1 MYANMAR: Proposal of interagency assistance in the area of trade and related issues The trade and trade related assistance operations presented in the attached Matrix reflect the consultations held by the with Ministries and the representatives of the business sector since 2012, and in particular during the mission of the Inter Agency Cluster on Trade and Productive Capacity 1 to Myanmar in February During the mission, the Cluster met with the Government to examine several areas of economic policymaking where the Cluster's can combine their expertise and provide coordinated assistance. The proposed joint action plan aims at defining coordinated assistance to support Myanmar to fully integrate the world trading system. It encompasses multilateral and regional trade policies, the effective use of LDC support measures, industrial policies, the support to small and mediumsized enterprises, tourism promotion, national infrastructure, agro industry development, and energy efficiency. The proposed action plan will be fully articulated with the Enhanced Integrated Framework (EIF) 2 process. The preparation of the Diagnostic Trade Integration Study (DTIS) is included as one of the components of this interagency proposal. In close consultation with the United Nations Resident Coordinator Office in Myanmar, cooperation with the World Bank and the Asian Development Bank is also planned. The proposed matrix, divided in four main outputs presented in a logical and sequenced manner from the macroeconomic to the microeconomic levels aims at ensuring coordination and complementarities among the expertise as well as alignment with the Myanmar national development priorities and requests. The outputs include ongoing activities with corresponding available earmarked resources for as well as an indication of funds to be mobilized to ensure full implementation of the assistance proposed in a coordinated and coherent fashion. The Donors are invited to contribute to the individually (see matrix column earmarked for ) or support the proposal as a whole (see column below Funds to be mobilized ) through the establishment of a Multi Partner Trust Fund (MPTF) or through Specific Contributions 3. Donors also have the possibility to softly earmark funds by outputs. Enhanced Integrated Framework (EIF): 3 The Specific Partner Contributions (SPCs) are direct contributions to one or more given by one or several donors to support interagency coordination. The Multi Trust Funds (MPTFs) are established through a generic multitier governance structure (developed by the United Nations Development Group) involving the representatives of the United Nations system, national governments and donors. The SPCs and MPTFs are complementary to support joint operations.
