1 CITY OF ANTIGO POSITION VACANCY LIBRARY DIRECTOR The City of Antigo is seeking a full-time Library Director for its joint City/County Library. This includes a main library within the city limits along with three branch libraries situated throughout Langlade County with a population total of 19,575. The Library Director is responsible for the operations of the library and the development and implementation of its service programs, including (A) assisting the board with strategic planning and policy development, and managing all library resources, including human resources; (B) organizing the acquisitions, access, storage, and control of collections; (C) designing and implementing services and programs for all users of all ages; and (D) overseeing the maintenance and safety of the library building and grounds. The library director hires and supervises all library staff and volunteers and oversees a budget of approximately $680,000. The library director will work under the general direction and policy of the Antigo Public Library Board of Trustees. This is a professional position that requires the applicant to meet the minimum qualifications of a certified Grade 1 Librarian in the State of Wisconsin with the ability to maintain that certification throughout tenure as Library Director. The ideal candidate is someone with three years of progressively responsible public library experience or five years of experience in a service institution with comparable demands and responsibilities: i.e. staff supervision, working directly with the public, working with governing boards or bodies. This exempt position has a starting salary of $58,000 - $64,500 annually, depending on qualifications, plus an excellent benefit package. The City offers health insurance and is a member of the Wisconsin Retirement System both of which would begin on the date of hire. Life insurance for the employee, along with spouse and dependent coverage, is available. Sick leave, vacation, and holiday pay are also included. The successful candidate may expect to work a minimum of 40 hours per week at the library to include some night meetings and Saturdays as needed, along with other municipal and library system meetings. 2 Subject to final Library Board Approval General Description Library Director Antigo Public Library City of Antigo Grade 11 The library director is responsible for the operations of the library and the development and implementation of its service programs, including: (A) assisting the board with strategic planning and policy development, and managing all library resources, including human resources; (B) organizing the acquisitions, access, storage, and control of collections; (C) designing and implementing services and programs for users of all ages; and (D) overseeing the maintenance and safety of the library building and grounds. The library director hires and supervises all full-time staff and volunteers who work in the library. The library director oversees and assists the assistant director with the hiring of all part-time staff. Supervision Received This position works under the direct supervision of the Antigo Public Library Board of Trustees. Specific Responsibilities The responsibilities listed below include two categories: (1) the Essential Duties and Responsibilities (E) which are absolutely necessary for the library staff to function; and (2) Peripheral Duties (P) which should be performed, but could be assigned to another employee if necessary. Each of the duties below is assigned either an (E) for Essential or (P) for Peripheral. Administrative Duties o (E) Maintains prompt, predictable, and regular physical attendance. o (E) Maintains ability to lawfully operate designated motor vehicles at all times that duties are performed. o (E) Maintains the ability to travel throughout and enter all different properties in the jurisdiction. o (E) Provides truthful and accurate written and verbal communications. o (E) Delegates responsibilities to staff and train specific staff to back-up Director in some routine or daily tasks such as coding bills for payment and other tasks that must be completed in the Director s absence. o (E) Ensures that all staff receive training deemed necessary by the City of Antigo o (E) Drafts and recommends policy to the Library Board for approval and plans for the implementation of public library goals and objectives as established by the Board. o (E) Evaluates and administers library services such as circulation, reference, children s programming, community outreach, and public information. o (E) Negotiates contracts with vendors for necessary services. o (E) Provides staff support to the Board of Trustees by assisting with meetings, preparing reports and agendas, and implementing policy as voted on or directed by the Board. o (E) Facilitates the development and implementation of the library s long-range service plans. o (E) Prepares statistical reports on finances, acquisitions, collections, state annual reports, etc. using spreadsheets, databases, word processing and other specialized software. o (E) Develops proposals for grants, from both public and private sources when available and applicable to the library s needs. 3 Subject to final Library Board Approval o (E) Continually investigates the value, costs, and logistics of adding library services, new media, and new technologies in order to keep the library current and proactive in its service provision to the public. o (E) Conducts ongoing evaluations of existing library programs, services, policies, and procedures, and submit recommendations for improvements to the Library Board. o (E) Attends various City and County committee and Council meetings when requested o (P) Serves as the Secretary to the Board of Trustees and Foundation o (P) Performs other duties as assigned Collection Management o (E) Directs the development, maintenance and efficient circulation of the library collection of books, periodicals, recordings, films, and a variety of other library materials. o (E) Maintains up-to-date collection based on patron needs. o (E) Develops and maintains a regular weeding schedule. Supervises and participates in the periodic weeding of collections and supervises deletions from the library s holdings. o (E) Maintains an accurate and up-to-date database of user registrations and activities, including information adequate to support reimbursement requests for nonresident borrowing. Personnel Management o (E) Assigns duties, defines responsibilities, establishes lines of authority, delegates work, and directs the training of the library staff. o (E) Recruits, selects, hires, supervises, evaluates, and terminates if necessary, library staff in conformity with library policy and state and federal law. o (E) Meets with Assistant Director on a regular basis to review personnel and management issues. o (E) Holds monthly staff meetings to encourage staff involvement, participation, and idea development; communicates necessary information and decisions with staff, as appropriate. Facilities Management o (E) Directs the development, and assigns repair and maintenance of the Library building to the maintenance manager or outside vendor as needed. o (E) Evaluates and develops plans for effective allocation and utilization of building space to meet the changing needs of the Library. o (E) Ensures that the library environment is pleasant and conducive to study and learning. o (P) Ensures that the facilities and services are easy to use and meet patron needs. Community Outreach o (E) Directs the operations of Support Services, Customer Service, and Children s and Outreach services. o (E) Promotes Outreach and Branch library services throughout the county. o (E) Confers with State and System agencies, library consortia, other public libraries, corporations and community groups in the development of library programs for the public. o (E) Supervises coordinating interlibrary program efforts. (E) Represents the City, County, Library Board of Trustees, and the public it serves in the library consortium, V-CAT. o (E) Represents the Library on local, county, system, and state committees and serves as the City s and County s authority on library issues. Informs and advises the library board as to developments in the library field. o (E) Prepares news releases and submissions to the media to announce new or special services and events that spotlight the library. o (E) Assists and guides local volunteer groups who wish to help with library promotion, fundraising, and enhancement of services. 4 Subject to final Library Board Approval Finances o (E) Prepares the draft of the annual library budget for board discussion and approval o (E) Participates in presentations and explains, as necessary, the proposed budget to the Library Board of Trustees, Antigo City Council, and Langlade County Board of Supervisors. o (E) Receives and expends library funds according to the established guidelines, and maintains accurate and up-to-date records showing the status of library finances. Computer-Related Responsibilities o (E) Supervises personnel s functionality and maintenance of Local Area Network (LAN) and related computer equipment. o (E) Supervises the development of software usage documentation and the troubleshooting of computer-related problems. o (E) Coordinates the work of the Technology Task Force; writes, updates and maintains the library s Technology Plan; and makes hardware and software recommendations to the Board of Trustees. o (E) Understands the V-Cat automation software sufficiently to train staff, recommend enhancements and participate in consortium-level decision making. o Web Site and Social Media Development and Maintenance: o (E) Promotes access to and use of electronic resources through the web site o (E) Supervises staff in the updating of web pages as assigned o (E) Promotes the public s use of the library web site as a source of current information about the library and the community o (P) Develops and upgrades the library s web site, using up-to-date technology and software to enhance content, accessibility and functionality o (P) Incorporates new technology with broad appeal to the general public, including social media Knowledge, Skills and Abilities Administration o Ability to establish and maintain an effective working relationship with employees, Library Board, elected officials, library patrons, members of the community, and peers within other municipalities. o Knowledge of public library philosophy, principles, and procedures which will allow effective recommendations to the board and sound decision making when faced with a wide range of circumstances. o Ability to communicate effectively, both verbally and in writing with a wide range of employees, management, elected officials and the community using diplomacy and tact. o Working knowledge of applicable federal and state law. o Thorough ability to administer the activities of a public library and to supervise the work of others. o Ability to read and comprehend print information, including technical, statistical, and financial information. o Ability to work with governing boards, community groups, and elected officials, and make presentations to them. o Ability to establish and maintain proper priorities and meet deadlines. Finances o Strong competence in administering and developing a complex budget incorporating multiple sources of revenue with varying legal limitations. o Ability to make decisions in an environment of limited resources and competing claims. Work Environment In the normal course of work this position is typically exposed to an office setting and the main library which may be moderately quiet or at times become moderately loud and active. There are frequent time pressures placed on this position including rushed jobs, urgent deadlines, and other similar time pressures. There are frequent time interruptions including telephone calls, visits from staff or patrons and other distractions. Special Requirements o Must possess current, valid driver s license.
