7 PSF activity is a process and team work High-level country commitment and high-quality experts trust and confidence Early mobilisation and involvement of stakeholders in the country Transparent and open and flexible. It is conducted in a limited time so that the Panel should dive immediately into the content not only into the matter/problem itself/legislation/etc. but expectations from the government/ministries/agencies involved For example: what is the level of ambition; what the government wants to change; where or on what the involved managers think they won t succeed or will have difficulties, etc. Most trends and challenges are generic, solutions differ (from analysis towards understanding)
