Providing benchmarks government capabilities and regulatory readiness in 82 economies across four key areas of the PPP project cycle: Preparation of PPPs: evaluates the activities that precede launching PPP procurement process. Procurement of PPPs: assesses the private partner s selection process, with a focus on the transparency and fairness of the process Unsolicited Proposals: measures whether specific procedures are in place to evaluate the feasibility and consistency of unsolicited proposals with existing government priorities PPPs Contract Management: considers the existence of a well-established and comprehensive PPP contract management framework The report aims to inform decision-making on the design of PPP procurement policies and regulations by comparing economies to recognized good practices that ensure transparency and encourage fair competition 11
