1 Centre for Rail Skills National Occupational Standards for the Maintenance and Repair of Traction and Rolling Stock March 2003

2 Introduction This document sets out the work done on the revised CFRS National Occupational Standards for Engineering as they relate to the Maintenance and Repair of Traction and Rolling Stock. The workstream members have taken, as the basis of their work, the Engineering Competence Standards (ECS) that have been issued by the Occupational Standards Council for Engineering (OSCEng). This is in common with the rest of the engineering workstreams within the rail industry and the engineering sector in general. It should be noted that there is a set of Standards, that take account of maintenance and repair activities, at N/SVQ Level 2 and at Level 3. The reader should note that each unit/component shows the original ECS component number after the title. The inclusion of the ECS number is to allow all of those involved in the assessment and recording of competence process (now and in the future) to trace the contextualised component back to its source. Where a number of components have been grouped into elements of a new unit, a new unit title shown. 2

3 Explanatory Notes on the Structure and Content of the Standards Each standard (element or single element unit) begins with a brief summary (immediately following the title). This is a short statement that is designed to give the reader a clear idea of what the standard is about. The summary is not part of the standard but it should assist Assessors and Candidates to decide if the unit is appropriate for the functions that need to be assessed. The Performance statements list the activities or functions that a competent employee (the Candidate) must be able to do. All of the performance statements must be completed satisfactorily before competence can be confirmed for that Standard. The detail contained in the Scope of the standard that appears after the performance statements is meant to define the breadth of application of the statement/s. It seeks to provide information about the type of activities that should (or must, in some cases) be performed by the Candidate so that enough valid evidence is provided to confirm competence. Also the scope will provide guidance, where appropriate, about the level of responsible and/or authority of the Candidate. The scope should also guide the Candidate and his/her Assessor in terms of identifying examples of jobs/tasks that will provide opportunities for the generation of valid evidence. The Knowledge requirements set out the level of understanding that a Candidate must have if they are to perform their work safely and acceptably. A reference to an Act or Regulation does not mean that the Candidate is expected to have a detailed knowledge of its contents. Rather they are expected to have an adequate understanding about how those Acts and Regulations impact upon their work role AND any specific responsibilities that they have under their terms. The knowledge requirements are linked to the performance statements. In many cases it can be safely inferred that the performance evidence produced by the Candidate meets the knowledge requirements. In other cases questioning will be needed to ensure that the knowledge requirements are met. 3

4 Glossary of terms In order to avoid misunderstandings, and to help provide a common basis for assessment, the following words and terms shall be deemed to have the meanings shown for the purposes of these Standards. It is not the purpose of this glossary to define technical engineering terms. Rather the glossary is concerned with helping to clarify words or terms that are associated with the writing of Standards and the principles of assessment, and evidence gathering. This glossary should be read in conjunction with the earlier Explanatory Notes. Words such as appropriate, relevant and suitable shall be taken as meaning the right thing to do or to use. Where there are approved methods set down, or specified people to be contacted, or particular equipment to be used, then these words must be interpreted as meaning compliance with those requirements. For example, in unit (PS b) Follow the relevant maintenance schedules means that the schedules to be used will be those that are specified by the company for the type of maintenance required and for the traction and rolling stock components concerned. If the employee/candidate faces a situation where the action to take, or the way in which a task should be carried out, is not specified, then due consideration must be given to known good practice and/or the application of common sense. The term appreciation is used in a number of the Evidence Requirements. When used here the term means that the employee/candidate must satisfy the assessor that he/she is aware of the value, purpose and importance of the issue or item concerned. It does not mean that the employee/candidate has to provide evidence of detailed knowledge and understanding of the issue or item. Abbreviations The following abbreviations are used in one or more of the Standards. Their full meanings are generally understood within the industry but to avoid any misunderstanding they can be taken as meaning: T&RS Traction and Rolling Stock COSHH Control of Substances Hazardous to Health N/SVQ National and Scottish Vocational Qualifications HR Human Resources 4

10 TRS 201: DEAL WITH STRAIGHTFORWARD DEFECTS IN TRACTION AND ROLLING STOCK ASSETS BY ADJUSTMENT TRS 201.1: Carry out routine adjustments to traction and rolling stock assets and components using simple engineering processes and techniques (CFRS/ECS 5.02) Summary This covers the adjustments made to traction and rolling stock assets and components to meet operational specifications. Performance statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Follow the appropriate operating specifications for the equipment being maintained c Carry out adjustments within the limits of your personal authority d Make the required adjustments in the specified sequence and in an agreed time scale e Confirm that the adjusted equipment meets the required operating specification f Report any instances where the equipment fails to meet the required performance after adjustments or where there are identified defects outside the required adjustments g Maintain documentation in accordance with organisational requirements Scope of the standard 1. The level and extent of responsibility includes both your own safety and that of work colleagues. Where necessary authorisation must be obtained before work is carried out. You will be expected to work within approved procedures and specifications and will be responsible for the quality of your completed work. 2. The assets or equipment to be adjusted will cover all aspects of traction and rolling stock. They could include: Mechanical components and assemblies Electrical components and assemblies Electronic components and assemblies Hydraulic components and assemblies Pneumatic components and assemblies 3. The type and complexity of adjustments to be made will involve single technology, and the adjustment of robust components. It could involve making adjustments to individual components in sequence within the system. 4. The quality standards and accuracy to be achieved will be in line with the set specifications and approved procedures. It must include reinstating assets to within operational tolerances. 10

11 Knowledge statements You must have knowledge and understanding of: i Health and safety legislation, regulations and safe working practices and procedures that should include: Depot safety instructions Local health and safety policy Company rule book Working manuals ii Maintenance schedules and related specifications that are set by the company iii Maintenance methods and procedures that are set by the company and that take account of local instructions iv Maintenance records and documentation procedures that are required by the company. The records must be paper based and/or Computer based v Tools, equipment operating and care and control procedures that are specified by the company and the manufacturer, and what could happen if they are not followed. This must include instruments used for measurement and calibration. vi Maintenance authorisation procedures that take account of personal authority and competence. vii Reporting lines and procedures that are specified by the company and must include those required for: Line management reporting Submission and completion of paperwork Communicating with other relevant people Dealing with problems 11

12 TRS 201: DEAL WITH STRAIGHTFORWARD DEFECTS IN TRACTION AND ROLLING STOCK ASSETS BY ADJUSTMENT TRS 201.2: Recognise and deal with defects and discrepancies in traction and rolling stock assets (CFRS/ECS 5.07) Summary This covers the techniques and actions used by appropriate staff to recognise and deal with defects and discrepancies that affect the reliability of components or systems found in traction and rolling stock assets. Performance statements You must: a. Work safely at all times, complying with health and safety and other relevant regulations and guidelines b. Identify defects with regard to the product or asset specification c. Assess the defects and determine action required to return the products and assets to specified condition d. Report recommendations for action to the appropriate people promptly and in accordance with organisational procedures e. Record details of defects in accordance with quality assurance and control systems and procedures Scope of the standard 1. The level and extent of responsibility includes both your own safety and that of work colleagues. Where necessary authorisation must be obtained before work is carried out. You will be expected to work within approved procedures and specifications and will be responsible for the quality of your completed work. 2. The types of products or assets will be all aspects of traction and rolling stock. They could include: Mechanical components and systems Electrical components and systems Hydraulic components and systems Pneumatic components and systems Electronic components and systems 3. The type of defects will depend on the assets involved. The defects will be straightforward and easily identified. 12

13 Knowledge statements You must have knowledge and understanding of: i Health and safety legislation, regulations and safe working practices and procedures that should include: Depot safety instructions Local health and safety policy Company rule book Working manuals ii Engineering drawings and related specifications that are approved by the company and the manufacturer, and how to check for currency and accuracy. These could include: Technical illustrations Engineering illustrations iii Identification of defects in products and assets and how they can affect the safety and performance of the traction and rolling stock. iv Methods of dealing with defects that are approved by the company and how their correct application can affect the safety and performance of the traction and rolling stock. v Quality control systems and documentation procedures as specified by the company. vi Reporting lines and procedures that are specified by the company and must include those required for: Line management reporting Submission of paperwork Dealing with problems and disputes 13

14 TRS 202 MAINTAIN THE CONDITION OF THE WORK SITE, MATERIALS AND EQUIPMENT TRS 202.1: Prepare work areas for traction and rolling stock activities (CFRS/ECS 2.11) Summary This covers the provision of supplies and services to enable engineering activities to take place on traction and rolling stock. It includes activities that contribute to the overall safety of staff. Performance statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Ensure that the work environment is suitable for the work activities to be undertaken c Ensure that all necessary service supplies are connected and ready for use d Prepare the work areas so that they are ready for the engineering activities to be carried out e Make sure that required safety arrangements are in place to protect other workers from activities likely to disrupt normal working f Report completion of preparations in line with organisational procedures g Deal promptly and effectively with problems within your control and report those that cannot be solved Scope of the standard 1. The level and extent of responsibility includes both your own safety and that of work colleagues. Where necessary authorisation must be obtained before work is carried out. You will be expected to work within approved procedures and specifications and will be responsible for the quality of your completed work. 2. The type of work area to be prepared could include: Within rail vehicles Exterior of rail vehicles Raised platforms Inspection pits and the immediate surrounding area. 3. The type of work area preparations will be related to the access services required. They could include ensuring the provision of: Water Power Toilets and hygiene facilities Storage Accommodation The preparations must take account of all relevant environmental considerations. 4. The type of work area protection and safety requirements will include: Site security Safe systems of work Electrical isolation Existing services to be protected Isolations, and possession and protection requirements 14

15 Knowledge statements You must have knowledge and understanding of: i Health and safety legislation, regulations and safe working practices and procedures that should include: Depot safety instructions Local health and safety policy Company rule book Working manuals ii Work area preparation requirements and methods in line with the company rule book or working manuals and the local policies. iii The consequences of not preparing work areas correctly and particularly: Safety of other employees Operational/performance implications iv Service supply and connection procedures as required by the company and client and particularly shore supplies. v Reporting lines and procedures that are specified by the company and must include those required for: Line management reporting Submission of paperwork Communicating with other relevant people Dealing with problems 15

16 TRS 202 MAINTAIN THE CONDITION OF THE WORK SITE, MATERIALS AND EQUIPMENT TRS 202.2: Prepare basic equipment for planned maintenance activities on traction and rolling stock assets (CFRS/ECS 2.13) Summary This covers preparations by appropriate staff to ensure that all equipment required for planned maintenance activities are safe, in date, and fit for purpose. Performance statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Obtain all the required equipment and ensure that it is in safe and usable condition c Carry out the necessary preparations to equipment in line with work requirements d Make sure that required safety arrangements are in place to protect other workers from activities likely to disrupt normal working e Report completion of preparations in line with organisational procedures f Deal promptly and effectively with problems within your control and report those that cannot be solved Scope of the standard 1. The level and extent of responsibility includes both your own safety and that of work colleagues. Where necessary authorisation must be obtained before work is carried out. You will be expected to work within approved procedures and specifications and will be responsible for the quality of your completed work. 2. The equipment checks will include checking that the equipment is fit for purpose, meets the safety requirements and is within its calibration date where appropriate. 3. The types of equipment to be prepared will be for the maintenance and repair traction and rolling stock. It could include: Torque wrenches Gauges Data recorders Test equipment Access structures Power cables 4. The types of equipment preparation include calibration and setting against specifications, connections to traction and rolling stock components and systems. 16

17 Knowledge statements You must have knowledge and understanding of: i Health and safety legislation, regulations and safe working practices and procedures that should include: Depot safety instructions Local health and safety policy Company rule book Working manuals ii Equipment preparation methods and procedures including pre-use checks as required by the company. iii Types of equipment that are approved for use by the company for the maintenance and repair of traction and rolling stock. iv Equipment care and control procedures as specified by the company and manufacture and especially: Correct booking in and out of special tools and equipment Defect reporting and quarantine procedures v Reporting lines and procedures that are specified by the company and must include those required for: Line management reporting Submission of paperwork Dealing with problems 17

18 TRS 202 MAINTAIN THE CONDITION OF THE WORK SITE, MATERIALS AND EQUIPMENT TRS 202.3: Reinstate the work area after traction and rolling stock maintenance activities (CFRS/ECS 2.15) Summary This covers work undertaken by appropriate staff to ensure that the work site is returned to operational condition. It includes correct storage of tools, materials and equipment as well as proper disposal of waste materials. Performance statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Separate equipment, components, and materials for re-use from waste items and materials c Store reusable materials and equipment in an appropriate location d Dispose of waste materials in line with organisational and environmental safe procedures e Restore the work areas to a safe condition in accordance with agreed requirements and schedules f Deal promptly and effectively with problems within your control and report those that cannot be solved Scope of the standard This should cover: 1. The level and extent of responsibility includes both your own safety and that of work colleagues. Where necessary authorisation must be obtained before work is carried out. You will be expected to work within approved procedures and specifications and will be responsible for the quality of your completed work. 2. The nature of the work areas to be restored could include: Within rail vehicles Exterior of rail vehicles Raised platforms Inspection pits and the immediate surrounding area. 3. The resources to be stored will include: Tools, equipment and plant Materials Storage will be in a designated place. 4. The disposal of hazardous and non hazardous materials will be in accordance with company policy and local arrangements. It will be with due regard to environmental considerations. 18

19 Knowledge statements You must have knowledge and understanding of: i Health and safety legislation, regulations and safe working practices and procedures that should include: Depot safety instructions Local health and safety policy Company rule book Working manuals Manual handling regulations ii Work area restoration requirements that take account of local policies and best practice. iii Material and equipment stores procedures as specified by the company and the manufacturer including: Re-calibration requirements Correct booking in and out of special tools, equipment and unused materials COSHH Location of approved storage areas iv Waste disposal methods and procedures as specified by the company and manufacturer that takes account of environmental considerations. v Reporting lines and procedures as specified by the company and must include those required for: Line management reporting Submission of paperwork Communicating with other relevant people Dealing with problems 19

20 TRS 203 DEVELOP PROFESSIONALLY AND SUPPORT GOOD WORKING REALATIONSHIPS TRS 203.1: Develop yourself in the work role (CFRS/ECS 8.01) Summary This covers the development of individuals within their job role and is concerned with future succession and advancement. Performance statements You must: a Assess your current competence and areas for development using relevant techniques and processes b Identify development objectives that are realistic and achievable c Review your performance and progress regularly and use the outcome to plan future development activities d Seek constructive feedback and advice from others and use it to help you maintain and improve your performance e Agree with line management the time and other resources needed to help you achieve the development objectives Scope of the standard 1. The assessment models, methods and techniques to be used will be those that are used by the company. This can include those that are used for: Self assessment Assessment for Competency requirements and for N/SVQ achievement Professional development achievement 2. The sources of guidance will be those that are provided by the company and by other relevant organisations such as Trade Unions and professional bodies. Sources could include: Training Managers and their staff Line Managers HR Department information sheets Professional publications Trade Union journals Guidance could relate to: Training opportunities Good practice Resources that are available 3. The setting of personal objectives will be a formal procedure. It will include objectives set by yourself and by agreement with line management. The objectives will relate to: Professional development (including the learning of new skills and updating existing skills) Competency requirements Achievement of N/SVQs 4. The methods of carrying out progress reviews will be those that are specified by the company. It will include the use of evidence that has been gathered for assessing competency requirements and (where agreed) for N/SVQ achievement. 20

21 Knowledge statements You must have knowledge and understanding of: i Training and development opportunities that are available within the company and that are relevant to your job role and expectations. ii Self assessment models and techniques and how to identify your current level of competence. iii How to set development objectives that are relevant to your work role and expectations. iv Working relationships within the company and the responsibilities of others regarding your professional development. v Reporting lines and procedures as specified by the company and must include those required for: Line management reporting Submission of forms, reports, and requests for training and other personal development issues Dealing with appeals and other problems 21

22 TRS 203 DEVELOP PROFESSIONALLY AND SUPPORT GOOD WORKING REALATIONSHIPS TRS 203.2: Contribute to effective working relationships (CFRS/ECS 8.02) Summary This covers the skills and abilities required to assist individuals to develop and maintain effective working relationships with colleagues and managers Performance statements You must: a Establish and maintain productive working relationships b Deal with disagreements in an amicable and constructive way so that good relationships are maintained c Keep others informed about work plans or activities which affect them d Seek assistance from others in a polite and courteous way without causing undue disruption to normal work activities e Respond in a timely and positive way when others ask for help or information Scope of the standard 1. The groups of people with which relationships should be maintained will include: Members of own work team and immediate colleagues Line management Members of other departments Client representatives Members of the public that are making legitimate use of the company s services 2. Communications will be formal and informal. They will include: Oral communication Written communication 22

This includes knowing your role and responsibilities within the company and the limits of your own authority. It also includes being aware of the company s expectations regarding working relationships. ii Problems affecting relationships including an awareness of the companies policy on equal opportunities and related matters. iii Lines of communication and responsibilities within the company especially those for: Reporting problems Seeking advice and guidance Submitting reports and requests for action 23

24 TRS 204: SUPPORT HEALTH AND SAFETY PRACTICES IN THE WORKPLACE TRS 204.1: Identify and deal with hazards in the railway environment (CFRS/ECS 7.04) Summary This covers the activities undertaken by appropriate staff to identify, report and rectify (within his/her authority) infrastructure hazards. Performance Statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Recognise industrial processes, tools, equipment and materials that have the potential to cause harm c Check for hazards in the workplace in line with agreed and approved procedures d Identify any potential hazards and take appropriate action to minimise the risk from them e Report any hazards identified and any actions you have taken Scope of the Standard 1. The level and extent of responsibility includes both your own safety and that of work colleagues. You will be expected to work within approved procedures and specifications. 2. The type of hazards and risks arising will be those that affect: People Property Equipment Environment 3. The hazard checking methods to be used will be specified by the company. 4. The type of workplace and environment could be: On track Within depots 5. The type of action to be taken will include: Implementing preventative measures Identifying hazards Reporting hazards 24

Performance Statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Call for expert help in the event of contingencies occurring, using warning systems as appropriate c Take prompt and appropriate action to minimise risk of personal and third party injury as a first priority and then damage to property and equipment d Follow shutdown and evacuation procedures promptly and correctly e Deal safely with dangers that can be contained using appropriate equipment and materials, in accordance with organisational policy and procedures Scope of the Standard 1. Performance statements You must: a Work safely at all times, complying with health and safety and other relevant regulations and guidelines b Follow and make appropriate use of the specifications for the product or asset being checked c Use all the correct tools and inspection equipment and check that they are in useable condition d Carry out the checks in an appropriate sequence using approved methods and procedures e Identify and assess any defects or variations from the specification and take appropriate action f Report completion of compliance activities in line with organisational procedures Scope of the standard This should cover: 1.
