2 Launched in 2001, without membership allows for full use of IEC s 100% electronic environment; Affiliates expressed need for a Forum in 2008 only. Objectives: (i) Create awareness and encourage use of IEC IS in developing countries; (ii) Help developing countries to participate in the work of IEC, (iii) Facilitate adoption of IEC IS as national standards. 2

3 3 The WTO in its TBT Agreement recommends its members particularly the developing countries to use IS rather than regional or national ones. I believe that we should create confidence in the governments and consumers of Affiliate countries in International Trade aspects. Expend efforts on standards conformity activities on product imports & exports, to enable users to enjoy secure and safe supplies with better choice of electrical and electronic products. The first step therefore is the adoption of the IEC International Standards. On this much had been said in the past Forums.

4 4 In 2011 at IEC GA Melbourne, CAB was requested to extend cooperation and put their Assistance Plans into concrete actions Particularly those of Training and Accessing free Test Reports of Labs and QC institutions. Placed emphasis on Tutorial approach and Twinning arrangements to help us better understand the benefits the system provides under Conformity Assessment certification schemes. IEC Members to help Affiliates via ACAS was also suggested which materialized with the launching of the programme in August 2013.

5 ACP team consulted Executive Secretaries of IECEE and IECEx in person and solicited necessary cooperation and assistance. In OSLO IEC/GM, I and Mrs Françoise had face-to-face meeting with the CAB Chairman and Secretary and decided that ACP Secretariat to prepare draft proposal to enhance Affiliates participation in IEC CA works by February As planned, Françoise met IEC GS, ESs of IECEE & IECEx/IECQ and the CAB Chairman to discuss results of the questionnaire in which 52 affiliates responded. 5

6 6 The proposal, after several revisions incorporating comments from WG 11 members, is titled Proposed IEC Affiliate Conformity Assessment Status (ACAS) package. The outline of the package including survey can be accessed for information and use. The package identifies three Tiers or Development levels depending upon a country s progress level. This further leads to knowledge levels and then to Learning Modules. As the package is focussed on the stated needs of the Affiliates, the right of access to ACAS comes through demonstrating the required level of knowledge. Although the packages come free of cost the effort is not.

7 7 To obtain ACAS package, affiliates will have to apply with commitment to recognizing IEC CA Certificates issued within the IEC CA systems. Existing IECEE Affiliates will be granted ACAS and have a year to commit to recognizing IEC CA Certificates. The package will be implemented in two phases of Learning Modules Module A and Module B including participation in the IEC Systems, Regional Events, and Assisted Collaboration. 8 In 2009, an excellent idea of Mentoring approach for Affiliates came into being. The Sole Objective was to establish functioning NECs and increase their participation in the IEC works. Since this idea remained theoretical, ACP team renewed the request at OSLO 76th IEC GA to the SMB members on the urgent need for a mentoring programme for Affiliates. The submission was much appreciated. During the GM meeting, the Affiliate team and the IEC Regional Officers from Singapore and Sao Paulo worked closely to set up a framework for mentoring scheme. 8

9 9 Dialogue 17 had thus been generated and sent to 82 countries to get the feedbacks on specific needs of each country. ACP Secretariat worked closely with our regional office in South East Asia and Latin America to put in place a framework for Mentoring Programme. The Framework identifies Affiliates into four audience groups (1)-(4) in accordance with progress achieved by a country. AFF Group 1 Affiliate Plus countries with NECs established and 50 or more IEC IS adoptions. Will receive Mentoring by a mentor at Management and Technical levels of IEC NCs and TCs.

10 AFF Group 2 Affiliate countries with NECs established but less than 50 IEC IS adoptions. Similar interventions as provided for, to the Group 1 except that it has no priority to receive a Mentor from IEC NC or TC. AFF Group 3 Active countries without NECs and with or without IEC IS adoptions. Since they do not qualify receipt of Mentor from IEC NC or TC, Affiliate Team and Regional Coordinators will provide trainings etc at Management levels with support from TISS. AFF Group 4 Passive Countries that have not yet started use of the ACP. Affiliates team is tasked to provide basic training with support from Regional Coordinators. 10

11 11 Overview: Two Levels Management and Technical Management help set up Mirror Committees and reinforce NECs by Mentor / Volunteer of IEC NC / TC for Group 1 an 2 respectively. Technical amongst others will focus upon, organizing Mirror Committee meetings; Commenting process on Technical documents, and Guidance for understanding Requirements in the Standards. Only AFF Group 1 and 2 will receive mentoring from IEC TC and NC for these levels. Additionally, adoption trainings (including basic training for group 4) will be provided by Affiliate team and RCs for groups 2,3 and 4.

13 13 July 2013, Rwanda NEC requested to benefit from IEC Mentoring Programme. July 2013, Mentoring agreement signed between Austria and Rwanda. September 2013, Mentoring activities begin. Mentoring activities planned: Reinforcement of the existing NEC Adoption of IEC International Standards Establishment of mirror committees of the IEC Commenting on IEC draft standards October 2013, Affiliate Forum: Rwanda and Austria invited to share their experiences.
