Box 2759 Martinez, CA Selection Process: # POSITION: Senior Property Assistant RECRUITMENT PROCESS OPENED: August 11, 2015 FINAL FILING DATE: August 19, 2015 at 4:30 p.m. MONTHLY SALARY RANGE: $3,769 - $4,565 (5 Steps) One (1) POSITION The successful candidate will work on our Public Housing properties in Pittsburg and Antioch FLSA Non-Exempt Position Work Schedule: All employees of the Housing Authority work a 9/80 schedule during two weeks: one week consists of four (4) nine (9) hour days and the next week consists of four (4) nine (9) hour days and one eight (8) hour day. Public Housing employees typically work 7:00 a.m. until 4:30 p.m. for eight days and 8:00 a.m. until 4:30 p.m. on the eight hour day. The Position We are currently searching for applicants with strong property leasing and occupancy experience and skills. Under the direction of the Asset Manager the successful candidate will be responsible for leasing units, reviewing and collecting delinquent rent, determining the initial and continuing eligibility of applicants and participants in low income public housing programs and services. Responsibilities also include providing occasional lead direction to clerical and maintenance employees on assigned properties. EXPERIENCE AND EDUCATION GUIDELINES: Any combination of experience and education that would be likely to provide the required knowledge and abilities could be qualifying, as determined by the Authority.
2 Experience: Four (4) years of full-time experience in housing eligibility determination, or social services eligibility in not for profit/government, state or federal agencies. Education: Graduation from an accredited high school, or possession of an equivalent certificate or diploma recognized by the State of California (e.g. G.E.D.). Possession of an Associate s Degree, or two full academic years of training, from an accredited college or university with a major in business administration, social sciences, or related field is desirable. Licenses and Certificates Possess a Public Housing Rent Calculation, Occupancy Specialist, and/or UPCS Inspection Certificate, or obtain such certifications within one year of appointment to the classification or other allowable period of hire as authorized by the Executive Director. Must possess and maintain an applicable California Driver License and a driving record acceptable to the Authority s insurance carrier. 3 HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA Created: 8/21/13 Reviewed: 00/00/00 Approved: 5/13/14 Revised: 00/00/00 SENIOR PROPERTY ASSISTANT (FLSA Non-Exempt) DEFINITION/PURPOSE: Under the direction of the Asset Manager, the Senior Property Assistant is responsible for determining the initial and continuing eligibility of applicants and participants in low income public housing programs and services; implementing the Authority s Public Housing leasing and occupancy policies and procedures in accordance with HUD, federal, local and other applicable laws, rules, policies and procedures. Provides lead direction to other clerical and maintenance employees and may undertake more difficult eligibility determination cases and special projects. Responsible for performing a wide variety of difficult technical and clerical/administrative work in accordance with established procedures. Provides information and assistance to clients and to the public regarding Authority policies and procedures. The duties listed below illustrate the various types of work that may be performed. The omission of specific statements regarding duties does not exclude them from the position if the work is similar, related, or a logical assignment in association with this position. DISTINGUISHING CHARACTERISTICS: The classification is distinguished from other job descriptions by the requirements to: provide lead direction to other clerical and maintenance employees on designated properties; undertake more difficult eligibility determination cases; conduct Uniform Physical Condition Standards (UPCS) inspections; and special projects as assigned. The class is responsible to an Asset Manager, or designee, for the evaluation of applicants, analysis of their applications, and related documents, and the determination of initial, annual and interim examinations of income eligibility and other Public Housing Program regulations. This classification deals with residents, the public, colleagues and personnel in other agencies. Significant action to the client may result based on the accuracy of sensitive information. SUPERVISION RECEIVED AND LEAD DIRECTION EXERCISED: This class operates under the direct supervision of an Asset Manager. The employee plans and carries out routine work activities with minimal supervision and independently resolves problems that arise in accordance with agency policies and procedures and program rules. The employee receives instructions and direction from their supervisor. The employee's work is reviewed periodically for conformance to Authority policies and attainment of objectives. This classification exercises no supervision over other Authority employees. It provides lead direction to Maintenance staff, Leasing Assistants and other student and temporary employees, as assigned. Page 3 of 7
4 ESSENTIAL JOB FUNCTIONS: Duties include, but are not limited to, the following: Eligibility and Recertification Model establishment and maintenance of effective professional working relationships with coworkers, residents and the public/clients from various cultural and socio-economic backgrounds. Schedule and conduct interviews with clients or applicants in person, including in client units, or by telephone, for initial determination and/or recertification of eligibility and assist them in the completion of prescribed forms. Collect and review recertification, interim, transfer and reasonable accommodation information. Evaluate, verify, and calculate information and rent for recertification, interims and move-in. Ensure proper verification methods/processing practices are utilized for each re-examination in accordance with HUD and Authority policies and procedures. Explain rent calculations to tenants; prepare and send appropriate notices of rent adjustments in accordance with HUD regulations. Respond to inquiries concerning policies and practices associated with the application and/or recertification processes in a courteous and professional manner so that all pertinent information regarding income, other monetary resources and financial obligations from applicants and recipients is received in a timely manner in order to complete the initial and annual eligibility process. Coordinate background information checks of applicant/tenants for eligibility purposes. Prepare/complete all HUD forms in an accurate and timely manner and forward to the Asset Manager. Review applicant/resident files and verification forms for accuracy and completeness and accurately input data into computer in a timely manner. Update the computer system accurately and in a timely manner with notes to ensure compliance with program requirements and regulations. Inspections and Maintenance Participate in conducting UPCS inspections of Public Housing units. Initiate repairs with a work order(s) entered into the computer system to ensure compliance with UPCS and follow-up on work orders to ensure their acceptable completeness in a timely manner. Leasing Participate in processing applicants from the waiting list and leasing units Timely preparation and/or collaborate with administrative colleagues in the preparation of, accurate lease-up packets and also brief new tenants on occupancy and lease requirements Review lease documents for accuracy and completeness and assist in executing leases. Rent Collection Maintain tenant account information such as present rent, and coordinate other collections due, late payment notification, and reconciliation of rent and other charges collected throughout the month with appropriate Housing Authority personnel. Collect and deposit rent and other monies. Ensure that all transactions are processed and inputted accurately and completely in the computer accounting system according to Authority procedures. Review all delinquent accounts and resident receivables, and determine necessary course of action to collect outstanding balances in consultation with Asset Manager. Assist in preparation and distribution of notices of rent violations and with lease enforcement. Page 4 of 7
5 General and Other Duties Provide lead direction to site staff, including clerical and maintenance employees by distributing work assignments and cases, providing technical assistance in the accomplishment of assigned tasks as, and undertake the more difficult and sensitive eligibility determinations as assigned. Compile and prepare initial analysis of statistical data to prepare reports related to Asset Management completed recertification, applicant folders, occupancy, and residents as required. Review and discuss non-compliant tenant issues with the Asset Manager to ensure clients are provided with reasonable opportunity to meet requirements to remain in compliance. Process and maintain files and correspondence associated with the leasing/occupancy process. May provide initial orientation to new Leasing Assistants and maintenance staff. Assist with security activities by communicating with security personnel regarding specific problems and/or general security observations. Refer all applicants and residents who appear in need of food, in-home care, or social services, to the appropriate community service agencies on the basis of either personal observation and/or needs expressed either orally by the client or from information on the application. Assist in the documentation and investigation of resident complaints. Schedule appointments to discuss and initiate solutions or refer situations to the Asset Manager for appropriate resolution. Ensure privacy and maintain security of confidential materials. Accountable for consistent adherence to Authority standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Authority materials, supplies, resources, and other assets. Assist in performing other work-related duties as assigned including work in other functional areas to cover absences or provide relief, to equalize peak work periods, or otherwise balance the workload. Maintain files and correspondence in an accurate and timely manner. Maintain punctuality and attendance per agreed upon scheduled work hours. OTHER JOB FUNCTIONS: Perform related duties as assigned. REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS: Knowledge of: Public housing laws, program and agency rules, regulations, standards and programs, and the local housing market. Welfare requirements to include Social Security. Supplemental Security Income (SSI), Temporary Assistance for Needy Families (TANF), and General assistance (GA). Location of referral agencies and appropriate contacts. Knowledge (continued): Effective interviewing methods and techniques. Correct use of oral and written English and proper grammar, spelling, punctuation, and composition, as well as good vocabulary in order to comprehend and communicate complex ideas clearly and effectively both verbally and in writing with a high level of proficiency. Standard business mathematics and document formats in order to accurately prepare rent calculations. Standard business formats to prepare resident and/or Authority oriented communication. Operation of standard office equipment, computer software and personal computers. Basic Authority organization. Page 5 of 7
6 Ability to: Effectively and sensitively relate to prospective and current residents in order to obtain necessary information during interview activities as well as when making necessary referrals. Interact tactfully and professionally with applicants, residents, general public and coworkers. Communicate clearly and effectively both orally and in writing. Initiate and answer correspondence independently using proper English grammar, spelling and composition. Accurately make complex mathematical computations. Accurately gather, record, and correctly analyze data necessary for determination of initial and continuing eligibility. Correctly interpret rules and regulations concerning housing eligibility to applicants, residents, and the general public. Organize work effectively to maintain accurate and systematic records. Use experience and background to properly resolve more difficult eligibility cases, orient new employees, and effectively complete special projects. Provide information to the general public about Authority programs and service activities. Maintain a high level of confidentiality. Work and make decisions on procedural matters with minimal supervision. Follow policy and established practices and adhere to procedures Perform essential job functions in an environment that will sometimes include increased levels of work-related stress. Identify and resolve non-standard situations that may arise in the course of business Skills: Prepare and maintain accurate, concise records and reports. Effectively operate a personal computer using various applications/programs and electronic office equipment. Physical Abilities and Work Environment Work in neighborhoods featuring a variety of cultural and socio-economic influences. Sit and/or stand for lengthy periods of time in a standard indoor office environment. Operate telephone, computer and office equipment. Ambulate over uneven ground, stoop, and bend on a regular basis. Lift or carry up to 15 lbs. Drive an Authority owned automobile. Licenses and Certificates Possess a Public Housing Rent Calculation, Occupancy Specialist, and/or UPCS Inspection Certificate, or obtain such certifications within one year of appointment to the classification or other allowable period of hire as authorized by the Executive Director. Must possess and maintain an applicable California Driver License and a driving record acceptable to the Authority s insurance carrier. Other: Provide proof of US citizenship or, if a non-citizen, either lawful admission for permanent residence or authorization for appropriate work by the U. S. Citizens and Immigration Services.
