12 Job creation for workers is one of the main objectives of the socio-economic development policy of Vietnam, especially in the context of Vietnam s deeper integration into the world economy. Vietnam is one of the first two countries in the world was selected by the International Labour Organization (ILO) to deploy UN s instruments to integrate employment and decent work program. In Vietnam, since 2001 up to now, the DWCP has been developed and implemented, the program has been effectively integrated with other national programs for jobs creation and contributed to economic restructuring, labor structure, provided job training with job creation for many thousands of employees each year. In recent years, along with the achievements of the economy, employment problems of Vietnamese workers have seen encouraging results, annually, jobs were created for 1.5 to 1.7 million workers, reducing the urban unemployment rate to 3.51% in 2014.
