They achieve this through a programme of newsletters, regional workshops on a wide variety of topics, a members conference, an annual international Congress, online forum, provision of downloadable resources and by involving users in the process of feedback to OGC via APMG and TSO. The first problem is that assessment of value is subjective and dependent on the needs of the consumer of the goods and services being provided. OGC's new guidance Management of Value (MoV), proposes a definition of value that embraces both monetary and nonmonetary benefits and argues that its subjectivity increases the need for value to be actively managed. The problem is not new and neither is the solution but maximizing value is rarely done successfully. This guidance provides a method, supported by techniques, for allocating scarce funds as effectively as possible. It demonstrates that decisions based on its outcomes maximize value. MoV: Overview The guidance offers a way of defining value and is structured around three concepts: principles, themes and processes. The principles are based on experience and tried and tested practices and successful value management is unlikely if these principles are not adopted. These are supported by themes that are continuous activities that need to be carried out to ensure that application of the principles delivers the promised value. The approach has a structure defined by a set of processes. These start with using specialist techniques to supplement the business case, describes how the right information should be gathered analyzed and processed, examines how to build proposals for improving value and looks at ways of incentivising delivery and monitoring benefits.
