11 Authority Choices Assuming site available: do nothing, leave everything to the contractor; apply for full planning consent; apply for outline planning consent; Undertake core non-detailed solution specific tasks required for any planning application.
12 Do Nothing Timing issue, planning programme will only commence once preferred bidder is identified No cost outlay for Authority If alternative site is preferred solution, no wasted costs. Some bidders would prefer this way forward, giving site owners competitive advantage Uncertainty as to planning outcome/deliverability
13 Full Planning Consent Possible complete wasted costs. Bidders may be reluctant to accept design risk in facility. Will require changes to planning consent after contractor appointed. Assists with timing issues, construction potentially can commence as soon as contract signed. Gives bidders/funders comfort as to deliverability of the project. Authority needs to manage/resource the application.
14 Outline Planning Consent Would assist in future full planning application by contractor Is it possible to secure outline planning consent for a waste facility? Is there any real value in having an Outline Planning Application? Is the position different in the case of an AD Is the position different in the case of an AD facility/efw or other major waste disposal facility?
15 Preparatory Work What can the Authority properly carry out that will contribute to the planning application? Traffic Impact Assessment? Other elements of the EIA? Public consultation? Site surveys Ground conditions Contamination Task Force initiatives
16 Conclusion Planning is a significant risk in waste projects: timing risk even if permission granted project fails if planning permission not granted potential for increased project costs if onerous conditions applied funding is dependent on planning reality Authorities need sites which must be suitable in planning terms All involved in planning matters need to work together
