1 Charter School Administrative Services Fee Schedule Lake County Schools For the School Year
2 A: Contract Management Services Definition: The processes required to cover the entire contract lifecycle,, including, but not limited to contract development and negotiation, monitoring of contract, renewal, nonrenewal and termination. Application review Renewals/terminations/modifications Review of audits Liquidation of assets after expiration/termination Monitoring site visits Monitoring of: o fixed assets/inventory o monthly finance reports o start-up grant financial reports o corrective action plans/financial statements o compliance with contract, state, and federal requirements o compliance of conversion charter capital outlay expenditures to ensure School contributes 100% of the 5% administrative fee which is greater than the state capital outlay projects limit. B: Curriculum Services Items that the district provides under the Charter Contract as part of the administrative fee: State DA Timelines and Requirements (based on School DA Category) Monitor Title I for participating eligible schools Monitoring of third grade promotion NCLB School Choice notification Services LCSB may contract to provide at their sole discretion, costs determined as per attached fee schedules: Instructional Review and/or Classroom Walkthroughs Professional Development and Training Onsite Planning and Support in meeting State DA Timelines and Requirements DART Model AYP Subgroup Targets and Trends Data Analysis DA Checklist, DA Mid Year Narrative, and SIP Support Staff Development 1 Lake County School Board Board Approved: 06/13/11
3 Other requested curriculum services Student Services (Psychologists/Social Workers) Teenage Parent Program Services C: Financial Services Definition: The processes required to provide fiscal monitoring services, disbursement of applicable funds and reporting for charter schools. Monitoring of Federal and State Grants where the District is the LEA (Title I, Title II, IDEA) Calculation of prorated federal and state grants funding or goods and services (i.e., Title I, IDEA, Title II) Coordination and disbursement of Florida A+ School Recognition monies Coordination and disbursement of Florida Teacher Lead monies Coordination and disbursement of K-12 Reading monies Review and approve charter capital outlay plans Calculation and distribution of prorated FEFP funding D: Full-time Equivalent and Data Reporting Services Definition: Information on the processes, procedures and training needed to ensure that charter schools can accurately and timely report their FTE to receive payment for students taught at their charter school site(s), as well as additional data reports as required by state and federal guidelines. It is the Sponsor s responsibility to upload the information as required to assure processing at the state level. Monitoring to ensure FTE is completed Reports on student data Access to FTE correction window FTE Correction Training FTE reports FTE monitoring One access point to connectivity hardware/software to facilitate reporting Reporting SES to state Access to state reported data student performance Charter school demographic data capture and reporting for DOE 2 Lake County School Board Board Approved: 06/13/11
4 Training and support for all survey reporting E: Exceptional Student Education Administration Services Definition: Those services that are required to be performed at the district office as part of the central office administration processes for ESE Services. For example, IDEA grant applications, processing of payments for reimbursements to schools, scheduling LEA facilitator at schools, etc. Monitoring 504 implementation Development and monitoring of corrective action plans for charter schools not complying with ESE IDEA requirements ESE training Monitoring matrix Completion of matrices LEA training ESE Specialist training Very Special Arts (as long as it is funded through IDEA grant funds) Services LCSB may contract to provide at their sole discretion, costs determined as per attached fee schedules: Itinerant ESE teacher services F: Planning, Evaluation and Accountability Services Definition: Ordering, receiving delivery, distribution and payment for state-required or district required student assessments. Includes payment of costs of state-required or district-required student assessments; these services shall be provided by the Sponsor to a charter school in the same manner provided to other public schools in the district. 5 School Grade and AYP appeal submissions Training for state and district required online assessments Accountability Membership and assessment corrections and verifications Monitoring of Graduation Rate and Accountability Data review and approval of School Improvement Plans Oversight of School Advisory Council membership and requirements Services LCSB may contract to provide at their sole discretion, costs determined as per attached fee schedules: Planning, Evaluation, Accountability Services o Generation of reports o Progress monitoring o Delivery and pickup of assessments o Data reporting and analyzed results o Tech support for on-line assessments o Optional training for school improvement, accountability and assessment o Non-mandated end of course exams o Non-mandatory training o Climate surveys o Data reports for school and student performance Accreditation membership fees as related to district accreditation (conversion charter schools) Edusoft (District s Instructional Management System and test item banks) FCAT Star OLSAT (Test) SAT10 (Test) G: School Lunch Services Processing of Free and Reduced Lunch (FRL) applications Access to bulk purchasing Existing Food Service contracted services may be continued at the sole discretion of the Sponsor under separate contract. 4 Lake County School Board Board Approved: 06/13/11
6 H: Processing of Teacher Certificate Data Services Definition: To take the completed teacher certification documents through the prescribed data services procedures in order to transmit these documents to the Florida Department of Education for the purposes of teacher certification. Processing and monitoring of teacher certification The District provides fingerprinting and background checks to conversion charter school personnel at the rate of $81.25 for the provision of this service. This service may be provided at a comparable rate for non-conversion schools. I: Information Services Definition: Information services including equal access to student information systems that are used by public schools in the district in which the charter school is located. Training, support, access monitoring and documentation for TERMS FASTER for monitoring student/bright Futures transcripts, and Talented 20 transmissions Permanent Records Training and corrections FTE projections, Verification and transmission to DOE Student Information Corrections Posting of test scores Next Center Assistance J: Transportation Services Existing Transportation contracted services may be continued at the sole discretion of the Sponsor under separate contract. 5 Lake County School Board Board Approved: 06/13/11
7 Services district is required to provide: K: Other Services Facilities report submissions to the Department of Education FISH Calculation submissions to the Department of Education Access to surplus materials Service district provides as per charter contract: Charter school access to order from the warehouse at actual cost (includes overhead expenses) Safe Schools support Health and Safety inspections for conversion charters Process student accident reports for conversion charters L: Human Resource and Information Technology Services for Existing Conversion Charter Schools As a result of the employment relationship with the five existing conversion charter schools, these employees are LCSB District employees. As such, the services provided are those provided to all District employees and include the operation and support costs of Human Resources, Employee Benefits, Worker s Compensation and Information Technology. The allocation of these costs are calculated and distributed in an appropriate pro-rata share. Services to all employees may be modified at the sole discretion of the School Board.
