1 FULL-TIME SECTION 8 SUPERVISOR POSITION AVAILABLE The Housing Authority of Yamhill County (HAYC) is accepting applications for one (1) Full- Time 40-hour per week exempt Section 8 Supervisor position. This person will provide supervision and direction to reporting personnel and oversee all Housing Choice Voucher Programs (otherwise known as Section 8) operations and budget. Duties include but are not limited to staff supervision, interpretation of federal regulations and maintaining compliance, development of required policy/procedure, monthly and annual compliance reporting, and promotion of housing programs in the community. In-depth knowledge of HUD subsidized Section 8 housing programs, previous experience managing personnel, office experience working with the public and intermediate knowledge of word processing and are all required. Fluency in Spanish is desired but not required. Other primary and secondary requirements are explained in the job description. Current monthly pay range for this position is $3795 to $5340. 2 HOUSING AUTHORITY OF YAMHILL COUNTY SECTION 8 SUPERVISOR Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job. JOB OBJECTIVES Responsible for all aspects of the Housing Choice Voucher Program otherwise known as the Section 8 Program including the Family Self-Sufficiency Program and Housing Choice Voucher for Homeownership Program. SUPERVISION RECEIVED AND EXERCISED Receives supervision from the Director of Housing Programs. Exercises functional and technical supervision over any Section 8 employee who is temporary, part-time or fulltime personnel or volunteers assigned to support the Section 8 Department. Works in cooperation with the Executive Director, Director of Housing Programs, Director of Finance, Director of Asset Management and Maintenance and Construction Supervisor. ESSENTIAL JOB FUNCTIONS The following tasks are typical for positions in this classification. Any single position may not perform all of these tasks and/or may perform similar related tasks not listed here: 1. Provides supervision and direction to all reporting personnel and recommends and oversees the Section 8 Housing Program operations and budget. Duties involve all supervisory responsibilities including staff selection, training, monitoring workflow performance, problem resolution, performance appraisals, policy development and implementation, etc. Works directly with staff in assuring prompt and courteous service to clients during both the application and on-going Section 8 program operations. Reviews and/or audits file records, computer records, and performs periodic unit inspections to monitor accuracy and to insure consistency in the execution of program policies and procedures. Provides all quality control activities, including HQS inspections, as required under the Section Eight Management Assessment Program (SEMAP). Recommends and oversees the Section 8 Housing Program leasing activity and budget. 2. Responsible for the ongoing interpretation of federal regulations regarding program policies, development of required policy/procedure changes for local Board approval, and the implementation of revised policies and procedures for applicable housing programs. Analyzes federal regulations and determines required changes to local policy. Prepares policy changes requiring Board adoption or approval. Communicates directly with staff to effectively implement such changes in a timely and efficient manner. Reviews proposed regulations and prepares comments to assist Director of Housing Programs and Executive Director in the development and submittal of official agency comments. 3. Acts as primary Reasonable Accommodation Coordinator for all Housing Authority programs. Coordinates all Section 8 informal hearings by communicating with hearings officers and scheduling hearings with tenants. Acts as primary informal review officer for the application process. Performs informal reviews in relationship to action taken by subordinate employees. Reviews circumstances and associated policies, renders decision and provides written notification to parties involved. Reviews informal hearing requests, arranges informal hearings with hearings officers, ensures hearing determinations are made within timeframe allowed. Reviews client requests for Reasonable Accommodation and makes the determination whether the request is approved or denied. Assesses whether any alternative accommodation is feasible. 4. Act as the coordinator for the Housing Authority s Protecting Personal Information Policy and all other external computer access verification systems. Acts as the agency coordinator to ensure that all staff are following the Housing Authority s Protecting Personal Information policy, ensures safekeeping measures are in place to ensure compliance with the policy. Acts as the agency coordinator for other external computer access verification systems, such as the SAVE system for immigration status, the Oregon state welfare or unemployment computer access verifications and EIV, etc. 5. Responds to requests for applicable computer generated information and prepares associated reports for in-house, HUD, or other agency use. As needed, compiles computer-generated information related to regulatory compliance matters, demographics, or general inquiries. Reviews computer records for accuracy and coordinates revisions, interfacing with other staff as required. Oversees the submission of HUD statistical data and reviews the PIC data for needed corrections. Involvement with Yardi advancement required. Responsible for preparation and submission of Annual Agency Plan to HUD. 6. Reviews and revises Section 8 program forms and briefing materials to ensure regulatory compliance, clarity, and thoroughness. Responsible for maintenance of all Section 8 program materials on an on-going basis to ensure for regulatory compliance, clarity, consistency and thoroughness. Responsible for keeping Section 8 HCV Admin Plan updated and in compliance with changes in federal regulations.

Prepares appropriate documentation and correspondence, develops and implements reporting procedures to advise the Director of Housing Programs of departmental activities. Composes, develops and reviews letters and spreadsheets for tracking, notices and reports using word processing equipment, and prepares periodic internal and external statistical reports. 8. Promotes housing programs within the community, responds to problem situations and/or technical questions regarding various aspects of housing programs. Interacts with landlords, tenants, applicants, staff, governmental representatives and the public to provide technical program information and clarification. May include making oral presentations to community and civic groups. Coordinate activities with other Housing Authority departments, clientele, community partners, residents, regulatory agencies and related groups; attend public meetings and present information on Housing Authority programs. 9. Monitor, interpret and implement changes in regulatory requirements for program funding; submit annual compliance reports, comprehensive and complete grant applications, contracts and related documentation within specified time frames. Duties include the preparation of funding applications, reports and studies, planning materials, the collection of research and feasibility data. 10. Perform other essential duties and tasks as assigned. SECONDARY JOB FUNCTIONS As this individual is the only Section 8 Supervisor, and as there is no one else available with the expertise and time to handle any of these functions, all duties are considered essential. QUALIFICATIONS Education and Experience Guidelines Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: A Bachelor s degree from an accredited college or university with major course work in business administration or a related field. Experience: Four years of increasingly responsible housing program experience including a minimum of 2 years direct supervisory experience in a similar work environment. License or Certificate Possession of, or ability to obtain within 30 days of hire, a valid Oregon Driver s License, a licensed, properly operating vehicle, and adequate and proper insurance. Mandatory Qualifications The individual must possess the following knowledge, skills and abilities or be able to explain and demonstrate that s/he can perform the essential functions of the job, with or without reasonable accommodation, using some other combination of skills and abilities. 1. Requires an in-depth knowledge of HUD subsidized Section 8 housing program requirements and operations, voucher utilization, tracking and waitlist management, and housing management performance standards. 2. Requires previous experience in managing personnel including the ability to communicate, train, counsel, and discipline employees effectively to conduct effective performance appraisals, and to create a harmonious working environment during stressful work situations. 3. Requires ability to read, understand, and interpret federal housing regulations, state and local laws, and associated policies and procedures; to compose and prepare general and technical documentation and to effectively implement local policy changes regarding technical aspects of housing programs; and to calculate and understand mathematical calculations such as fractions and percentage calculations. 4. Requires strong verbal communication and interpersonal skills as direct communication with supervisors, employees, tenants, court officials, community groups, and other members of the public, either individually or in groups, which at times may be confrontational, is an integral part of this job. 5. Requires the ability to solve problems involving a high degree of complexity and consequences and the ability to make significant decisions, which require administrative or technical expertise. Requires computer skills including intermediate level skills in word processing (preferably Word) and spreadsheet software (preferably Excel) programs. 7. Requires previous office experience working with the public in which the following skills were attained: effective telephone skills, ability to deal tactfully with a variety of people under constantly changing circumstances, ability to prioritize and delegate tasks and work under minimal direction, ability to understand and follow complex verbal and/or written instructions, and familiarity with filing systems and standard business machines (such as copiers, calculators, computer equipment, telephone systems, etc.) Secondary Qualifications Although not mandatory, the following qualifications will enhance an individual s chance for success in the job and are desirable. 1. Certification as a Section 8 Housing Specialist and/or certification as a Section 8 Housing Quality Standards Inspector. 2. Certification as a Section 8 Manager. Physical Demands and Working Environment The conditions herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform these essential job functions. Environment: Normal office setting with long periods of sitting and working under pressure and occasional travel to attend meetings or conduct inspections. Must be willing to visit tenant dwellings alone and be exposed to undesirable driving and dwelling conditions, which may include hostile and/or potentially unsafe living environments. Physical: Incumbents require sufficient mobility to work in an office setting, operate office equipment, travel to various locations and conduct site inspections. Must be capable of performing light lifting of up to 20 pounds while in the office, predominantly paper products, small office equipment, files, etc. Inspection of units may require an incumbent to conduct the inspection without the ability to sit for an extended period of time. In the course of performing inspection activities, incumbents must squat, bend (up to 90 degrees), twist (up to 90 degrees), kneel and/or climb. Revised 03/12/2010
