE RESULTS OF THE ACHIEVEMENTS WHICH PROVIDE CLEAR LEARNING/TRAINING GOALS. 3. QUALIFICATION INCLUDES DETAILED DESCRIPTION OF PRACTICAL PERFORMANCE ASSESSMENT PROCEDURE, ALONG WITH THE QUANTITY AND TYPES OF REQUIRED EVIDENCE. 4. QUALIFICATION ENABLES THE CANDIDATE TO PROGRESS TOWARD EMPLOYMENT OR OTHER OPPORTUNITIES OF CONTINUOUS EDUCATION WITHIN EMPLOYMENT.
